Why Boeing’s 787 Dreamliner Production Rate Has Recovered

Boeing's 787 production rate fell below five a month in 2024, reached five by year-end, and was reported at seven a month in 2025. Here is what the company said caused the slowdown and how FAA certificate rules changed.

Boeing reported that its 787 Dreamliner production rate fell below five aircraft per month during 2024, reached five per month by the end of that year, and was stabilizing at seven per month in 2025. The company attributed the slowdown to performance challenges and supply-chain constraints, and it pointed to stability across its production system and an expansion of its South Carolina operations as its response. Over the same period, the FAA changed how 787 airworthiness certificates are issued, but it kept its own inspection and oversight role.

The most recent rate figure in the sources reviewed comes from Boeing’s third-quarter 2025 results, so later filings may show a different pace.

The production-rate timeline

Boeing describes the 787 program in terms of a monthly production rate, meaning the number of airplanes the factory is set to build each month. The table lists each figure alongside the Boeing document that reported it.

The “rebound” is therefore a climb from a rate Boeing described only as below five per month to a stated five at year-end 2024, followed by a stated seven per month in 2025. The company’s own wording matters here: “below five” is a bound, not a measured low, and “seven” was a plan in one filing and a reported level in another.

Production rate is not the same as deliveries

A production rate describes how fast the line is building airplanes. It does not say how many 787s were delivered to airlines in a quarter or a year. Delivery depends on steps that happen after assembly, and the certificate-issuing step covered below is one of them. A reader who compares a monthly rate with a quarterly delivery total is comparing two different measures.

What Boeing said caused the slowdown

Boeing attributed the 2024 slowdown to performance challenges and supply-chain constraints. Its filings do not divide the impact between the two, and they do not assign a share of the rate reduction to either one. Treat these as the company’s stated causes rather than a measured breakdown.

Performance challenges

Boeing cited performance challenges without describing the specific problems in the filings reviewed. The phrase is the company’s own, and outside observers cannot tell from these documents which parts of the production system were underperforming.

Supply-chain constraints

Boeing also cited constraints in its supply chain. The filings do not separate supplier performance from Boeing’s own factory execution, so they do not show which of the two did more to hold the rate below five per month.

What Boeing says it is doing about it

  • Production-system stability. The 2024 Annual Report emphasizes stability across Boeing’s production system and supply chain. The company presents this as the focus of its work on the rate, but the filing does not report a measured result from it.
  • South Carolina expansion. Boeing’s third-quarter 2025 results said it had progressed on investments to expand South Carolina operations, while the 787 program continued stabilizing at seven per month. The sources reviewed do not give a capacity figure or completion date for that expansion.

FAA certificate authority: what changed

Certificate issuance is a separate question from how fast Boeing builds airplanes. The FAA has described the following sequence.

The FAA also said it will continue inspections, audits, and monitoring of Boeing’s production system. In its July 17, 2026 statement, FAA Administrator Bryan Bedford said:

The change returns certificate-issuing authority to Boeing for the end-of-production step. It does not mean the FAA has stepped away from oversight.

How to read these figures if you follow Boeing

  • Check whether a number is a production rate or a delivery count before comparing it with revenue or quarterly results.
  • Separate Boeing’s stated causes from measured effects. The filings name performance challenges and supply-chain constraints but do not size either one.
  • Track certificate-authority changes as a separate fact from production-rate changes.
  • Look for the most recent Boeing filing before treating any rate as current.

The sources in this article show a clear direction over 2024 and 2025, but they stop short of explaining exactly why the rate moved as it did.
