Cloudflare’s August 4, 2025 report created a serious due-diligence warning for Apple—but it did not prove that Apple rejected an acquisition of Perplexity, that Perplexity broke a criminal law, or that every disputed request came from Perplexity-controlled systems.
The issue is whether Apple would want to inherit possible crawler-governance, publisher-relations, privacy, litigation, and reputational problems while buying Perplexity’s answer-engine technology and AI talent.

What the Apple-Perplexity story actually says
The headline originated with a 9to5Mac analysis published August 4, 2025. It argued that allegations from Cloudflare gave Apple another reason to be cautious about reportedly acquiring Perplexity.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsThat wording matters. The available sources do not establish that Apple completed an acquisition, abandoned discussions, or issued a definitive public decision about Perplexity. This is an acquisition-risk argument, not an official Apple announcement.

What Cloudflare alleged
In a report published the same day, Cloudflare said it observed Perplexity-related traffic continuing to retrieve website content after site operators attempted to block it.
Cloudflare described two broad types of traffic:
- Declared traffic: requests identifying themselves with the
Perplexity-User/1.0user-agent. Cloudflare also referencedPerplexityBotas a publicly identified crawler. - Alleged undeclared traffic: requests presenting as a generic Chrome browser running on macOS rather than identifying as Perplexity.
According to Cloudflare, the alleged stealth traffic used IP addresses outside Perplexity’s published ranges, rotated among multiple IP addresses and autonomous-system networks, changed its apparent browser identity, and continued attempting access after network restrictions were applied.
Cloudflare said its tests used newly created domains that were not indexed by search engines and were not publicly discoverable. It then queried Perplexity about those domains and reported that the service returned detailed information about their content.
Cloudflare reported approximately 20 million to 25 million daily requests from the declared crawler and approximately 3 million to 6 million daily requests from the alleged stealth crawler. Those figures are Cloudflare’s measurements, not an independently audited global total of Perplexity traffic.
What the report establishes—and what it does not
| Cloudflare’s report supports | The report does not establish by itself |
|---|---|
| Cloudflare conducted tests and analyzed traffic. | That every disputed request came from Perplexity-controlled infrastructure. |
| Cloudflare attributed some traffic to Perplexity using user-agent, network, and machine-learning signals. | That the conduct violated a particular criminal or civil law. |
| Cloudflare reported declared and alleged undeclared crawler activity. | That Perplexity used every disputed item for model training. |
| Cloudflare said restrictions did not stop all observed activity. | That the same behavior continued unchanged after August 4, 2025. |
| The report raised questions about crawler transparency and consent. | That Apple decided against an acquisition. |
This distinction is essential. A generic browser user-agent is not conclusive proof of ownership on its own. Cloudflare said it used additional network and machine-learning signals, but outside readers still have to treat the attribution as Cloudflare’s technical conclusion rather than an independently adjudicated fact.
Perplexity disputed Cloudflare’s characterization
According to 9to5Mac, Perplexity called Cloudflare’s post a “publicity stunt” and said it contained “a lot of misunderstandings.” Perplexity has also argued more broadly that retrieving a URL supplied by a user is not necessarily the same thing as conventional open-ended crawling or scraping.

That distinction could matter technically and legally. A system responding to a user’s manually supplied URL may operate differently from a crawler discovering and indexing pages at scale. But user-requested retrieval can still create substantial publisher burdens, and it does not automatically answer questions about whether a site’s access preferences, firewall blocks, or contractual terms were respected.

Perplexity’s response disputes the interpretation; it does not, based on the available material, conclusively disprove Cloudflare’s observations.
What robots.txt means
robots.txt is a small text file placed at a website’s root address—for example, example.com/robots.txt—to communicate instructions or preferences to automated crawlers. The protocol was formalized in RFC 9309.
It is useful to separate three concepts:
- A technical convention: the file tells compliant crawlers which areas a site operator does not want crawled.
- A security control: it does not itself block access. A crawler can technically ignore it.
- A legal or contractual restriction: whether ignoring it creates liability depends on the circumstances, including authorization, authentication barriers, terms of service, jurisdiction, the type of data accessed, and how the data was used.
Therefore, ignoring robots.txt is not automatically illegal. But that does not make the practice consequence-free. Deliberately disguising a crawler, bypassing network controls, accessing private or restricted information, or violating contractual terms could raise separate legal and commercial issues. The facts and applicable law would determine the outcome.
Why this could concern Apple
For Apple, the potential problem is larger than whether a crawler technically ignored a text file. A transaction could transfer responsibility for systems, employees, vendors, data practices, unresolved claims, and public expectations.
1. Privacy and trust
Apple presents privacy and security as core product values. If Apple integrated Perplexity’s retrieval technology into Siri, Safari, Spotlight, or Apple Intelligence, critics could ask whether the system’s data-access practices match Apple’s standards.

