The sole offer identified in the council minutes was $855,000 excluding GST—$10,000 above the property’s $845,000 registered valuation. Councillors still sought more market testing and two additional independent valuations, so the proposal was not approved at that meeting.
What did Cockburn council decide?
The city owned the 1,774-square-metre freehold lot at 17 Imlah Court. A council report recommended authorising the CEO to give public notice of a proposed sale to Landsprings Projects Pty Ltd, which owned the adjoining property at 13 Imlah Court. The proposed sale was subject to submissions before the city executed sale and transfer documents.
After receiving one offer during the public-notice period, council deferred the matter on 2 September 2025. Its resolution directed the city to engage a real-estate agent to seek further offers and obtain two more independent valuations. Deferral meant the proposed disposal was not approved at that meeting.
Was the $855,000 offer below the property’s value?
No—not compared with the registered valuation cited in the city’s minutes. The offer was $855,000 excluding GST, which was $10,000 above the registered valuation of $845,000. It was unconditional, on an “as is” basis, and included a 45-day settlement period.

Those figures do not establish what the property would ultimately fetch on the market. The offer was the only one received in the original process, and council wanted more offers and further independent valuations before proceeding.
Why was the sale questioned?
The original campaign produced one offer
PerthNow reported that the city advertised expressions of interest for two weeks in The West Australian, PerthNow and on the city’s website. Acting director Chantelle Hanrahan said agents and property websites had not been contacted because doing so was not required. The issue raised was whether broader marketing could attract more interest—not whether the city had advertised at all.

Councillor Carol Zhang said, “We only received one offer, and I would have expected a bit more.” She also cited a nearby 375-square-metre property that had sold for $902,000. That was a councillor’s comparison, not an official valuation of 17 Imlah Court. The available information does not establish that the properties had comparable condition, zoning or sale terms, so the figures cannot be treated as a like-for-like measure of value.
Councillors sought greater transparency
Councillor Kevin Allen said, “It is a city asset and I think we need greater transparency on it.” PerthNow reported that Allen was uncomfortable with the proposed sale and wanted assurance that the city was obtaining the best value for ratepayers. These comments explain the scrutiny; they do not show that the $855,000 offer was below fair market value.

What was the property’s condition?
The city’s papers described a house about 55 to 60 years old, in disrepair, and a rear shed on the lot. The same tenant had occupied the property from 24 November 2006 until their death in March 2025. According to the council report, bringing the house up to a compliant, habitable rental standard would cost more than demolishing it and building a new residence. The city considered neither option cost-effective and did not recommend continuing the property as a residential rental investment.
The agenda estimated demolition at about $30,000, plus the cost of removing subsurface utility infrastructure. That estimate was part of the city’s assessment of the property, not a confirmed final demolition cost.

Did the City of Cockburn eventually sell 17 Imlah Court?
The available listing records point to a later campaign, but do not confirm a completed sale or its price. They indicate that the property was listed again on 27 November 2025, with a subsequent campaign inviting offers by 5 p.m. AWST on 9 January 2026. An OnTheHouse record describes that campaign as closed. A closed campaign or deadline is not evidence that an offer was accepted or a transfer completed; no verified final price is established by these records.
