The East and Gulf Coast port strike is over. International Longshoremen’s Association (ILA) workers began striking at midnight on September 30, 2024, after contract talks with the United States Maritime Alliance (USMX) stalled. The strike was lifted on October 4, but the final six-year contract was not ratified until February 2025 and formally signed in March.
Why did East and Gulf Coast port workers strike?
The ILA and USMX had failed to reach agreement on a new labor contract. The ILA represents longshore workers, while USMX is an alliance of container carriers, direct employers, and port associations serving the Atlantic and Gulf coasts. The U.S. Environmental Protection Agency (EPA) says the stalled negotiations led to the strike beginning at midnight on September 30, 2024. The EPA describes the ILA as representing upwards of 85,000 longshoremen across the coasts; that is the union’s overall represented membership, not a count of workers who went on strike. Automation was a central point of contention in how the contract was described. The ILA said the agreement provided full protections against automation. USMX characterized the deal as protecting current jobs while creating a framework for technologies it said would create more jobs. Those are the parties’ positions; the available sources do not independently establish how the provisions will affect employment.
Are the ports still on strike?
No. The EPA says the strike affected 14 Atlantic and Gulf Coast ports and was lifted on October 4, 2024, allowing impacted ports to resume normal operations. That reopening followed the announcement of a tentative agreement, but it was not the same as ratifying and signing the final contract.

On October 3, Transportation Secretary Pete Buttigieg described the tentative agreement as a path to reopen the ports and move essential goods again, including goods bound for areas hit hard by Hurricane Helene. His statement was made as the parties reached the tentative deal; it should not be read as an independent assessment of the strike’s overall economic effects. What did dockworkers win in the contract?
The ILA and USMX both described the agreement as providing a 62 percent wage increase. That figure is the parties’ description of the contract package; the announcements do not establish a separate calculation of how the increase is distributed over the contract term.

The union emphasized protections against automation, while the employer alliance emphasized a technology framework it said would create more jobs. USMX’s lead negotiator, Paul De Maria, said the agreement received unanimous support from USMX members and advanced the alliance’s aim of modern and safe working conditions and efficient supply chains. The Department of Energy said on October 1, 2024, that liquid-fuel operations were being handled by other workers and that the strike would have no immediate impact on fuel supplies or prices.
