A child is the beneficiary of a Trump Account, but a responsible party manages it during the account’s growth period. That period ends on December 31 of the year before the child turns 18; traditional IRA rules generally begin on January 1 of the year the child turns 18. That change does not make the balance unrestricted spending money: withdrawal and tax rules still apply.

Who owns and manages a Trump Account?

The account is held for the child’s benefit and in the child’s name. The child is the beneficiary; the responsible party is the person authorized to act for the beneficiary under the account’s written governing instrument and applicable law. These are distinct roles: managing an account for a child does not make the responsible party the owner of its assets.

For an account opened through the initial-election process, IRS guidance says the person who makes the opening election generally becomes the responsible party. This is usually a parent or guardian, though the governing instrument and applicable law matter. The responsible party’s authority is not a general right to inspect or receive the child’s tax-return information.

What the responsible party can do

While the beneficiary lacks legal capacity, the responsible party may have authority, subject to the account instrument and applicable law, to choose among eligible investments if the account offers more than one, arrange a qualifying rollover or ABLE rollover, and select a successor responsible party. The precise authority is governed by the account terms and applicable law; “responsible party” should not be read as permission to use the balance for the adult’s own purposes.

Unclaimed automatic accounts

Treasury reports that automatic enrollment is complete for eligible children under 18 who have valid Social Security numbers. An auto account that has not been claimed remains under Treasury’s responsibility. A parent or guardian must claim the account to manage it and to enable contributions from family, friends, and employers. Claiming is also required for an eligible account to receive the one-time Treasury seed contribution.

The temporary regulations describe Treasury creating auto accounts for eligible children who do not already have an account beginning on or about October 1, 2026, and periodically afterward. They identify Treasury as the responsible party for an unclaimed auto account. Authorized people who may claim an auto account include a guardian or legal custodian and, after age 18, the beneficiary. Treasury’s general enrollment information and the regulations describe related but distinct steps: automatic enrollment and the creation or claiming of individual accounts. For a particular child, check the current Treasury account information rather than assuming an account has been claimed simply because the child is eligible.

When does control change?

The growth period starts when the account is established and ends on December 31 of the calendar year before the beneficiary turns 18. Traditional IRA rules generally apply beginning January 1 of the calendar year in which the beneficiary turns 18. The change is tied to the calendar year, not the child’s exact 18th birthday.

Calendar period Account rules and control
From establishment through December 31 of the year before the beneficiary turns 18 The growth period applies. A responsible party acts for the beneficiary under the account instrument and applicable law; distributions are generally prohibited.
Beginning January 1 of the year the beneficiary turns 18 Traditional IRA rules generally apply. This transition is not postponed until the beneficiary’s birthday.

The age-based transition therefore has two parts that are easy to conflate: the end of the special growth-period rules and the start of traditional IRA rules. It does not mean the child has been able to withdraw money freely throughout the preceding years, nor does it eliminate tax rules when the beneficiary reaches 18.

Can money be withdrawn before the growth period ends?

Generally, no. During the growth period, distributions are barred except for limited cases specified by the rules. These are narrow account-related exceptions, not general permission to spend the money on a child’s needs.

  • Qualifying rollover: A qualifying rollover is permitted under the applicable rules.
  • ABLE rollover: During the calendar year the beneficiary turns 17, the full account balance may be transferred trustee-to-trustee to the beneficiary’s ABLE account, subject to the governing requirements. This is a transfer to another eligible account, not an ordinary cash withdrawal for spending.
  • Excess contributions: A distribution may be made to address an excess contribution under the applicable rules.
  • Beneficiary’s death: A distribution is permitted upon the beneficiary’s death.

School expenses, a car, housing, and other ordinary family expenses are not listed as general growth-period withdrawal exceptions. In particular, exceptions that may reduce the additional tax on some IRA withdrawals after the growth period do not create permission to withdraw for those purposes during the growth period.

What can the young adult do after turning 18?

Once the growth period has ended, the account generally follows traditional IRA rules. The beneficiary can then deal with the account under those rules, but a withdrawal may have tax consequences. A distribution can be included in taxable income, and an early distribution may also be subject to an additional 10% tax unless an exception applies. The exact result depends on the distribution and the beneficiary’s circumstances.

