A phone’s mobile DRAM and embedded storage, a PC’s DRAM and SSD, and a server’s DDR5, high-bandwidth memory (HBM) and enterprise SSDs come from related but separate product markets. When artificial-intelligence (AI) data-center construction absorbs capacity, manufacturers can redirect investment and production toward higher-value server products. Device makers then choose among higher prices, smaller memory or storage configurations, lower margins, tighter procurement and delayed production. The result is uneven: a handset, notebook and server can face the same broad shortage but different prices, timing and availability.
What a memory shortage actually means
“Memory” is not one interchangeable chip. Two technologies dominate the devices in this article:
As an Amazon Associate I earn from qualifying purchases.
| Technology | What it does | Typical products | Shortage exposure |
|---|---|---|---|
| DRAM | Temporary working memory for active programs and data | Phone LPDRAM, PC DDR4/DDR5, server DDR5 and HBM systems | Demand can tighten quickly when AI servers and general-purpose servers expand. |
| NAND flash | Non-volatile storage that keeps data when power is off | Phone UFS or eMMC, PC SSDs and enterprise SSDs | Capacity, bit demand and inventory determine whether SSD and embedded-storage prices rise. |
A shortage therefore means that buyers cannot obtain the particular grade, density, speed or package they want at the previous price. It does not mean every buyer receives no chips. Contract volumes, inventory, supplier-allocation decisions and long-term purchasing agreements determine who gets supply and when. A server operator with a multiyear agreement can face a different price from a consumer buying a retail notebook in the same quarter.

Capacity moves toward higher-value products
AI data centers use large quantities of high-performance memory. HBM sits close to AI accelerators, while high-capacity DDR5 supports servers around those accelerators. According to IDC’s December 18, 2025 analysis, manufacturers were shifting capacity and investment toward HBM and high-capacity DDR5. That is an allocation trade-off across related products: a factory, packaging line or engineering team devoted to advanced server memory is less available for some general-purpose modules. It does not mean an HBM chip can simply be relabeled and sold as phone memory.

IDC expected 2026 DRAM supply growth of 16% year over year and NAND supply growth of 17%. Those are expectations published in December 2025, not confirmed final-year results. If demand grows faster than those additions, the market can remain tight even while total output increases.
Manufacturing has bottlenecks beyond wafer starts
TrendForce’s September 30, 2026 outlook identified constraints in packaging, testing and front-end production flexibility, alongside demand and inventory effects. These steps matter because advanced memory must be assembled and tested in particular ways; adding wafer capacity alone cannot instantly create finished, qualified modules. TrendForce also said suppliers were prioritizing advanced-process capacity for high-performance server products in the fourth quarter of 2026.
Supplier results show the commercial incentive. In its July 2026 second-quarter results, Samsung’s Memory Business reported record quarterly revenue and operating profit, citing AI demand, limited capacity and industry-wide price increases. It expected server-centered demand and supply constraints to continue in the second half of 2026. In a June 24, 2026 fiscal-third-quarter release, Micron CEO Sanjay Mehrotra said, “Micron is investing at record levels in technology, products and supply to address our customers’ rapidly growing demand.” That is the company’s description of its position and outlook, not an independent measurement of total market demand.

- Contract prices change first. Memory makers and large buyers negotiate DRAM and NAND contracts. TrendForce’s percentages refer to these markets, not automatically to a retail phone, PC or SSD.
- Inventory delays the impact. A device maker may have weeks or months of chips purchased at an earlier price. Retail products can therefore lag the component market.
- Bill-of-materials costs rise. When new contracts are signed, memory becomes a larger part of the cost of building each unit. IDC estimated memory at 15–20% of a mid-range smartphone’s bill of materials and around 10–15% for a high-end flagship; those are model and category estimates, not universal handset shares.
- Manufacturers choose a response. They can raise the retail price, keep the old price and accept a smaller margin, reduce RAM or storage, alter the model mix, limit production or delay a launch.
- Retail availability reflects the mix. A familiar price may remain, but only on a lower-capacity configuration. Alternatively, a higher specification may become scarce while a lower one stays in stock.
That chain explains why a forecast for contract prices should not be quoted as a guaranteed percentage increase for every device. Currency movements, promotions, distribution margins and competition also affect the final shelf price.
What the shortage means for phones
Mobile DRAM is the immediate pressure point
Phones use low-power DRAM (LPDRAM) for apps, the operating system and multitasking. TrendForce’s July 3, 2026 outlook said smartphone vendors were expected to raise retail prices in the third quarter of 2026 to offset persistently high LPDRAM costs and warned that higher prices could weigh on handset sales. Its September outlook described rising costs and depleted low-cost inventories as a drag on production while mobile-DRAM allocations remained tight.

