The available official figures do not establish that the government has spent $7 billion on the replacement aircraft.
What does the $3.9 billion figure cover?
In its July 19, 2018 announcement, the Air Force described a firm-fixed-price agreement setting the price at $3.9 billion for two completed replacement aircraft. The agency said the arrangement included specified over-and-above provisions and characterized the deal as saving taxpayers more than $1.4 billion. Its original public target was delivery by 2024.
That announcement gives a contract price for the pair of completed aircraft under the agreement; it is not, by itself, a complete accounting of every cost that might be associated with the wider acquisition effort. Nor does the phrase “firm-fixed-price” mean that Boeing’s own costs could not rise. It describes the agreed pricing arrangement, subject to the stated provisions; Boeing subsequently reported that it expected to lose money performing the work.
Why do the announced price and Boeing’s figures differ?
The figures describe different things and come from different sources. The Air Force’s $3.9 billion was its announced price for two completed aircraft. Boeing’s 2025 annual report, filed in 2026, describes the VC-25B engineering and manufacturing development program as a rounded $4 billion effort to modify two 747-8 aircraft. That company description is not a replacement for the Air Force’s original $3.9 billion contract announcement.

A contractor’s loss estimate measures the company’s expected costs against the revenue it expects to receive under its contract. It is not automatically an extra bill to the customer. To establish government spending, a figure must be tied to government obligations or outlays and explain what programs and costs it includes. The available Air Force and Boeing statements do not reconcile a $7 billion total on that basis.
What is behind Boeing’s reported losses?
Boeing has identified design work and the resources needed to finish production and certification as contributors to its increased expected costs. The Air Force has separately pointed to requirements instability as a leading cause of program delays. These statements explain pressures on the work, but they do not assign a distinct dollar amount to each cause or provide a complete ranked list of four reasons.
Engineering and design changes
Boeing’s 2025 annual report says changes concerning wiring and other structural requirements contributed to higher anticipated costs. The aircraft are heavily modified 747-8s, and changes to design requirements can affect engineering and production work. The cited company filing does not quantify a separate cost for wiring or structural changes.

Requirements instability and schedule pressure
In a May 1, 2026 update, the Air Force called requirements instability a leading cause of program delays while discussing both its bridge and long-term aircraft efforts. That is the Air Force’s characterization of a schedule problem; it is not a dollar allocation for Boeing’s losses. The sources cited here also do not calculate how much of Boeing’s increased costs resulted from the schedule duration alone.
More production and certification resources
Boeing’s July 28, 2026 second-quarter results reported a further $280 million increase in the company’s estimated VC-25B loss. Boeing attributed that increase primarily to investment in additional production and certification resources. The figure is an increase in Boeing’s estimate of its contract loss for that quarter, not a total loss figure or a government payment.
The missed original delivery target
The Air Force’s original public delivery target was 2024. That target was missed, and the Air Force later described the Boeing aircraft as delayed past it. A later delivery can be part of the context for rising costs, but the cited sources do not isolate the amount attributable to time spent on the program.

When are the replacement aircraft expected?
The published expectations differ, so the speaker and date matter. The Air Force’s May 1, 2026 update expected the two Boeing aircraft in 2028. Boeing’s July 28, 2026 earnings release anticipated first delivery in 2027. These are dated forecasts, not confirmation that either delivery has occurred or a single agreed schedule.

What is the Bridge aircraft?
The Air Force reported that its VC-25B Bridge aircraft arrived at Joint Base Andrews in June 2026. It is an interim capability and should not be confused with the two long-term Boeing replacement aircraft. Its arrival does not mean that the delayed pair has been delivered, and it does not by itself establish a $7 billion cost for the acquisition.
How should taxpayers interpret the headline cost?
For an accurate comparison, keep contract price, contractor loss estimate, program acquisition cost and total government outlay separate. The Air Force’s 2018 announcement identifies the original contract price; Boeing’s filings describe its own program and losses; and the FY2026 DoD budget document provides acquisition-program context. The cited budget material identifies the original contract but does not substantiate a $7 billion government total. Without an accounting that defines what is included and reports government obligations or spending, “$7 billion and counting” is not a verified measure of what taxpayers have paid.