IRS materials identify qualified higher-education expenses and qualifying first-home purchases among possible exceptions to the additional tax. These exceptions are specific, with requirements and limits; they do not mean every education bill or home-related expense qualifies. Nor do they turn the account into a purpose-restricted education or housing account. Before taking a distribution, the beneficiary should check the current IRA rules and the requirements for the particular exception rather than treating a familiar expense category as sufficient by itself.

Three questions to ask before a withdrawal

  1. Is the distribution permitted now? Determine whether the growth period has ended. Before it ends, only the narrow listed exceptions apply.
  2. Will it be taxable? After the growth period, apply the traditional IRA tax rules to the type and amount of distribution.
  3. Does an exception actually fit? If relying on an exception to the additional tax, confirm that the specific expense, timing, documentation, and limits qualify. An exception to an additional tax is not necessarily an exemption from income tax.

These rules can make “the child can use the money at 18” an incomplete description. The change is that traditional IRA rules generally take over; whether a particular withdrawal is sensible, taxable, or subject to an additional tax is a separate question.

How claiming and opening an account work

Claiming an automatic account is the step that puts management in the hands of an authorized person; it is not the same as the child withdrawing the balance. Treasury describes the immediate task as claiming the child’s Trump Account. A parent or guardian who needs to manage an auto account should use Treasury’s current official account process. The available information establishes the claim requirement, but does not specify a fixed screen-by-screen sequence that applies to every claimant.

The IRS also provides Form 4547 and an online election route for opening an initial account. These options concern establishing an account, while claiming concerns management of an auto account already created for an eligible child. Follow the current IRS or Treasury instructions for the relevant route, because setup and claiming procedures can change as the program is implemented.

Contributions, the seed payment, and investments

For eligible U.S. citizen children born from January 1, 2025, through December 31, 2028, the program provides for a one-time $1,000 pilot contribution when the required election is made and the account is claimed. Treasury and IRS materials describe this as a one-time seed contribution, not a recurring annual payment. Eligibility and completion of the required steps matter; being within the birth-date range alone should not be taken as confirmation that a payment has been deposited.

The IRS describes a general annual contribution limit of $5,000 during the growth period for other contributions, subject to statutory exclusions and adjustment rules. Employer contributions have a separate rule within the general limit. The $1,000 pilot contribution should not be treated as counting toward that annual limit. These are program rules, not promises about how much an account will be worth later.

During the growth period, funds must be invested in eligible investments. IRS guidance describes them generally as mutual funds or exchange-traded funds tracking a broad index of primarily U.S. equities, without leverage, and with annual fees and expenses no greater than 0.1% under the applicable rules. An account invested this way is not a bank deposit or a guaranteed cash benefit: its market value can rise or fall. The applicable $0.1% ceiling concerns eligible investments under the rules; it is not a statement that every cost associated with an account is necessarily zero.

No current account-value projection is established here for what a typical child might have at 18. The eventual balance depends on contributions, investment performance, fees, and the account’s circumstances; the seed payment and contribution limits alone do not determine a future value.

What parents and guardians should verify

  • Account status: Check whether the child has an auto account and whether it has been claimed. Eligibility, automatic enrollment, and a claimed account are not interchangeable statuses.
  • Authority: Confirm who is listed as responsible party and review the governing instrument for the authority and any successor-party process.
  • Timing: Use the beneficiary’s birth year to identify when the growth period ends and traditional IRA rules begin; do not calculate the transition from the birthday alone.
  • Transaction type: Before moving money during the growth period, verify that the transfer or distribution fits one of the limited exceptions.
  • Current instructions: Consult current Treasury and IRS materials for eligibility, claim steps, contribution rules, and tax treatment. Some account details are governed by temporary or proposed rules and implementation guidance can evolve.

An adult helping a child should keep the distinction between management and beneficial ownership clear. The responsible party’s job is to act for the beneficiary within the applicable authority; the account’s restrictions and investment rules continue to govern what can happen to its assets.
