Who Is Russell Vought? Trump’s OMB Director Confirmed 53–47 as Democrats Protest

Russell Vought, a former OMB director and Project 2025 contributor, was confirmed to lead the office again in February 2025 over Democratic opposition.

Russell Vought is a conservative political figure who led the White House Office of Management and Budget (OMB) during Donald Trump’s first term and returned to the job in 2025. The Senate confirmed him on February 6, 2025, by a vote of 53–47. Democrats opposed his nomination and held the Senate floor with speeches, arguing that his connection to Project 2025 and the influence of the OMB director made his confirmation consequential.

Who is Russell Vought?

Vought previously served as OMB director during Trump’s first term. After leaving that administration, he founded the Center for Renewing America, a conservative policy organization. He also wrote a chapter in the Heritage Foundation’s Project 2025 handbook, Mandate for Leadership. The Associated Press describes him as one of the blueprint’s architects—not its sole author.

The White House lists Vought as the 44th director of OMB. His return to the office matters because the director works at the center of presidential budget and policy coordination, not only on the preparation of budget documents.

What does the OMB director do?

The White House describes OMB as helping the president oversee implementation of the administration’s vision across the executive branch. Its mission includes supporting the president’s policy, budget, management and regulatory objectives, along with OMB’s statutory duties. The Associated Press characterizes the office as a White House hub for developing the federal budget, policy priorities and agency rule-making.

That reach can make an OMB director influential in how an administration coordinates agencies and pursues its priorities. It does not mean the director can unilaterally override Congress or set aside statutory limits. The office’s work takes place within the law governing federal agencies and spending.

How did the Senate vote on Vought?

The Senate’s official roll-call record shows that Vought was confirmed as OMB director on February 6, 2025, by 53 votes to 47. The Senate Periodical Press Gallery’s daily record reports the same margin.

Why did Democrats protest?

Democrats’ opposition focused in large part on Vought’s role in Project 2025 and on what they believed he could do with the influence of the OMB post. Senate Democratic Leader Chuck Schumer called Vought “the chief architect of Project 2025” and said Democrats wanted to “sound the alarm.” Those phrases represent Schumer’s argument against confirmation; the Associated Press uses the more limited description “one of the architects.”

According to the Associated Press, Democrats held the Senate floor through the previous night and day with speeches opposing the nomination. During the confirmation vote, some Democrats tried to speak as they cast their no votes, but the presiding officer gaveled them down, citing Senate rules that prohibit debate during a vote. The speeches beforehand and the attempted comments during the roll call were distinct parts of the protest.

What is the Project 2025 connection?

Project 2025 is a conservative blueprint for a second Trump administration. Vought contributed a chapter to its handbook and described the OMB director’s job as “the best, most comprehensive approximation of the President’s mind.” He also called OMB “a President’s air-traffic control system.” As quoted by the Associated Press from his chapter, these remarks show how Vought framed the office’s coordinating role; they are not a neutral or statutory definition of OMB’s powers.

Vought’s approach to federal spending also drew scrutiny. The Associated Press reports that he advocated presidential impoundment—the disputed theory that a president may decline to spend money appropriated by Congress if the president considers it unnecessary. At his confirmation hearing, Vought said he would follow the law but did not directly answer Democrats’ question about Ukraine aid. The theory remains a contested legal and policy position, not an established permission for a president to disregard spending law.

How supporters and opponents framed the nomination

Opponents emphasized the Project 2025 connection and warned that the OMB post could give Vought a powerful role in carrying out the blueprint. Supporters presented him as a choice for advancing the administration’s priorities. Senate Majority Leader John Thune argued that Vought would have an opportunity to address what Thune called “cutting burdensome government regulations and addressing excessive spending.” These are competing political cases for and against the nominee, rather than a Senate finding about the consequences of his appointment.
