Steve Rosen is Steven Harlan Rosen, an American businessman and founder and chairman of Resilience Capital Partners. He and biotech executive Helmy Eltoukhy jointly led COH Sports’ acquisition of Sheffield United, which was completed on 23 December 2024. Rosen is therefore not leading a pending bid: he is one of the club’s co-chairmen and a director.
Who is Steven Harlan Rosen?
Sheffield United identified Rosen as the founder and chairman of Resilience Capital Partners, a private investment firm. The club described COH Sports, the group formed to acquire the club, as a collection of “successful entrepreneurs, business partners and friends” established to invest in sporting opportunities. Eltoukhy is a biotech executive and chairman of Guardant Health. The acquisition was a joint effort through COH Sports; Rosen was not the sole buyer.

In their announcement as incoming co-chairmen, Rosen and Eltoukhy said: “Like all Blades fans we want to see the club competing in the top-flight of English football consistently, not just on a one-off basis, and we have been encouraged by the strong start to this season.” BBC Sport

What is the reported dispute over the takeover?
In 2026, reporting focused on a dispute over claimed unpaid transaction fees and the financial position of COH Sports’ acquisition vehicle, rather than a finding that Rosen personally owed the disputed sum.

The Guardian reported on 19 August 2026 that the High Court had wound up COH Sports Bidco Limited. It said the former owner’s group claimed £35 million remained outstanding in transaction fees. The Guardian also reported that 1919 Partners conceded the amount was outstanding but disputed its relationship to the restructuring. The £35 million is a contested claim tied to the transaction; it should not be described as a personal debt owed by Rosen. Has the EFL ruled on Rosen or Sheffield United?
The cited reporting said the EFL could consider Rosen’s eligibility after the winding-up order, but it did not establish a final EFL decision. It also does not establish that Rosen has been disqualified, that Sheffield United has received a points deduction, or that the fee dispute has been finally resolved. Those outcomes should not be treated as settled.
