British Airways’ London City flights are operated by BA Cityflyer Limited, a wholly owned subsidiary that flies under the British Airways name. BA describes Cityflyer as an entirely separate entity. The public record confirms that structure clearly, but it does not state why BA organised London City this way. This article separates what is established from what is not, and explains what the arrangement means for someone booking a flight.
Who actually operates the flight
Companies House records the operating company as BA Cityflyer Limited. It was incorporated on 2 January 1991, is active, and is registered for scheduled passenger air transport. Its earlier name was CityFlyer Express Limited. The company overview on Companies House is the primary record for those details (accessed 8 October 2026).
British Airways’ own subsidiaries page describes the relationship this way: “BA Cityflyer is a wholly-owned subsidiary of British Airways operating a network of UK domestic and European services from London City airport” (British Airways, corporate subsidiaries page, accessed 8 October 2026).
Why the brand and the operator can differ
An airline brand is the name a passenger sees on the booking, the boarding pass and the aircraft livery. The operating company is the legal entity that holds the operating authority and employs the flight crew. At London City, those two are separate. The customer sees British Airways; the company that runs the service is BA Cityflyer Limited.

BA’s 14 December 2021 announcement about a new Gatwick short-haul business is the clearest official statement of this. In it, BA described the existing London City operation as one that uses the British Airways name while being an entirely separate entity.
Why BA set it up this way: what the evidence shows
The available official sources do not give a definitive original reason for choosing a subsidiary at London City. They do not say the structure was created to lower wages, change employment terms, reduce tax, avoid a specific rule, or meet a particular regulatory requirement. Any of those explanations would be speculation based on the structure alone, and should not be presented as the reason.

What the sources do show is a pattern. BA has organised its airport-based short-haul flying through separately constituted companies while keeping its brand and customer proposition. The later Gatwick arrangement, covered below, follows the same model. That pattern is documented; the motive behind the first step is not.
Questions that readers often raise, such as labour arrangements, cost structure and regulatory treatment, are not addressed in the company statements reviewed for this article. Answering them would require a direct statement from BA or evidence from the company’s own reporting.

The 1999 date and the 2007 date are not contradictions. The 1999 service was run by a predecessor operator under the BA banner, and Cityflyer’s own operation from the airport dates from 2007. The 1999 figure is the start of the BA-liveried service history, not the start of Cityflyer.
Scale of the London City operation in 2024
BA’s 5 November 2024 anniversary release gave the following figures. They describe 2024 and may have changed since.

The Gatwick comparison: BA Euroflyer
When BA announced its Gatwick short-haul business in December 2021, Sean Doyle, British Airways Chairman and CEO, said: “The creation of a new British Airways short-haul organisation means Gatwick customers will benefit from access to a premium service from the UK’s flag carrier at competitive prices” (British Airways Media Centre, 14 December 2021).

The following year, BA reported that its Gatwick short-haul business had moved into BA Euroflyer, operating under the BA brand with the same premium product. The December 2022 Air Operator’s Certificate and Operating Licence milestone allowed aircraft and crew to transfer to that wholly owned subsidiary. The Euroflyer case shows the same operating pattern as London City. It does not, by itself, prove that the original London City decision had the same motives.

What the structure means when you book
The subsidiary arrangement does not change the fact that you buy a British Airways ticket. The practical checks are about the operating carrier and your own booking terms:

- Look for the “operated by” wording on your confirmation. It will show BA Cityflyer Limited for a London City service.
- Read the fare conditions, baggage allowance and loyalty terms that apply to your ticket, rather than assuming they match another BA flight.
- Do not assume a cheaper or dearer fare because of the corporate structure. The statements reviewed here make no link between the subsidiary and ticket prices.
The public statements also do not compare the passenger experience on Cityflyer flights with BA mainline flights. Where a difference matters to you, such as seat product or baggage, confirm it with BA before you pay.
What would settle the open question
The sources do not answer why BA chose a subsidiary for London City in the first place. A direct answer would most likely come from a statement by British Airways, from its annual reporting, or from its press office. Until one of those addresses the question, the accurate answer is that BA has organised London City through a separate, wholly owned company, and that the reason for the original choice is not publicly documented.
For a traveller, the structure is worth knowing for the operating-carrier line on the booking. For the question of why it was built this way, the public record stops at the structure itself.
