The announcement came in December 2024. GM ended that robotaxi strategy, but it did not abandon autonomous driving: it redirected Cruise technology and staff toward driver assistance and autonomous personal vehicles.
What Microsoft disclosed about the $800 million charge
In a December 11, 2024 Form 8-K, Microsoft said it expected to record an approximately $800 million impairment related to its minority investment in Cruise. The charge was expected in Microsoft’s fiscal second quarter of 2025, in “other income and expense,” and to reduce diluted earnings per share by approximately $0.09. Microsoft said the charge was not included in the guidance it had issued on October 30, 2024. Microsoft’s filing describes the expected accounting treatment and estimated earnings impact.
An impairment is an accounting recognition that an investment’s recorded value or expected recoverable value has fallen. It does not mean Microsoft paid $800 million to GM or Cruise when it announced the charge. It does reflect a substantial reduction in the value Microsoft expected to recover from its investment. The filing does not explain the detailed valuation model behind the estimate, so it does not establish how Microsoft calculated each part of the amount or whether it lost its entire investment.
What GM decided—and what it did not
On December 10, 2024, GM said it would no longer fund Cruise’s robotaxi development. It cited the time and resources needed to scale the business, increasing competition, and its capital-allocation priorities. GM said it would instead focus on advanced driver-assistance systems and a path toward fully autonomous personal vehicles, while combining GM and Cruise technical teams. GM’s announcement sets out that change in direction.

The distinction matters: GM ended its plan to commercialize Cruise as a standalone robotaxi business, not all of its autonomous-driving work. Driver-assistance systems for personally owned vehicles and a fleet of driverless taxis are different products, with different operating models, customers, and paths to scale. GM chose to direct its resources toward technology more closely tied to its own vehicles.
Why the robotaxi strategy was already under pressure
The December decision followed setbacks rather than arriving in isolation. Cruise paused U.S. driverless, supervised, and manual autonomous-vehicle operations in October 2023 while it reviewed its processes and systems. In June 2024, it indefinitely delayed development of the Cruise Origin, its purpose-built vehicle for ride-hailing. These milestones preceded GM’s decision to stop financing the robotaxi effort.
Robotaxi services require more than a vehicle that can drive itself. A company must develop and validate the technology, meet applicable regulatory and safety requirements, operate and maintain a fleet, and build enough service capacity to make the business viable. GM’s stated reasons were the capital and time required to scale, as well as competition; its announcement does not identify a single event as the sole cause.
The financial consequences also appeared in GM’s own reporting. GM’s 2024 Form 10-K reported $522 million in Cruise net charges before noncontrolling interests in December 2024, including $173 million of non-cash restructuring charges. Those are GM-reported Cruise charges, separate from Microsoft’s approximately $800 million impairment; the figures relate to different companies and accounting positions. See GM’s 2024 Form 10-K.

How Microsoft became a Cruise investor
Microsoft joined a Cruise financing announced in January 2021 and became the company’s preferred cloud provider under a strategic relationship. GM’s 2020 Form 10-K described $2.2 billion in Cruise financing involving Microsoft and other investors, including a $1 billion contribution from GM. GM’s filing describes the financing and cloud relationship.
The investment connected Microsoft’s cloud business with Cruise’s autonomous ride-hailing ambitions, but the impairment disclosure concerns the investment’s value. It does not say that Microsoft’s Azure relationship ended, disclose a sale price for Microsoft’s shares, or detail the final treatment of its stake. Those outcomes should not be inferred from the charge alone.

GM retained Cruise and moved toward integrating its technical work into GM’s broader autonomous and assisted-driving program. GM’s 2024 annual report said it owned approximately 97% of Cruise as of December 31, 2024, and expected to combine the companies’ technical efforts. GM’s 2024 annual report provides that ownership figure.
GM’s 2025 annual report later stated that Cruise robotaxi operations began winding down in February 2025 and that the GM and Cruise autonomous-technology teams were combined within GM’s North America operations. That later update confirms that the standalone robotaxi operation was wound down, while the underlying technology work was redirected. See GM’s 2025 annual report.

What the charge means for Microsoft shareholders
Because Microsoft classified the expected charge in other income and expense, the disclosed effect was on earnings outside operating income, rather than a stated operating expense. The estimated $0.09 diluted-EPS reduction was Microsoft’s estimate in its December 2024 filing, not a measure of a cash outflow or a general recurring cost. The filing announced an expected charge; it should not be treated as proof of the exact amount ultimately recorded without checking a later Microsoft financial statement.
For investors, the announcement showed that a strategic investment can affect reported earnings even when it does not involve a new cash payment in the period. It also exposed the risk of investing in a long-horizon business whose commercial prospects depend on technology, regulation, fleet operations, and the ability to attract enough customers and capital.
Why GM’s move mattered beyond Cruise
Cruise’s retreat illustrated the difficulty of turning autonomous-driving technology into a scalable robotaxi service. Contemporary coverage placed the decision alongside activity by Waymo, Tesla, and Amazon’s Zoox, but those companies were at different stages of development, regulatory approval, commercial availability, and spending. The comparison is useful as market context, not as evidence that their businesses were equivalent.
