Why Amsterdam Halted Data Center Construction—and What the Pause Meant

Amsterdam’s 2019 construction halt was a one-year planning pause while the city developed data-center siting policy. Here’s why it happened and how it differed from later national hyperscale restrictions.

Amsterdam’s 2019 halt was a temporary planning pause, not a permanent citywide ban. The government’s explanation at the time cited two immediate pressures: data centers’ electricity demand and the shortage of suitable space. The city used the pause to develop rules for where facilities could be built or expanded; a separate national restriction on very large “hyperscale” data centers came later.

What Amsterdam’s 2019 halt actually did

On 12 July 2019, Amsterdam’s council adopted a preparatory decision covering the municipality. The published notice said it would last one year and put the existing data-center situation “on hold” while the city prepared policy. In a parliamentary answer on 5 November 2019, State Secretary Mona Keijzer described this as a temporary stop on new data-center construction.

A preparatory decision is a planning measure intended to preserve the situation while policy or planning rules are developed. It is not, by itself, evidence of a permanent prohibition. The 2019 measure addressed Amsterdam; it did not amount to a national ban on data centers.

Why the city paused new construction

Electricity demand

The government’s November 2019 explanation identified the sector’s electricity demand as an immediate constraint. It also said data-center electricity use was growing and that demand was approaching limits in some regions around Amsterdam. Keijzer’s answer to Parliament summarized the short-term bottlenecks as “the sector’s energy demand and lack of suitable space.” That is the government’s stated rationale in 2019, not proof that these remain the only or current considerations in every planning decision.

Limited suitable space

Amsterdam also faced a shortage of suitable land. The pause gave the municipality time to decide where data centers could fit alongside other uses of urban space, rather than allowing new proposals to proceed without a city policy for siting them.

Heat reuse and local fit

The 2019 parliamentary answer said facilities offering residual heat to support the heat supply could still be welcome. In 2023, the city’s notice described a policy revision intended to give Amsterdam more control over data-center siting and expansion, including integration and sustainability conditions. Together, these statements show that the debate was not simply about whether data centers were desirable: it also concerned where they belonged and what they could contribute locally.

How Amsterdam’s approach developed

The 2023 notice described a preparatory measure while policy was being revised and an umbrella zoning plan was being prepared. A September 2026 search result reported a later change to Amsterdam’s data-center zoning plan, but the amended official plan text is not established here. The notice should therefore not be treated as a statement of the precise local rules in force today.

Amsterdam’s pause was separate from the national hyperscale rule

The national restriction addressed a narrower category than all data centers. A Dutch government parliamentary answer received on 2 April 2026 described the hyperscale threshold as more than 10 hectares of built floor area and an electrical connection of at least 70 MW. Both conditions matter: a project’s power capacity alone does not establish that it falls within this definition. The national process included a first preparatory decision on 16 February 2022, further decisions, and an instruction rule effective from 1 January 2024.

That national timeline came after Amsterdam’s 2019 municipal pause and involved a different authority and scope. To understand whether a particular project was blocked, it is necessary to compare the applicable authority and rule, the project’s application and decision dates, whether the measure was preparatory or adopted policy, and the project’s floor area, connection capacity, and local permit conditions.

What the Plimsollweg project shows

Plimsollweg illustrates why a headline figure such as megawatts cannot settle whether a project was covered by a rule. The 2026 parliamentary answer reported three towers, each at 33 MW, for 99 MW total. Amsterdam issued the building permit on 6 November 2020, following an application dated 3 December 2019. Because the reported built floor area was below 10 hectares, the answer said the national hyperscale restriction did not apply, notwithstanding the project’s reported total connection capacity.

The Province of North Holland issued three environmental permits, one for each tower, on 15 July 2025. The parliamentary answer said an appeal was ongoing as of April 2026; that status may have changed since. The same answer reported that groundwater use had been dropped after consultation and that the project would supply heat to a planned heat building across the street. Those are reported project details, not a complete assessment of its environmental effects.

Was Amsterdam trying to stop data centers altogether?

No. The 2019 measure was a time-limited local planning pause intended to preserve the existing situation while the city prepared policy. The government’s 2019 answer said it had no indication of imminent acute problems storing Dutch businesses’ and public bodies’ data within the country, and noted that data centers could be built elsewhere in the Netherlands. That was a historical assessment made in 2019, not a claim about national capacity today. The same answer described data centers as essential to the digital economy and society while explaining why Amsterdam faced short-term constraints.
