Its Local Planning Strategy was endorsed by the Western Australian Planning Commission (WAPC) in August 2026. The strategy names five station precincts as potential locations for future housing, jobs and community services, and it describes the surrounding suburbs as remaining largely low-density in character. The headline’s “could cost” describes a concern raised in a planning debate about where and how growth should happen. It does not describe houses that have already been lost, and the strategy by itself does not change the zoning of any individual property.
Which five precincts the strategy names
The five precincts are Cottesloe Village, Swanbourne, Grant Street, Mosman Park and Victoria Street. The strategy sorts them into two categories, which matters for how much change each is expected to absorb.

The strategy describes station precincts broadly as areas within one kilometre of a station, or a 10–15-minute walk. That is a general description, not a single boundary line drawn around each station. Anyone who has seen a map with a 400-metre circle around Cottesloe’s stations is looking at something else, covered in the next section.
Where the 400-metre and 1,223-lot figures come from
Much of the early public discussion relied on a 400-metre catchment. A PerthNow article published on 23 February 2024 reported on a draft version of the strategy, while it was still being revised and before it went out for public advertising. That draft showed 400-metre station catchments covering more than 20 per cent of the Town’s land and 1,223 property lots. The same reporting discussed proposed R60 to R100 density codes and a possible higher density around Cottesloe Station.

These details describe a draft at a particular stage. They are not the endorsed strategy’s map, and they are not the zoning that applies to any lot today. If you are comparing an older article with the current document, the 2024 numbers and codes should be treated as historical context for how the plan changed, not as the rules that now apply.
What the strategy can and cannot do
The Town’s current strategy page says the WAPC endorsed the Local Planning Strategy in August 2026 under Regulation 15 of the Planning and Development (Local Planning Schemes) Regulations 2015. The strategy replaces the Town’s previous strategy and provides the strategic basis for preparing and implementing Local Planning Scheme No. 4. The Town’s project information says it is a strategic document, not a statutory one used to assess development applications.

In practice that means three separate things:
- The strategy sets direction. It describes where the Town expects higher-density housing, jobs and services to be encouraged over time.
- The local planning scheme sets the rules. Use and development permissions come from the scheme and any applicable controls, such as a structure plan or an approval already granted for a site.
- Individual applications are decided on their own merits. A proposal is assessed against the scheme and its context, not against the precinct label.
What the growth figures do and do not show
The strategy includes estimated additional dwelling yields for the planning areas under two scenarios. The Town’s published strategy material does not give a year for either figure.

These are planning estimates. They are not a guaranteed total, a construction schedule or a population forecast. Whether any given home is built depends on market demand, the scheme’s permissions, and individual applications.

The Station Street case: what one approval shows
The clearest example of the debate is a single proposal. The Town reports that the WAPC approved a significant development application for 7–11 Station Street, Cottesloe, comprising residential towers of 15 and 17 storeys. The Town objected, citing height, scale and potential overshadowing of Napoleon Street. It also said Station Street is an appropriate location for increased density, but that the approved heights exceeded the Town’s preferred local limit.
This case shows the local argument in concrete form: the question is less whether density should increase near stations and more how tall, how large and how shaded new buildings should be. It is one approval, not a rule for all five precincts, and it does not establish how other sites will be treated.

Why the “charm” argument has traction
The strategy itself acknowledges the tension. It expects the precinct areas to become higher-density, active urban places, and it states the contrast with the surrounding suburbs directly:
“Over time, it is expected that these areas will become higher-density, active, urban places, offering a range of living, employment, entertainment, and recreation opportunities while the surrounding suburbs will remain largely ‘low-density residential’ in character.”

That sentence is the core of the debate. Residents who value the suburb’s streetscape and heritage housing worry that growth concentrated near stations will change the look of nearby streets, while supporters see the same growth as the way to add homes and services near transport. The evidence does not establish that train access has caused house prices or heritage housing to change in Cottesloe, and it gives no count of heritage houses at risk. The concern is about what planning may allow, not a documented loss.
How to check what applies to a specific property
If you own, are buying, or plan renovations, work from the rules that actually govern the lot rather than from the strategy’s precinct names:

- Confirm the lot’s current zoning and development controls on the Town of Cottesloe’s current Local Planning Scheme maps.
- Check whether a structure plan or an existing approval applies to the site or its neighbours.
- Look for public notices of nearby development applications, and note the height, scale and overshadowing issues the Station Street objection raised.
- Compare the site against the factors that matter for each precinct: its role as a town centre or neighbourhood centre, the applicable zoning, proposed building height and scale, walking distance to services, heritage and streetscape character, and effects such as overshadowing.
- Before you buy or commit to a renovation, ask the Town’s planning staff what the current scheme permits on that lot. Do not price in future redevelopment on the strategy alone, because the scheme and individual decisions determine what can happen and when.
