Germany recorded 573 hours of negative wholesale electricity prices in 2025, while solar generation supplied to the general network reached 74.1 terawatt-hours. But negative prices were brief market intervals—not a sign that German households received free electricity. The annual average day-ahead price was still positive, and higher than in 2024.
What the latest figures show
Germany’s solar output and the frequency of negative wholesale prices both increased in 2025. The figures describe related trends, but they do not mean solar power alone caused every negative-price period.

The Bundesnetzagentur reported the annual price and negative-hour figures in 2026; 2024 was a leap year and therefore had 24 more hours. SMARD, the agency’s electricity-market data platform, attributed 2025’s solar increase mainly to nearly 10 GW of newly added capacity and above-average sunshine in spring and summer. The 74.1 TWh figure covers solar electricity fed into the general supply network, not household solar power consumed on site. Bundesnetzagentur’s 2025 electricity-market figures and SMARD’s 2025 review provide the underlying data.
Why electricity prices go below zero
Wholesale electricity is traded for specific delivery periods. A negative price can emerge when available generation exceeds demand and some producers cannot, or do not, reduce output quickly or cheaply enough. In that situation, a producer may accept a negative market price rather than bear the cost or difficulty of curtailing generation.

High wind or solar output can contribute to that surplus, especially when demand is low. SMARD identifies summer weekends and public holidays as typical settings for negative prices, and explains that they can occur when “a high and inflexible level of generation meets low demand.” The key factor is the balance of supply and demand during a particular interval—not solar capacity by itself. Does negative wholesale pricing mean households get free electricity?
No. The negative prices in these statistics are wholesale market prices, not household retail bills. A household’s bill depends on its tariff and other bill components; the cited market figures do not establish that retail customers automatically receive a payment or pay nothing when wholesale prices turn negative. Whether a customer benefits from a particular market interval depends on the terms of their electricity contract.

The generation statistic also has a defined boundary: it counts solar electricity fed into the general supply network and excludes electricity households generate and consume on site. It should not be read as a complete measure of every solar kilowatt-hour produced in Germany.
How negative hours fit with higher average prices
Negative prices occur during a subset of delivery periods. They do not determine the price in every other period, so an increase in negative-price hours can coexist with a higher annual average. In 2025, Germany had more hours above €100/MWh than in 2024, and its average day-ahead price rose from €78.51/MWh to €89.32/MWh. That positive annual average is not contradicted by 573 negative-price hours. The Bundesnetzagentur’s annual figures show both sides of the comparison.

What the 2026 update says—and how to compare it
SMARD recorded 172 negative-price quarter-hours out of 8,640 in the first quarter of 2026. These are quarter-hour intervals, not hours. Day-ahead trading changed to quarter-hourly blocks in October 2025, so the Q1 2026 count should not be directly compared with the 2025 annual total of hours without converting the units consistently. SMARD’s Q1 2026 report provides the quarterly figure and explains the interval change.

A negative wholesale price is a signal about market conditions for a particular delivery interval. By itself, it does not show that all German solar power is unwanted, that electricity is free for households, or that the country’s average electricity price is negative. Nor does the fact that solar generation grew establish that solar alone caused every negative-price event; the official explanation points to high, inflexible generation relative to demand.

Negative-price periods are one feature of a market with changing supply and demand. For context, a separate investigation into high-price episodes in 2024 by the Bundesnetzagentur and Bundeskartellamt stated that “A secure electricity supply was guaranteed at all times.” That report addresses the high-price episodes and supply security, not the specific causes of negative prices. The agencies’ investigation summary gives that context.
