Olympic Airlines stopped operating in 2009 after years of worsening seasonal cash-flow problems and mounting unpaid obligations. The European Commission also found that Greek State measures supporting the companies amounted to incompatible state aid. Greece then sold selected operating assets separately from legacy liabilities; the old companies ceased operations and entered special liquidation. The Commission’s findings are important to the story, but they do not establish that EU enforcement alone caused the shutdown.
Which Olympic company shut down?
The names refer to distinct businesses, not one unchanged company. Olympic Airlines began operating in December 2003, formed from the flight divisions of Olympic Airways. Olympic Airways Services was a separate state-owned company responsible for ground handling and aircraft maintenance. The distinction matters because the later restructuring sold selected operating assets while leaving the old companies’ legacy obligations to be dealt with separately.
The successor Olympic Air was formed through that sale and restructuring. It should not be confused with the old Olympic Airlines, whose commercial operations ceased in 2009.
What weakened the old airline?
Seasonal cash-flow pressure
The European Commission described a business whose cash flow was structurally weak across the year: summer inflows did not cover winter outflows, and losses deepened over the cycle. This is the Commission’s assessment of the company’s position, rather than an independently reconstructed profit-and-loss history. The Commission’s 2010 decision records this concern.

Unpaid obligations and creditor treatment
The Commission’s record describes delayed or unpaid tax and social-security liabilities, reduced payments on aircraft subleases, and special protection from creditors. These circumstances formed part of the institutional and financial background to the later state-aid findings; they should not be reduced to a single explanation such as debt or mismanagement.
What did the European Commission find?
In a decision dated 17 September 2008 and published in the Official Journal on 24 August 2010, the Commission concluded that specified forms of continued Greek State support constituted illegal and incompatible state aid. It ordered recovery of the aid it identified and suspension of further payments. That is the Commission’s legal conclusion about the measures under review; it is not proof that enforcement by the EU, by itself, caused Olympic Airlines to fail. Read Decision 2010/459/EC.

How did Greece handle the businesses and their liabilities?
In 2008–09, Greece pursued a public-tender sale of selected flight, maintenance and ground-handling assets. The Commission’s competition record describes a structure intended to avoid transferring certain legacy employee liabilities and potential state-aid recovery claims to the buyer. This was an asset-based restructuring, not simply the continuation of the old airline under a new name. The Commission’s competition record discusses the sale structure.
When did Olympic Airlines cease operating?
The old companies’ commercial operations ceased during 2009. Olympic Airways Services and Olympic Airlines entered special liquidation on 2 October 2009. That date marks the start of liquidation for the old companies, distinct from the formation of successor Olympic Air through the asset sale and restructuring. How to understand the collapse
The clearest explanation is the interaction of three factors: a seasonal cash-flow problem that the Commission said worsened over time, unpaid public liabilities and other measures it judged to be incompatible state aid, and a restructuring that sold selected assets while separating them from legacy obligations. The available Commission record establishes these features, but does not apportion the shutdown to a single cause.
