On February 25, 2025, 21 workers associated with the former U.S. Digital Service resigned in protest after the office became the U.S. DOGE Service. In a joint letter described by news reports, they said they would not use their technology skills to compromise government systems, risk sensitive data, or dismantle public services. Those were the workers’ stated concerns—not independently established findings that those harms had occurred.

What happened on February 25, 2025?

CNN and The Dallas Morning News reported that 21 technology workers resigned from the U.S. Digital Service (USDS), an office that had become or been refashioned into the U.S. DOGE Service. The group included engineers, data scientists, and designers, according to CNN’s transcript. The number is the reported size of this group, not a count of government-wide departures or a measure of DOGE’s effects.

The workers were associated with USDS before the transition. The reports do not support describing all 21 as new DOGE hires or as people personally recruited by Elon Musk. CNN’s February 25 transcript, a separate CNN report, and The Dallas Morning News’ report that day describe the resignations and the office’s transition.

Why did the workers say they resigned?

As quoted in CNN’s transcript, the letter said: “we will not use our skills as technologists to compromise core government systems, jeopardize American sensitive data, or dismantle critical public services.” CNN also reported that the workers said they would not lend their expertise to carry out or legitimize DOGE’s actions.

The Dallas Morning News reported that the letter described the signers as people who had left senior private-sector technology jobs for nonpartisan public service. It also quoted their statement: “We swore to serve the American people and uphold our oath to the Constitution across presidential administrations.” These are the workers’ reported explanations for leaving; the coverage does not independently verify the underlying allegations or identify an individual author of the letter.

What did the White House say?

The Dallas Morning News quoted White House Press Secretary Karoline Leavitt saying: “Anyone who thinks protests, lawsuits, and lawfare will deter President Trump must have been sleeping under a rock for the past several years.” She said the President would continue pursuing promises to make government more efficient and accountable. That response addressed the administration’s resolve, but did not directly answer each technical concern raised in the workers’ letter.

Does this show that Musk “destroyed the U.S. Government”?

No. That wording is a sweeping, opinionated characterization, not a result demonstrated by the reports. The available coverage documents a reported group resignation, reproduces the workers’ concerns, and links Musk to DOGE’s government-overhaul effort. It does not establish that the federal government was destroyed or that Musk personally directed every action named in the letter.

The reports also do not provide an independently verified statistic quantifying the consequences of these 21 departures. Their documented significance is that former USDS staff publicly explained why they chose to resign and expressed concerns about systems, data, and public services.
