Why 7% Mortgage Rates Hurt More Than They Once Did

Mortgage rates near 7% collide with higher home prices and ongoing ownership costs. Here’s why low-rate owners staying put can make affordability harder for buyers.

A 7% mortgage costs far more than the 3% loans many buyers saw in 2020 and 2021—and today’s buyers are often borrowing against higher home prices, too. The monthly squeeze is compounded by taxes and insurance. Meanwhile, owners with low fixed rates have a reason to stay put, limiting the homes for sale and helping prices remain firm. This is a U.S. national picture; actual loan quotes and ownership costs vary by borrower and location.

Why does a 7% mortgage feel so expensive now?

The comparison is less about whether 7% is unprecedented across all of mortgage history and more about what buyers got used to. The Consumer Financial Protection Bureau (CFPB) says the average 30-year mortgage rate in its analysis reached 2.65% in January 2021 and peaked at 7.79% in October 2023. The Federal Reserve describes a separate series rising from about 3.2% in January 2022 to almost 8% in October 2023. The series and comparison dates differ, but both show how sharply borrowing costs rose from the pandemic-era lows. CFPB; Federal Reserve.

The effect is clear when the loan amount is held constant. In a CFPB illustration, principal and interest on a $400,000 loan rose from $1,612 at 2.65% to $2,877 at 7.79%—$1,265 more per month, or 78%. This isolates the effect of the interest rate: it does not include taxes, insurance, or other housing costs.

A separate CFPB comparison shows what happens when both the rate and the home price change. For a median-priced home with 5% down, the example’s principal-and-interest payment rose from $1,359 in January 2021 to $2,891 at the October 2023 rate peak—an increase of $1,532, or 113%. Unlike the fixed-$400,000-loan example, this comparison incorporates the rise in home prices as well as the rate change. What a mortgage payment leaves out

Principal and interest are only part of the recurring cost of owning a home. Property taxes and homeowners insurance can materially change a household’s monthly budget; mortgage insurance may apply depending on the loan and down payment, and owners also need to account for homeowners-association charges, maintenance, and utilities. The Federal Reserve identifies home prices, mortgage rates, property taxes, and homeowners insurance as components of ownership cost. Those expenses vary by location and household, so a rate comparison alone is not a complete affordability comparison. Federal Reserve.

Why mortgage rates do not move in lockstep with the Fed

The Federal Reserve sets the federal funds rate, not the 30-year mortgage rate quoted by a lender. Mortgage pricing is shaped by longer-term market yields and by conditions in mortgage markets. Fannie Mae describes the 10-year Treasury yield as the primary benchmark for 30-year mortgage rates because its duration is closer to the average life of a mortgage. Mortgage-backed-security spreads and lender costs are layered on, including origination costs, margins, prepayment risk, and credit risk. Fed policy can influence expectations and wider market conditions, but a policy-rate cut does not require mortgage rates to fall. Fannie Mae.

Fannie Mae’s historical comparison illustrates the role of both the Treasury yield and the spread. It reports that the December 2020 record-low mortgage-rate environment coincided with a 10-year Treasury yield of 0.93% and a secondary spread of 0.45%. At the mortgage-rate cycle high in October 2023, it reports an average 10-year Treasury yield of 4.8% and a secondary spread of 1.73 percentage points. Those are dated market observations, not a formula for predicting an individual rate.

How low-rate homeowners affect the homes available to buy

An owner with a low fixed-rate mortgage may face a much higher payment if they sell and finance another home at current rates. That financial incentive to stay can reduce the number of existing homes listed for sale. When supply is constrained, prices may stay firm even as high rates discourage some buyers; higher rates do not automatically produce a matching fall in home prices.

In a 2024 working paper, the Federal Housing Finance Agency (FHFA) estimated that mortgage-rate lock-in reduced fixed-rate home sales by 57% in 2023’s fourth quarter and prevented 1.33 million sales from 2022 Q2 through 2023 Q4. The authors estimated that the supply effect raised prices by 5.7% over the study period, outweighing their estimated 3.3% direct downward price effect from elevated rates. What the latest cited national rate says—and what it does not

Freddie Mac’s weekly survey archive reports a 30-year fixed-rate average of 7.28% on October 1, 2026, up from 7.03% on September 24, 2026. These are dated national survey averages, not guaranteed offers or a quote for a particular borrower. How to compare an actual mortgage offer

Compare offers on the same terms rather than choosing by the headline rate alone. A low rate may come with points or other costs, and a quoted principal-and-interest payment does not show the full cost of owning the home.

  1. Match the loan terms. Compare the same loan amount, term, loan type, and down payment.
  2. Account for upfront costs. Check points and fees alongside the interest rate.
  3. Check the rate-lock period. A quote may depend on how long the rate is locked.
  4. Build the full monthly budget. Include principal and interest, property taxes, homeowners insurance, any mortgage insurance, and other recurring ownership expenses.
  5. Use dated, borrower-specific quotes. National averages describe a survey; they do not establish the offer or eligibility available to you.

For a broader affordability signal, Federal Reserve Governor Michael S. Barr cited a July 2026 Atlanta Fed Home Ownership Affordability Monitor reading of 68, below that index’s stated 100 affordability threshold.
