But the records were later released: in November 2025, state officials provided nearly 1,400 pages to The Texas Newsroom. What did the request seek?
The Texas Newsroom requested communications involving Abbott and Musk, as well as people associated with Musk’s companies. The records request therefore covered more than direct emails between the two men.
Why did Abbott’s office initially seek to withhold the records?
After accepting payment for the request, the governor’s office said it believed the records were confidential and asked the Texas Attorney General’s Office for permission to withhold them. The Texas Tribune reported that the newsroom paid $244.64 up front.
Governor’s Office public information coordinator Matthew Taylor raised arguments involving common-law privacy, policymaking deliberations, attorney-client communications and information about state incentives for attracting businesses. Separately, SpaceX lawyer Kevin Bagnall argued that disclosure would expose commercial information and cause SpaceX substantial competitive harm. These were arguments advanced by the office and the company, not independent findings that every record qualified for withholding.

The governor’s spokesperson said: “The Office of the Governor rigorously complies with the Texas Public Information Act and will release any responsive information that is determined to not be confidential or excepted from disclosure.” That statement describes the office’s position; it does not determine whether any particular redaction was legally justified. The Texas Attorney General’s general guidance explains that information made confidential by statute generally cannot be released and gives attorney-client communications as one example. It does not establish that all the redacted messages in this matter were confidential.
Were the emails eventually released?
Yes. In November 2025, state officials released nearly 1,400 pages to The Texas Newsroom. But a page count is not the same as readable correspondence: most pages were blacked out, and the reporting said the production revealed little about the relationship between Abbott and Musk or Musk’s influence over state government.
What is still unknown?
The published account does not establish the actual content of most of the redacted communications or independently resolve whether each withholding ground was correctly applied. Redactions alone are not evidence of wrongdoing, and the available reporting does not support claims about what the messages said.