A phone maker does not have to increase every listed price. It may hold a headline price by shipping less RAM, steering customers toward a more expensive tier, absorbing some cost or changing the model mix. Those decisions can make a shortage visible as fewer affordable high-memory variants rather than as a universal price rise.
Embedded storage follows a different path
Phone storage is usually embedded NAND, marketed through interfaces such as UFS or eMMC. In the fourth quarter of 2026, TrendForce said brands were relying on existing inventories and limiting incremental procurement. That means storage pressure can be less synchronized with LPDRAM pressure: a manufacturer may have enough flash on hand while paying more for mobile DRAM, or may postpone a storage upgrade until inventories clear.
What shoppers should compare
- Compare the RAM and storage capacity at each price, not just the model name.
- Check whether a lower-priced version has been discontinued or is simply out of stock.
- Watch the exact quarter and region: a third-quarter 2026 forecast does not establish what every country’s retailer will charge.
What the shortage means for PCs and laptops
DRAM affects responsiveness and multitasking
PCs use DRAM as working memory. TrendForce reported that higher-cost components were flowing through notebook inventories in the third quarter of 2026 and could raise retail notebook prices. In the fourth quarter, PC original-equipment manufacturers (OEMs) were still procuring DRAM, but TrendForce warned that PC DRAM supply could decline in 2027 as more capacity moves to server applications.
The pass-through is not automatic. A notebook assembled from older inventory may keep its price temporarily. A new production run may cost more, arrive later or use a different memory configuration. Desktop buyers may have more flexibility because memory modules can often be replaced, whereas many thin laptops solder memory to the motherboard.
SSD capacity can be cut to protect the price point
NAND flash stores the operating system, applications and files in an SSD. TrendForce’s September forecast said PC makers were reducing SSD capacities in mainstream models to lower bill-of-materials costs. A buyer may therefore see the same advertised price attached to a smaller drive, a higher price for the previous capacity or weaker availability of larger configurations.

This is why comparing only CPU labels can miss the financial effect. A notebook with the same processor and display but half the SSD capacity is not an equivalent replacement. Check both installed RAM and SSD capacity, and determine whether either can be upgraded before buying.
Desktop upgrade option
An upgradeable desktop can sometimes avoid the price of replacing the entire computer, but a memory kit is not a universal remedy for the shortage. Verify the motherboard’s supported generation (such as DDR4 or DDR5), module form factor, maximum capacity, supported speeds and the number of open slots. A kit that does not match those limits may fail to boot or run below its rated specification. This option does not reduce the purchase price of a sealed phone, soldered-memory laptop or server.
Why servers are central to the current pressure
General servers and AI systems compete for DRAM
Cloud-service providers and server OEMs increased DRAM procurement as CPU availability improved and as they built general servers supporting agentic-AI workloads, according to TrendForce. The firm projected server DRAM would remain undersupplied in the fourth quarter of 2026. Packaging, testing and limited production flexibility restrict how rapidly suppliers can respond.
Enterprise SSD demand is surging
TrendForce projected enterprise-SSD bit demand to grow by more than 80% year over year in 2026 as cloud providers expanded AI-inference infrastructure. “Bit demand” measures the amount of flash capacity required, not the number of consumer SSD drives shipped. The outlook said most incremental supply was already committed, which can leave smaller or later buyers competing for the remaining allocation.
Server contracts do not equal retail prices
Large server buyers negotiate volume, delivery schedules and pricing mechanisms. TrendForce noted that some server-DRAM price increases lagged the market average because of long-term agreement pricing. A cloud provider’s contract can therefore shield it temporarily from a spot-market jump, while a consumer buying a new PC sees a different effect through the next product build. Conversely, a buyer without a committed allocation may face delays even when a contract customer receives its scheduled shipment.

How to make a purchase decision during a shortage
If you need a phone now
- Compare like-for-like LPDRAM and storage capacities rather than headline model prices.
- Check whether a discount applies to an older inventory batch or a lower specification.
- If your current phone works, delaying an upgrade can avoid paying for a temporarily expensive configuration, but no source guarantees that prices will fall by a particular date.
If you need a laptop
- Prioritize the RAM and SSD capacity you cannot upgrade later.
- Compare the complete configuration, including memory type, capacity and upgradeability.
- Consider a model with replaceable modules only after confirming the manufacturer’s limits and warranty terms.
If you are upgrading a desktop
- Identify the motherboard and processor generation before selecting a kit.
- Match the form factor and supported capacity; do not assume a newer module is backward-compatible.
- Calculate the cost of a memory upgrade against a full-system replacement, including installation and any required BIOS support.
If you buy or operate servers
Plan capacity earlier, document required memory and SSD specifications, and ask suppliers about allocation, lead time and the pricing basis of the agreement. A quoted server-component price may reflect a negotiated contract and cannot be used as a retail benchmark for a phone or PC.
What could ease the pressure
Supply can improve when new process capacity, packaging and testing capacity come online, when inventories normalize or when AI-server orders slow. Demand can also shift between memory generations and product types. Those changes take time: qualification, packaging, customer validation and contract cycles prevent an instant response. At the same time, a supplier’s decision to expand HBM or server capacity can leave consumer modules tight even while total industry output grows.
For that reason, the most reliable indicator for a buyer is not a single headline forecast but the configuration and price of the exact product available in the relevant market and quarter. A shortage is a market-allocation problem as much as a factory-output problem.

The practical bottom line
AI infrastructure is raising demand for HBM, server DRAM and enterprise SSDs while suppliers face limits in advanced manufacturing, packaging, testing and flexible capacity. Contract prices can rise before retail products change, and inventories and long-term agreements create different timelines for different buyers. Phones may become more expensive or ship with less memory; PCs may cost more or include smaller SSDs; servers may remain protected by contracts while new procurements become costly or delayed. Treat every percentage as a dated, category-specific forecast, and compare the actual memory and storage configuration—not just the device’s advertised model or price.
