Why Germany May Push T-Mobile’s Parent to Replace More Huawei Network Technology

Germany has set deadlines for critical Huawei and ZTE technology in 5G core and network-management systems. A reported proposal could broaden pressure on Deutsche Telekom, but it is not confirmed as adopted policy.

The possible new pressure concerns Deutsche Telekom’s network in Germany—not a new order against T-Mobile US. PhoneArena reported on Oct. 5, 2026, that Germany’s Federal Network Agency may classify radio access networks (RAN) as critical infrastructure, a move that could lead to broader Huawei equipment replacement. The proposal’s text and legal status have not been confirmed in the available reporting, so this remains a possibility, not an adopted rule. PhoneArena’s report links the issue to T-Mobile because Deutsche Telekom is its parent and majority shareholder.

What Germany has already required—and what it has not

Germany’s existing commitments distinguish between equipment in the 5G core and functions used to manage access and transport networks. They do not amount to a blanket, already-enacted order to remove every Huawei radio unit.

The German Bundestag’s summary of the government agreements says the requirements apply to Deutsche Telekom, Vodafone and Telefónica in Germany. The distinction matters: replacing network-management software or functions is not the same as replacing all physical radio access network equipment.

What the reported RAN proposal could change

RAN is the part of a mobile network that connects devices to the network through radio equipment, including cell-site equipment. PhoneArena reports that the Federal Network Agency is proposing to classify RAN as critical infrastructure. If that reported move proceeds and creates additional obligations, it could put pressure on Deutsche Telekom to replace Huawei equipment beyond the measures already covered by the core and network-management commitments.

That outcome is not established. The available reporting does not confirm the proposal’s exact wording, whether it is a formal proposal, consultation or draft classification, or what legal effects it would have. The agency’s published security catalogue and list of critical functions provide regulatory context: the Bundesnetzagentur says they were prepared with Germany’s Federal Office for Information Security and the Federal Commissioner for Data Protection and Freedom of Information, and that the list helps determine critical components under the BSI Act. That material does not itself confirm the specific RAN proposal reported by PhoneArena.

Deutsche Telekom’s disclosed progress

In its 2024 annual report, Deutsche Telekom said it had phased Huawei out of its 5G core and did not use ZTE components. The company also said it was developing its own software to manage and configure antennas and the transport network in place of Huawei’s proprietary software. It described that work as advancing its Open RAN strategy. Those statements describe the company’s position in its 2024 reporting; they do not establish a later completion milestone.

What replacement options have been reported

PhoneArena mentions Nokia equipment and Open RAN at some sites. The report does not establish how many sites are involved, the scale of those deployments or the latest progress. Nokia is a supplier option, while Open RAN refers to an approach based on more open interfaces and components; neither mention proves that Deutsche Telekom has replaced Huawei across its German radio network.
