Blackstock managed Clarkson through Starstruck Management Group LLC and Starstruck Entertainment LLC from 2017 to 2020. During that same period, Creative Artists Agency served as Clarkson’s talent agency, according to the determination.

California’s Talent Agencies Act regulates who may procure or attempt to procure employment for artists. The Labor Commissioner determined that four deals had been unlawfully procured and ordered the respondents to disgorge commissions previously paid. The ruling states: “A manager, like any person without a talent agency license, cannot procure or attempt to procure employment for artists”.
That is a legal finding about commissions connected to specific deals. The determination does not characterize the conduct as stealing profits.

Was the ruling a final court judgment?
No. The Labor Commissioner adopted an administrative determination on November 21, 2023. Law360 reported on November 30, 2023, that Starstruck filed a notice of appeal and requested a trial de novo. The official case-index material reviewed lists the determination but does not establish the later court outcome, so the ultimate procedural status should not be inferred from the initial order.
The Los Angeles Times reported on the ruling and quoted the statutory principle applied in the determination. The official case index identifies the matter as case 52781.
