The 2024 relaunch was associated with PDS Partners and executives including Ryan Rhodes; Parler’s privacy policy, updated April 28, 2026, identifies Sovren Technologies, Inc. as the service’s operator. That disclosure names the operator, not a complete list of owners or shareholders.
Is Parler still banned?
“Banned” describes what happened in January 2021, not a government prohibition established by the available reporting. Apple and Google removed Parler from their app stores, and Amazon Web Services ended its hosting. Parler later returned to Apple’s ecosystem. A March 2024 report described that iOS return and said the Android app had not yet returned to Google Play at that time; that dated account does not establish Android availability in 2026. Tech Times’ March 21, 2024 account is useful for the relaunch, but its store-availability details should not be treated as current.
Parler’s website listed product updates in May and June 2026, including mobile updates, and Apple’s developer page lists Parler-branded iPhone and iPad apps. Store listings can vary by country, device, and account region, so check the relevant store directly before assuming an app is downloadable where you are. The available sources do not conclusively establish a current U.S. Google Play listing. Parler’s release page and its Apple developer page document activity and Apple listings, respectively.
Why was Parler taken offline in 2021?
Parler grew as conservative users moved to it from larger social platforms. After the January 6, 2021 attack on the U.S. Capitol, Apple and Google removed its app from their stores, while AWS stopped hosting the service and Parler went offline. Apple cited objectionable content, alleged use of the service to facilitate illegal activity, and what it described as insufficient moderation, according to Tech Times’ report on the app’s return. Those platform and hosting decisions are not the same as a legal finding that Parler as a company was criminally responsible for the attack.

How did Parler’s ownership and corporate structure change?
The names associated with Parler refer to different moments and potentially different roles: an earlier parent, a buyer, a relaunch ownership group, companies tied to assets or restructuring, and the entity identified as the current service operator. The public documents cited here do not provide a complete current shareholder breakdown.
| Date or period | What the record says | What that establishes |
|---|---|---|
| Before 2023 | Parler was associated with Parlement Technologies and its earlier leadership. | Historical corporate association, not the current operator. |
| Late 2022 | Ye (formerly known as Kanye West) offered to buy Parler, but the agreement fell apart before completion, according to the Associated Press. | A proposed deal, not a completed acquisition. |
| April 2023 | Starboard LLC acquired Parler and temporarily took it offline for a strategic reset, according to the company’s later investor memorandum. | Starboard’s acquisition at that point in the timeline. |
| Late 2023 / early 2024 | AP identified PDS Partners as the owner associated with Parler’s relaunch. Elise Pierotti said the group included her, Ryan Rhodes, and other anonymous participants. Rhodes became CEO, and Jaco Booyens became chief strategy officer; the deal terms were not disclosed. | A reported relaunch ownership group and executive roles, not proof that Rhodes was sole owner. AP’s account. |
| January 2024 | The investor memorandum says Parler’s brand assets and platform technology were divested and later integrated into a broader technology company. | An asset transfer and integration described by company materials, not a complete shareholder history. |
| September 23, 2025 | The memorandum says Parler Cloud Technologies, LLC converted into Parler Technologies, Inc. | A corporate conversion reported in the memorandum. |
| April 28, 2026 policy | Parler’s privacy policy says the service is operated by Sovren Technologies, Inc. | The current operator named in Parler’s legal disclosure, not necessarily the ultimate owner. |
AP’s report on the relaunch identifies PDS Partners and the associated management group; the later investor memorandum describes asset transfers and corporate changes. Parler’s current legal pages name Sovren Technologies, Inc. as operator. Taken together, these sources show a sequence of acquisitions, asset transfers, and restructurings—not a simple, publicly verified story in which one executive owns the entire platform.

What does “operated by Sovren Technologies” mean?
Parler’s privacy policy, updated April 28, 2026, states that Parler is a service operated by Sovren Technologies, Inc. Its terms also place Parler and related services within a legal framework naming Sovren. This is the clearest current disclosure about which entity operates the service.
An operator may run a service or be responsible for its user-facing legal terms without being the ultimate parent, brand owner, or sole shareholder. The available materials do not establish how ownership is divided today. It is therefore safer to say that Sovren operates Parler, that PDS Partners was reported as the owner at relaunch, and that a complete current ownership breakdown is not established by these sources.

What changed about moderation?
The 2024 relaunch was presented as bringing stronger moderation and a changed approach to platform safety. That is a company-positioning claim, not independent evidence of how consistently rules are enforced. Parler’s current terms give the company authority to remove content or terminate accounts for guideline violations, legal exposure, or unlawful conduct; they also allow service restrictions or withdrawal and changes to services without notice. The terms present the platform as supportive of lawful free speech, but that positioning does not mean content cannot be removed. See Parler’s terms of service.

Parler’s own privacy policy describes information practices that matter to anyone deciding what to share. In particular, it says direct messages are not end-to-end encrypted and may be reviewed for operational needs, reports, enforcement, user safety, and legal obligations. Treat DMs as messages that the service may access under those circumstances, not as confidential communications.

How to read the ownership claims
- Supported with attribution: AP identified PDS Partners as the owner at the 2024 relaunch and reported that Rhodes, Pierotti, and other participants were associated with the group.
- Supported by current legal disclosure: Sovren Technologies, Inc. is named as Parler’s operator in the privacy policy updated April 28, 2026.
- Not established here: That Rhodes is Parler’s sole owner, that Sovren is the ultimate owner, or that the public record provides a complete current list of shareholders.
- Incorrect as a current conclusion: That Ye completed a purchase, or that Starboard necessarily remains the current owner after the reported 2024 asset transfer and later restructuring.
