Tesla and SpaceX are expected to build and operate Terafab, according to Elon Musk’s reported statement on October 7, 2026. Taiwan Semiconductor Manufacturing Co. (TSMC) could still sublease part of the Texas complex, but the report does not assign it an operating role or confirm that a sublease has been signed.
Who is responsible for building and running Terafab?
A Reuters report carried by Euronext on October 7, 2026 says Musk stated that Tesla and SpaceX will build and run the Terafab AI chip complex in Texas. That makes his companies the reported project operators—not TSMC. The report describes a possible TSMC sublease, not a transfer of operational responsibility.
The distinction matters: having space at a facility would not, by itself, establish that a tenant owns, builds, or operates the wider complex. The report does not specify who will own Terafab, what space TSMC might occupy, or the terms of any lease. Reuters via Euronext, October 7, 2026
What role might TSMC have?
TSMC may sublease part of the complex, according to the October 7 report. It does not establish a finalized agreement or say whether TSMC would provide technical services, manufacturing expertise, or other support. The reported possibility of a tenancy should therefore not be read as evidence that TSMC will run Terafab.

Where is the project, and what exists so far?
The Texas Governor’s August 6, 2026 announcement places the SpaceX expansion associated with Terafab in Grimes County. Separately, SpaceX says Tesla broke ground in April on a Giga Texas research fab it describes as a precursor to Terafab. What Terafab is intended to make—and what its capacity target means
SpaceX describes the proposed facility as combining logic, memory, and advanced packaging. A 2026 SpaceX SEC filing says the Tesla-SpaceX initiative is targeting capacity to produce 1 terawatt of compute hardware per year. That figure is a stated long-term goal, not measured output or evidence that the target has been reached.

The filing also says Intel joined the project in April 2026. Intel’s participation does not change the reported assignment of the build-and-run role to Tesla and SpaceX, and the available sources do not specify Intel’s precise operational responsibilities. SpaceX says it expects to continue sourcing significant compute hardware from outside suppliers and cautions that the project may not meet its objectives on the expected timeline, or at all. The governor’s announcement says the project is expected to create thousands of jobs in Grimes County. That is the state’s projection, not a realized employment count. The cited sources do not establish Terafab’s achieved production, a completed TSMC sublease, or a date when the full complex will begin operating.

Musk’s original rationale for the project, reported by TechCrunch at its March 2026 announcement, was: “We either build the Terafab or we don’t have the chips, and we need the chips, so we build the Terafab.” That launch statement explains the stated motivation; the October 7 report is the source for the later operating-role description.
