Corbridge said he was leaving to limit media coverage of a possible conflict of interest connected to his wife’s new senior role. Separately, the Advisory Committee on Business Appointments (ACOBA) later found that announcing the SEGRO appointment before it gave advice breached the government’s rules and the Civil Service Management Code. ACOBA did not find that improper access or influence had occurred.
When did Rich Corbridge leave DWP, and where was he going?
DWP Digital announced on 11 April 2023 that Richard “Rich” Corbridge would become the department’s Chief Digital and Information Officer, succeeding Simon McKinnon. In October 2024, Computer Weekly reported that Corbridge planned to leave in November and join SEGRO, an industrial property developer, as its first CIO. The report gave 15 November 2024 as his expected last day in the civil service. GOV.UK’s later ACOBA record confirms that he left DWP in November 2024.
SEGRO’s work spans industrial property, including warehouses and logistics facilities. In September 2026, Corbridge published an article discussing digital change in logistics property, urban warehousing and workplace infrastructure. That provides later context for his association with SEGRO, but does not by itself establish his exact current job title.
Why did Corbridge say he was leaving?
Corbridge said his reason for leaving was “to limit any media led coverage about a possible conflict of interest” as his wife moved to a new senior role at an organisation that supplies digital capability across government and the public sector. This was his explanation for the departure; it was not an official finding that a conflict existed.

In his statement, Corbridge also apologised for the breach later identified by ACOBA. He said there had been a misunderstanding about the process and stage of his ACOBA application, as well as a breakdown in communications between SEGRO and DWP.
What did ACOBA find about the SEGRO appointment?
ACOBA’s correspondence, published on 17 March 2025, said the SEGRO appointment had been announced before the committee provided advice. It found that this breached the government’s Business Appointment Rules and the Civil Service Management Code, which require a new appointment not to be announced or taken up before advice is provided. ACOBA declined to provide advice on Corbridge’s application, explaining that the premature announcement had removed the opportunity to manage the risks appropriately.

The purpose of the rules is to prevent reasonable concern that a former Crown servant’s new employer could receive unfair access to privileged information or influence. ACOBA described that risk and the failure to follow the process; it did not say that SEGRO received privileged access or influence, or that an actual conflict had occurred.
What DWP said about the process
DWP said Corbridge had been made fully aware that ACOBA approval was required before taking up the role or publicly confirming his intention to join SEGRO. The department also said he had not yet taken up the post at the time of its statement and that it had taken steps to ensure its internal approvals met ACOBA’s standards.

What was Corbridge responsible for at DWP?
Computer Weekly reported in October 2024 that Corbridge’s remit included Universal Credit and the state pension. The same report described the scale of DWP’s digital operations with figures attributed to the department:
- A £1.4 billion budget.
- £170 billion transacted annually.
- 50 million lines of code.
These are figures as reported by Computer Weekly in 2024, not fresh measurements. The article also characterized DWP as operating one of Europe’s largest IT estates; that was a qualitative description, not a separately substantiated ranking.

In a 2023 interview quoted by Computer Weekly, Corbridge said, “The expectations of digital around DWP are high, and rightly so.” He described his role as “a facilitator,” helping progress by “clearing the way and removing obstacles.” SEGRO CFO Soumen Das said technology and data were integral to the company’s strategic goals.