That does not mean Apple could never acquire a company with disputed practices. It does mean Apple would need to explain what it was buying, what it had changed, and how it would prevent similar conduct in the future.
2. Publisher relationships
Answer engines depend on access to current web information, while publishers depend on traffic, subscriptions, licensing, and control over how their work is used. If an AI service takes substantially more content than it sends back in referrals, publishers may see the relationship as economically unfavorable even when responses include citations.
Cloudflare’s later analysis reported that Perplexity’s crawl-to-referral ratio rose from about 54 crawls per visitor in January 2025 to about 195 crawls per visitor in July 2025. Those figures come from Cloudflare’s dataset and methodology, not an industry-wide audit, and they do not by themselves prove wrongdoing. They do illustrate why publishers may question the economics of AI retrieval.

Apple would likely need to investigate possible copyright, contract, computer-access, privacy, and data-use claims. It would also need to examine indemnities, threatened litigation, regulatory inquiries, insurance coverage, and whether any liabilities could survive closing.
A buyer would want to know whether the disputed requests were generated by Perplexity itself, a contractor, a data supplier, or a particular product workflow. It would also need to distinguish retrieval for a user’s answer from indexing, caching, model training, or other uses.
4. Integration and remediation
Apple might have to replace crawler infrastructure, renegotiate data licenses, improve source attribution, introduce publisher controls, or restrict features that depended on broad web access. Those changes could reduce the value of the acquisition or delay integration.

5. Governance and reputation
Acquiring Perplexity could make Apple appear to reward or legitimize practices it would not tolerate from a strategic supplier. Even if Apple changed the systems immediately, historical criticism and unresolved claims might remain.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →Why Apple could still proceed
The allegations would be a warning sign, not necessarily a deal-breaker. Perplexity could offer Apple an established answer engine, real-time web retrieval, search infrastructure, product experience, and AI engineering talent. Those capabilities could be strategically valuable as Apple develops AI features.
Apple could also impose conditions before closing, such as:
- honoring publisher crawler preferences and verified blocks;
- using transparent, consistently identifiable user-agents;
- separating user-requested retrieval from training and indexing;
- creating retention and deletion limits;
- improving citation accuracy and attribution;
- negotiating direct licenses with publishers;
- auditing contractors and data providers; and
- requiring representations, warranties, escrows, and indemnities for historical claims.
Cloudflare’s allegations also do not establish that every Perplexity employee, product, or data source was involved. Other major AI companies have faced criticism over web crawling as well. Apple would therefore need to compare Perplexity’s conduct with the alternatives rather than assume that another provider presents no crawler-related risk.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.The larger business-model problem
Perplexity’s answer-engine model relies on retrieving current web information and synthesizing it into answers. That makes crawler identity, publisher consent, attribution, licensing, referral traffic, and data retention central business questions—not merely engineering details.

Cloudflare has separately described different categories of AI crawler activity, including crawlers used for search, training, user-triggered retrieval, and other purposes. Its research on AI crawler categories and crawler identification reflects a broader industry dispute over which forms of automated access publishers should permit.

That context does not excuse conduct attributed to Perplexity. It does show why Apple would need a detailed governance framework rather than a simple promise to “be more careful.”
What Apple would need to verify before buying
- Crawler provenance: Identify the software and infrastructure behind the disputed requests.
- Authorization: Determine whether sites granted permission, users supplied URLs, or systems accessed material beyond a user’s request.
- Policy compliance: Establish whether relevant systems honored
robots.txt, firewall rules, IP blocks, and other restrictions. - Data-use boundaries: Trace whether information was used for an answer, index, cache, training dataset, or another purpose.
- Retention: Determine how long content was stored and whether it can be deleted.
- Publisher economics: Measure referrals, licensing, citation quality, and the effect on source businesses.
- Legal exposure: Review claims involving copyright, contracts, unauthorized access, privacy, and regulation.
- Remediation cost: Estimate what Apple would spend—and what functionality it would lose—if the existing crawling architecture were replaced.
What remains unknown
The available sources do not establish:
- whether Apple made a formal offer or entered an acquisition agreement;
- whether Apple rejected or paused a transaction because of Cloudflare’s report;
- whether the alleged stealth activity continued after the report;
- whether all disputed traffic was operated directly by Perplexity;
- whether the content was used for training rather than retrieval or indexing; or
- the amount of any actual legal damages or settlement exposure.
The dispute also should not collapse distinct terms into one accusation. Crawling, scraping, retrieval, indexing, training, and plagiarism describe different activities. A technical observation about one does not automatically prove another.
What this means for publishers
Publishers deciding how to respond should understand that robots.txt communicates preferences but does not function as a complete access-control system. Website operators that need stronger enforcement may also use authentication, firewall rules, bot-management tools, rate limits, logging, and explicit contractual terms.
Cloudflare describes tools for content controls and managed robots.txt, as well as its Bot Management service. These may be relevant to publishers and businesses facing meaningful automated traffic, but they are not necessary purchases for ordinary readers following the Apple-Perplexity story.
Bottom line: a meaningful warning, not a proven deal-breaker
Cloudflare’s report gives Apple a credible reason to investigate Perplexity more aggressively. The alleged use of undeclared crawlers, rotating networks, and continued access after blocks could create publisher backlash, governance concerns, legal uncertainty, and expensive integration work.
But the report alone does not prove a crime, establish final liability, or show that Apple decided against buying Perplexity. The decisive acquisition question would be whether Apple could verify who operated the disputed systems, quantify past exposure, enforce transparent crawler rules, rebuild publisher trust, and preserve enough product value after remediation.
