That preservable catch drew in ships, trade, shipbuilding, and shore labor. Later advances in vessels, gear, ice, and freezing widened the industry, and the same growth eventually strained fish stocks.
The natural resource: cod on nearby banks
The starting point was geography. The waters off New England held large populations of groundfish, especially Atlantic cod, which could be caught with simple hand gear from small boats. In the federal government’s offshore fisheries history, Albert C. Jensen of the U.S. Bureau of Commercial Fisheries (report dated March 1967) identifies cod as the earliest central commercial fishery in the region. His account reports that by 1624 at least 50 vessels from Gloucester were fishing with handlines off Maine and Massachusetts. That is the report’s own historical account, and the early record it relies on is older than modern survey methods, so the figure is best read as a documented early estimate rather than a precise census.
Abundance alone does not create an industry, though. Fish that spoil within a day or two can feed a village but cannot be shipped to distant buyers. The second part of the answer is preservation.
Preservation turned a catch into a tradable product
Before refrigeration and freezing, cod was split, salted, and dried. Salted and dried cod kept for months, which made long voyages and overseas sale practical. Jensen’s report says the fish supplied the first American articles of export. Its summary sentence reads: “The success of their fishing efforts was such that the fish supplied the first American articles of export and laid the foundation for worldwide sea navigation and commerce.”

Salt cod was a staple on both sides of the North Atlantic. NOAA Fisheries’ historical account of the groundfishing industry (a retrospective written in the 1990s) notes that salt was imported from Sicily and England and that finished fish were sold abroad, including to Surinam. It calls groundfishing “the first colonial industry in America.” The practical effect was that a local resource became a trade good with a stable value rather than a seasonal food source.
How the trade expanded offshore and overseas
Once cod could be stored and sold, the economics favored going farther. Jensen’s report describes a steady expansion of fishing grounds:
- Nova Scotian banks: New England vessels were fishing there by 1708.
- Georges Bank: cod was landed from this offshore bank by 1745.
- Grand Bank: Gloucester vessels were fishing there by 1757.
Jensen interprets the longer voyages as a response to better catches farther out. That is his reading of the evidence, and it fits the pattern: when nearby grounds gave weaker returns, a fleet that could preserve its catch had reason to sail farther.

Shore-side work and related trades
The industry drew in more than fishers. The New England Historical Society describes cod as a major colonial export and notes that the fishery supported overseas trade, timbering, shipbuilding, rigging, and sailmaking. The Smithsonian National Museum of American History documents how Gloucester businesses in the nineteenth century were built around selling fish and outfitting fishing vessels. These accounts show the multiplier effect clearly, but they do not give a reliable share of the regional economy, so the claim should be understood qualitatively.
Scale in the historical record
Jensen reports that about 294 million pounds of cod were landed in 1880. This is a historical landing figure from his 1967 report, not a current statistic, and it describes the Atlantic cod fishery of that era as he compiled it.
Diversification and technology
Cod stayed central, but the industry did not depend on it alone. Jensen’s report says that after about 1818, other species entered markets, and that by 1830 mackerel, herring, white hake, menhaden, shad, and halibut were being taken extensively. Haddock, whiting, flounders, and ocean perch later became important offshore fisheries.

The shift from salting to ice and freezing mattered for finance readers in a specific way: it changed what the industry could sell and to whom. Salt cod suited long storage and distant export. Fresh-style fillets suited domestic urban markets. Each shift required new capital for vessels, engines, and processing, which is why the industry’s growth tracked investment as much as fish abundance.
The costs: capacity, depletion, and regulation
Growth carried ecological costs, and the sources treat them directly rather than as a footnote. NOAA Fisheries’ retrospective describes increasingly efficient fishing and competition alongside repeated overexploitation and collapses of particular species. NOAA’s May 2026 management overview states that rising demand, advanced harvesting technology, and pressure from foreign fleets had depleted iconic fisheries such as cod, pollock, and haddock by the 1970s.

The regulatory response came in 1976, when the Magnuson 200-mile limit law created a federal zone that kept distant foreign fleets out of the region’s grounds. NOAA describes the early 1980s as a high point for the post-limit industry before resources declined again. The lesson the historical sources draw is not that the industry was a simple success, but that its scale depended on fish stocks that could be overharvested, and that management became necessary once that happened.

The historical pattern is useful for anyone thinking about resource-based industries. New England fishing grew because a renewable resource was cheap to harvest, storable, and tradable, and because it sat within an expanding Atlantic commercial network. It contracted, or at least became more tightly regulated, when harvesting capacity outran the stock. Any economy that depends on a single productive resource faces the same trade-off between expansion and durability, and the New England record shows how that trade-off played out over four centuries.
For a more detailed account of the twentieth-century changes, the NOAA Fisheries groundfishing retrospective and the 2026 management overview are the most direct sources. For the early colonial period, Jensen’s 1967 report remains the primary government source, though its older terminology should be read in context.

The Bottom Line
New England fishing became a major industry because cod was plentiful on nearby and then offshore banks, salt curing made it storable and exportable, and the trade pulled in ships, shipbuilding, and shore labor. Later technology expanded what could be caught and sold, but the same capacity growth depleted key stocks, which led to the 1976 federal limit and the management system that followed.
