The company’s explanation came from its Latin America head, Paulo Sousa; Brazil’s ministry said exports follow the rules and protocols set by importing countries. Later that month, China and Brazil reportedly agreed that China would not apply zero tolerance for weeds to Brazilian soybeans, and broader exports showed signs of stabilizing. The available reports do not establish when Cargill resumed shipments.
Why did Cargill halt Brazil-to-China soybean shipments?
On March 11, 2026, Cargill’s Latin America head Paulo Sousa said the company had paused soybean export operations from Brazil to China. Reuters reported his comments on March 12. Sousa attributed the pause to Brazil’s Agriculture Ministry changing inspections for China-bound soybeans after a request from Chinese authorities. The checks were intended to detect pests and weeds. Sousa said the process shifted from customary trade sampling to ministry-run analysis that could produce different results. In some cases, the sanitary certificates required for export were not issued. Without those certificates, vessels could not proceed to China. He described the change this way: “We have a standard inspection system in the trade, with samplings. Brazil’s Agriculture Ministry started doing its own new type of analysis,” Reuters report republished by Agriculture.com, March 12, 2026.
This is Cargill’s account of what caused the disruption, not a finding that the inspection requirements were improper. Reuters placed the interruption during Brazil’s peak export season. Sousa also said Cargill had stopped buying soybeans from Brazilian farmers while it could not export the beans to China.

What did Brazil’s government say?
Brazil’s Ministry of Agriculture said soybean and derivative exports follow the rules and protocols established by importing countries. That statement, reported by Reuters on March 13, set out the ministry’s position alongside Cargill’s complaint; it did not, in the cited report, resolve the disagreement over how the new checks were being applied. Brazilian trade groups Abiove and ANEC said they were monitoring developments around China-bound soybean shipments with concern. The trade exposure was significant: Sousa described China as taking around 80% of Brazil’s soybean exports, according to the March 12 Reuters report. Separately, Reuters reported a Cargonave estimate that Cargill shipped nearly 14 million tonnes of soybeans to China in 2025. These figures refer to different measures and periods; the latter is Cargonave’s figure as reported by Reuters, not a number in the March 12 report. Reuters coverage of industry response, March 2026.

What changed later in March?
China and Brazil agreed on weed tolerance
On March 23, Bloomberg reported that Chinese and Brazilian authorities had reached an understanding documented by Brazil’s Agriculture Ministry. Under the reported adjustment, Chinese authorities accepted that a zero-tolerance standard for weeds would not apply to soybean shipments imported from Brazil. That eased one element of the sanitary requirements, but does not establish that every certification issue was resolved. Bloomberg, March 23, 2026.
Broader exports showed signs of stabilizing
A March 24 circular from Proinde described Brazilian soybean exports to China as gradually stabilizing after phytosanitary violations and facility suspensions. The circular provides market-wide context, not confirmation that Cargill itself had resumed shipments. Proinde circular, March 24, 2026.

What did the inspection disruption mean for shipping?
Certification delays can hold up a vessel even when the cargo itself is ready to move. Reuters reported longer waits for certification at Brazilian ports and higher demurrage costs during the disruption. In its account of Mysteel data, Reuters also reported that Panamax freight rates from Santos to major northern Chinese ports rose around 24% during March; that figure is specific to the period and route described, not a general or continuing rate increase. The same report said China’s soybean imports fell 7.8% in the first two months of 2026, with slower Brazilian harvests and extended customs clearance contributing in part. The cited reports do not establish a date when Cargill resumed Brazil-to-China shipments, nor do they identify the exact inspection procedure in force on October 8, 2026. The later March agreement and signs of broader market stabilization should not be treated as proof of Cargill’s company-specific resumption.
