Who Is Thomas M. Siebel? The Siebel Systems Founder’s Story

Thomas M. Siebel built Siebel Systems around enterprise software for sales, marketing and customer service. Here’s what the 2002 CIO profile said about his approach and what followed.

Thomas M. Siebel founded Siebel Systems in 1993 to bring enterprise software to sales, marketing and customer service—business functions he believed had been left largely untouched by information technology. In a 2002 profile, CIO portrayed his innovation style less as inventing new technology than as choosing products customers were ready to adopt and selling them effectively. Siebel Systems became a major customer-relationship-management (CRM) vendor; Siebel later founded C3 AI.

What did Siebel Systems do?

Siebel Systems built enterprise software for managing customer-facing work, especially sales, marketing and customer service. In a founder narrative included in a 2020 C3.ai SEC filing, Siebel said he saw those business processes as “analog and manual” and “largely untouched by information technology.” He founded the company in July 1993 to address that opportunity.

The company’s focus helped make it a major CRM vendor. A February 2002 Gartner report, as quoted by CIO, said, “Siebel remains the only true leader in the [CRM] market.” That was a period assessment reported in 2002, not a statement about CRM leadership today.

How did the 2002 profile describe Siebel’s approach to innovation?

Tracy Mayor’s CIO profile, published October 1, 2002, presented Siebel as influential and sharply focused on business. Its central argument was that his company’s advantage came from recognizing commercial opportunity and executing—not necessarily from originating every technology it sold.

Michael Maoz, then a Gartner vice president and research director, told CIO: “Siebel’s strength is identifying existing products that he feels have potential and then outselling the competition.” Maoz also said, “His goal is not to be in advance of the market’s ability to absorb new products. He’s never too far ahead, and he’s never, ever behind.” In that account, product selection, customer readiness and sales execution formed a practical model of innovation: make technology useful and marketable at the point when businesses are prepared to buy it.

Maoz’s other remarks reinforced the distinction between technical invention and commercial performance. He said, “Siebel Systems doesn’t even have a research department,” and added, “He’s not claiming that they develop cutting-edge technology.” He also quipped, “Tom Siebel will run a profitable business even in a nuclear winter.” These are Maoz’s assessments as reported in 2002, not timeless findings about Siebel or the company.

The same profile described Siebel’s management reputation as demanding and competitive. It included a personal characterization from an anonymous source, but that is an attributed view within one contemporary article, not independently established fact. The profile’s named Gartner commentary offers a more specific explanation of how Siebel was thought to compete: close attention to what the market could absorb and forceful selling.

How large did Siebel Systems become?

Siebel’s own retrospective account in the 2020 SEC filing says that six years after the company’s founding it had more than $2 billion in revenue, 8,000 employees and operations in 29 countries. The University of Illinois Urbana–Champaign’s 2024 career summary gives a related but differently worded figure: it says Siebel Systems had $2 billion in annual sales by 2000. These are distinct accounts and measures; the figures should not be treated as one independently verified statistic.

When did Oracle acquire Siebel Systems?

The sources give different transaction dates. The University of Illinois’ October 11, 2024 recap says Oracle bought Siebel Systems in 2005 for $5.8 billion. Siebel’s 2020 SEC-filed narrative dates the merger to January 2006. The available accounts do not resolve whether the difference reflects the timing of an announcement, acquisition or merger completion, so both dates are best reported with their respective sources.

What did Siebel do after Siebel Systems?

Siebel later founded C3 AI. In a September 18, 2024 fireside chat with students, recounted by the University of Illinois, he described moving from individual applications at Siebel Systems toward building a platform at C3 AI. The university’s account framed that later strategy around cloud, the Internet of Things, big data, predictive analytics and enterprise AI; this describes Siebel’s stated direction, not an independent evaluation of the platform.

C3 AI’s leadership page lists Siebel as Chairman and CEO from 2026 onward. It records his earlier C3 AI founder and CEO service as 2009–2025 and Executive Chairman service as 2025–2026. The page also lists a BA in History, an MBA and an MS in Computer Science from the University of Illinois Urbana–Champaign. These are company-published biographical details and may change.

What has Siebel said about his career and learning?

At the 2024 University of Illinois event, Siebel introduced himself as “a computer scientist.” Asked about setbacks, he said, “The world is about setbacks. You need to be on the balls of your feet; you need to have knees bent.” He also said, “Learning is a lifelong opportunity,” and, when asked whether he would still go to college at 19, answered, “Absolutely.” These remarks offer his own later perspective, distinct from the 2002 profile’s contemporary portrayal.

At the same event, Siebel described his C3 AI goal as to “maintain a market leadership globally in enterprise AI,” adding, “I think there’s some risk we might actually do that.” This was his stated ambition in 2024, not an independent finding about the company’s market position.
