Short answer: A tax credit for ethanol-derived sustainable aviation fuel (SAF) does not by itself prove a climate benefit. The result depends on the feedstock, farming and production methods, land-use effects, and the lifecycle model used. In one U.S. Department of Energy (DOE) model chart, corn-grain ethanol-to-jet emits about 68 gCO2e/MJ against an 89 gCO2e/MJ petroleum-jet baseline—roughly a 24% reduction, not the 50% reduction required by the former Section 40B SAF credit.
Which U.S. aviation-fuel credits are still relevant?
“New subsidies” can be misleading without dates. The former Section 40B SAF credit has expired, a separate SAF mixture credit also ended, and Section 45Z is a different clean-fuel credit framework with proposed rules addressed by the IRS in 2026. A credit’s existence or eligibility rules are not evidence that every fuel receiving support delivers the same emissions reduction.

These dates and descriptions reflect the IRS’s December 2025 Publication 510 and the IRS and Treasury materials described above. Do not treat either expired credit as currently available without checking for later congressional action; proposed Section 45Z rules are not a final tax determination.
What does the corn ethanol-to-jet estimate show?
A DOE chart based on GREET estimates corn-grain ethanol-to-jet at about 60 gCO2e/MJ before adding about 8 gCO2e/MJ for indirect land-use change. The chart’s petroleum-jet baseline is 89 gCO2e/MJ. Including the charted indirect land-use component gives an approximate total of 68 gCO2e/MJ; the reduction versus the chart baseline is (89 − 68) ÷ 89, or about 24% by arithmetic from the displayed figures.

That estimate is below the former Section 40B credit’s 50% minimum reduction threshold, but it is a model result for the charted configuration—not a finding about every ethanol-derived SAF batch or a determination of any producer’s tax eligibility. The threshold was a rule for that historical credit; it does not, by itself, decide whether a pathway has a climate benefit.
The figures describe lifecycle greenhouse-gas emissions per unit of fuel energy, not aircraft exhaust alone. DOE says both direct and indirect land-use change can affect the result, including emissions associated with cultivating new land or converting natural vegetation. Its chart also shows that SAF pathways differ in their modeled net benefits.

Why can the same broad fuel label produce different climate results?
- Feedstock and farming: Growing crops requires inputs and land. Farming methods and changes in soil carbon can alter the lifecycle estimate.
- Land-use accounting: A calculation that includes indirect land-use change can differ materially from one that does not. Those emissions are not visible from the fuel’s name alone.
- Plant and conversion energy: The energy used to make ethanol and convert it to jet fuel affects emissions. Cleaner plant energy or carbon capture can change modeled outcomes.
- Transport and lifecycle boundaries: A comparison should account for the same stages of the fuel chain and use the same petroleum baseline; comparing unlike boundaries can make headline percentages deceptive.
- Model and version: A research estimate, an older chart, and a tax-compliance calculation may answer different questions. DOE’s GREET guidance says users should select the version suited to the intended use; it identifies 40BSAF-GREET for Section 40B and 45ZCF-GREET guidance for the newer framework.
DOE’s 2021 Argonne/GREET analysis reported that corn ethanol lifecycle emissions had fallen by roughly one-quarter over the preceding 15 years, excluding land-use-change emissions. In that analysis, then-current corn ethanol-derived jet fuel had 15% lower carbon intensity than petroleum jet. These are findings from that analysis and model context; they should not be substituted directly for the later chart’s figures or treated as a universal result.
Do cleaner production scenarios make ethanol SAF a climate win?
They may improve a pathway’s modeled performance, but a scenario is not proof of typical production. DOE’s 2021 analysis described possible larger reductions under conditions such as cleaner plant energy, carbon capture, renewable natural gas, fertilizer changes, and soil-carbon practices. Those are conditional modeled measures. The analysis identified corn farming and ethanol plants as major emissions sources in the pathway, and the stronger reductions depended on adding interventions.

Accordingly, a very low or negative modeled emissions result should be read with its assumptions attached. It does not establish that an ordinary ethanol-to-jet fuel supply has already achieved those reductions, nor that a subsidy automatically requires each measure unless the applicable program rules say so.
How should taxpayers compare ethanol SAF with other pathways?
Compare pathway estimates only when their boundaries and assumptions are aligned. For any proposed climate claim or public subsidy, check:

- Feedstock: Is it corn grain, a waste-derived input, or another material, and what land-use effects are counted?
- Lifecycle stages: Are farming, fuel production, conversion, transport, and use covered consistently?
- Production assumptions: Does the estimate assume particular process energy, carbon capture, fertilizer practices, or soil-carbon changes?
- Calculation basis: Which lifecycle model and version were used, what petroleum baseline anchors the percentage, and is the calculation intended for research comparison or regulatory compliance?
DOE’s pathway chart demonstrates that estimates can differ and that land-use effects matter. Its GREET guidance also cautions, in effect, against treating all model versions as interchangeable: the right version depends on the regulatory or analytical purpose.

The evidence supports a qualified conclusion, not a blanket verdict that all ethanol-derived SAF is either climate-positive or climate-negative. The charted corn-grain pathway’s approximate 24% reduction is a useful warning against assuming that an “SAF” label means a 50% reduction; it is not a universal measurement of ethanol SAF. A defensible climate case for a particular subsidy needs pathway-specific lifecycle estimates, transparent land-use treatment, and production assumptions that match the fuel actually being supported.
