For a property transaction today, check the latest applicable FBR notification and amendments rather than relying on the suspended table or the temporary 2022 schedule.
Why did FBR suspend the Islamabad valuation notification?
On 8 December 2025, FBR issued SRO 2392(I)/2025, notifying fair market values for Islamabad immovable property. On 16 December, the board held it in abeyance after associations and others asked it to revisit values they said were higher than market prices. FBR said it examined some cases and found some objections correct, so it would re-evaluate the district valuation table. FBR’s suspension notice records the agency’s stated reason; it does not establish how far any particular notified value differed from actual transaction prices. The backlash was also reported by Associated Press of Pakistan.
The notice described the decision as a review. It did not say that FBR was abandoning property valuation tables or that the objections applied uniformly across Islamabad.
What applied during the pause?
FBR said SRO 1180(I)/2022, as amended by SRO 1610(I)/2022, would remain in force until 31 January 2026 or until a replacement SRO was issued, whichever came first. That was the temporary arrangement following the December suspension—not a continuing alternative to the later 2026 notices.

How the Islamabad valuation notices changed

The later entries mean the December suspension is historical. The index confirms the notification trail, but not every current area-level value or category definition. See the FBR SRO index for the later notices and their amendments.
Which FBR valuation rates apply in Islamabad now?
The applicable value depends on the current official schedule and the property’s location and category. A plot, apartment, or built-up property may be covered by different entries or definitions. Check the complete latest notification and every amendment that applies to it; do not infer a current rate from the December 2025 headline, SRO 2392(I)/2025, or the short-lived return to the 2022 schedule.

- Open FBR’s valuation page, which lists Islamabad among the cities with valuation resources.
- Use the FBR SRO index to locate the later Islamabad notices, including SRO 644(I)/2026 and its amendment, SRO 1335(I)/2026.
- In the complete applicable notification, match the property’s area and category, and read the relevant definitions and amendments before using a value.
The index is a starting point for identifying notices, not a substitute for reading the complete table. This article does not provide a transaction-specific tax calculation.

In its suspension notice, FBR said “some of the cases were examined and some of the objections raised by the Real Estate Associations were found to be correct.” That is the board’s account of its review, not an independently measured finding about market prices across Islamabad.

In a separate statement, FBR said it would engage State Bank of Pakistan valuation experts and consult stakeholders, including real-estate agents and town developers. It described individual case reviews and recommendations to remove distortions if found. The statement describes expert engagement; it does not say that the State Bank set, approved, or adopted the valuation rates. FBR said: “This consultative process will review such cases individually and thereby make necessary recommendations to remove distortions if any and bring property value near market price.” FBR’s review statement does not provide a quantified estimate of any market-value gap.
