In February 2026, reports said more than 1,000 Google workers had signed an open letter calling for the company to disclose its relationships with the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE) and Customs and Border Protection (CBP), and to end partnerships the workers believe support immigration enforcement. Google has reportedly described at least some DHS work as basic cloud infrastructure available to customers generally. The public record summarized in contemporaneous coverage does not establish the full scope of Google’s direct or indirect work with the agencies.
What happened?
The public letter, titled “Googlers Demand: Worker Safety & ICE Contract Transparency”, circulated in early February 2026. The campaign site describes its signatories as Google workers affiliated with the broader No Tech for Apartheid movement. Bloomberg reported more than 900 signers on February 6; Computerworld reported more than 1,000 on February 9. Those are dated reported counts, not a publicly audited employee tally, and they should not be treated as the petition’s current total.
The letter is a public open letter and petition, not a binding corporate resolution or legal order. Its focus is broader than a single ICE purchase: it discusses Google’s relationships with DHS, CBP and ICE, alongside workers’ concerns about military and other government work.
What are the workers asking Google to do?
The letter combines immediate workplace requests with broader demands about contracts and product use. Its headline demand to “cut ties” captures the push for divestment, but does not describe every requested action.

- Acknowledge worker-safety concerns. The signatories want leadership to recognize risks and disruption they associate with immigration-enforcement activity.
- Hold an emergency Q&A or town hall. They seek a live, recorded discussion about Google’s DHS, CBP and military relationships.
- Provide worker protections. Requested measures include flexible work-from-home arrangements, legal assistance and immigration support. The letter also raises protections for cafeteria workers, contractors, vendors and data-center employees, not only direct Google staff.
- Disclose contracts and set limits. Workers want the company to explain its agency relationships and specify which uses of its Cloud and AI products it considers unacceptable.
- End or divest from implicated partnerships. The signatories call for Google to stop work they believe contributes to surveillance, violence or repression.
The demands are the workers’ proposals; the letter itself does not show that Google adopted them.
What do workers allege about Google technology?
The petition and coverage of it attribute several claims to the signatories. They contend that Google Cloud helps connect or support CBP surveillance systems; that Google technology supports Palantir’s ImmigrationOS platform, which ICE uses; and that DHS or CBP use Google generative-AI tools for operational or workforce purposes. They also raise concerns about Google Play Store decisions affecting apps intended to help communities monitor ICE activity, and about ICE recruitment or “self-deportation” advertising on YouTube. Those claims establish what the petition says, not the full technical or contractual chain behind each use. The public reporting cited here does not independently establish, for every allegation, which Google product or entity was involved, who contracted for it, what data or customization it involved, or how directly it supported an agency operation. In particular, “Google powers ICE” would overstate what these reports establish.
What has Google said, and what remains unclear?
Google has reportedly characterized at least some DHS-related work as basic cloud infrastructure services available to customers generally, rather than specialized immigration-enforcement technology. That reported position is relevant to the dispute, but does not resolve the scope of every alleged relationship. Townhall’s account reports this characterization.

Several different business arrangements can be compressed into the phrase “ties to ICE,” and they are not equivalent:
- Direct contract: Google sells a service directly to ICE, CBP or DHS.
- Indirect relationship: Google provides infrastructure or tools to a contractor, reseller or partner whose product is used by an agency.
- General-purpose service: An agency uses a broadly available product, without a bespoke implementation established in public records.
- Specialized implementation: A provider customizes or integrates services, supplies operational support, or builds an account-specific system for an agency or its contractor.
The coverage available by February 11, 2026 did not provide a definitive public inventory of relevant contracts, subcontractors, services, data flows or account-level customization. It also did not establish a comprehensive Google policy specifically governing the uses at issue, or confirm that any particular contract was terminated. Reporting at that time said Google had not provided a detailed public response to the letter; that dated account should not be read as proof the company has never responded.

DHS is the cabinet department overseeing multiple agencies. ICE handles interior immigration enforcement, detention and deportation; CBP is responsible for border enforcement, customs and related surveillance. The letter’s references to all three mean that “ICE ties” is sometimes shorthand for a wider set of DHS relationships, not proof that each claim concerns an ICE contract.

The count changed across reports: Bloomberg said more than 900 workers had signed on February 6, 2026; a February 8 Hindustan Times headline described nearly 1,000; and Computerworld reported more than 1,000 on February 9. A later Human Resources Director report also used a figure above 1,000. The sensible formulation is that reports said the Google-specific letter had passed 1,000 signers by February 2026—not that an exact, independently verified count is known. The available accounts do not establish a precise live total as of August 18, 2026, or publicly explain how eligibility was verified across employees, contractors and other workers.

Why this is part of a longer Google dispute
Google employees have challenged government and military work before. In 2018, workers and outside critics protested Project Maven, a Pentagon effort involving analysis of drone-surveillance footage. Alphabet’s 2022 annual-meeting filing records the controversy and says Google chose not to renew the contract after it expired. That history shows employee pressure can become a significant governance issue, but it does not prove that the 2026 petition will produce the same outcome. See the Alphabet filing.
In August 2019, Google workers also petitioned the company not to support CBP, ICE or the Office of Refugee Resettlement; the immediate dispute included a potential CBP cloud contract. Engadget’s report and The Guardian’s coverage document that earlier protest. The 2026 letter is therefore a renewed workplace and corporate-accountability dispute, not Google’s first employee campaign over immigration-enforcement work.
What would show whether the dispute is changing Google’s policy?
A petition demonstrates employee opposition; it does not compel a company to cancel contracts. The clearest public indicators of a response would be whether Google holds the requested town hall, discloses relevant agency and partner relationships, clarifies applicable Cloud and AI use restrictions, or announces changes to contracts or services. The cited February reporting does not establish that these outcomes occurred.
