White-Label SEO for Agencies: How It Works, What It Costs, and How to Choose a Partner

White-label SEO can extend an agency’s delivery capacity, but results depend on the provider, scope, oversight, and client fit. Learn what to specify before signing.

White-label SEO lets an agency sell search-engine optimization under its own brand while a specialist provider performs some or all of the work. The agency usually keeps the client relationship; the provider fulfills an agreed scope behind the scenes. It can add delivery capacity, but it does not guarantee agency growth, client retention, rankings, leads, or a particular profit margin.

What white-label SEO means for an agency

In a white-label arrangement, one company performs SEO work that another agency sells and presents under its own brand. The reseller typically signs the client, sets the retail price, and remains responsible for explaining the work and managing the relationship. The fulfillment provider may handle strategy, implementation, reporting, or only selected tasks.

This is an operating and vendor relationship, not a distinct SEO technique. It differs from hiring an in-house team mainly in who performs delivery and how capacity is arranged. Outsourcing can help an agency offer services without building every specialty internally, but it also makes the agency dependent on a provider’s methods, communication, and turnaround.

There is no independent organization-level evidence in the sources cited here quantifying how much white-label SEO causes agency growth. Treat growth as a possible business objective, not a promised outcome. A 2024 guide from SEOReseller.com presents outsourcing as a way to offer SEO without hiring specialists, but that is provider positioning rather than proof of improved profitability or client results (SEOReseller.com’s 2024 guide).

What the provider may deliver

“White-label SEO” is not a standardized package. One provider may deliver a strategy and monthly reports; another may also execute technical fixes, create content, or manage outreach. Agree on specific deliverables, exclusions, and review responsibilities in a written scope of work.

  • Research and strategy: site reviews, keyword and competitor research, prioritization, and an account-specific plan.
  • Technical SEO: audits and recommendations or implementation involving crawlability, indexing, site structure, and other technical issues.
  • On-page work and content: page recommendations, content briefs, writing, updates, or optimization.
  • Local SEO: work focused on local visibility, which may involve business listings, location pages, and local search reporting.
  • Links and digital PR: outreach or other link-acquisition work. Ask how sources are selected, whether placements are disclosed, and what the client must approve.
  • Reporting and support: branded reports, analytics, account management, explanations for client meetings, or help with sales and implementation handoffs.

These are possible service categories, not guaranteed inclusions. For example, OuterBox describes a workflow spanning strategy, technical and on-page work, content, digital PR and links, reporting, account management, and reseller support; those are descriptions of its own offering, not independent assessments of service quality (OuterBox’s white-label SEO services).

Who talks to the client—and who remains accountable?

Decide in advance whether the provider is invisible to the client, joins calls by invitation, or has permission to communicate directly. Put the rules in writing, including confidentiality, use of the reseller’s brand, non-solicitation expectations, access to client data, and what happens to accounts and work if the relationship ends.

White-labeling changes what the client sees; it does not remove the reseller’s responsibility to describe the work accurately. Do not claim that your agency personally completed work it did not perform if that would mislead the client. Agree on who explains technical recommendations, handles complaints, obtains implementation approval, and escalates urgent issues.

SEO.co says its partner arrangement does not contact clients directly without an invitation and that deliverables are rebranded. Those are terms of that provider’s stated offer, not a general rule for white-label SEO, and the offer may change (SEO.co’s white-label SEO page).

How to evaluate quality before work reaches the client

A branded report is not a quality-control system. Keep a reseller review step so recommendations, content, data, and outreach are checked for fit before delivery. Request examples and a clear correction process before you commit.

  1. Ask for representative work. Request a sample audit and article, and learn how the provider makes each deliverable specific to a client’s site and goals.
  2. Inspect the link policy. Ask where links come from, how outreach and publisher relevance are assessed, whether placements are reported, and who approves the approach. Do not present undisclosed paid placements as earned editorial coverage.
  3. Check the reporting trail. Find out which platforms and data sources support the report, whether the client can verify them, and whether reporting connects search activity to landing pages, leads, or revenue when measurement allows.
  4. Set account and data ownership. Specify who owns or controls Search Console, analytics, local listings, content, and other accounts, and how access or transfers work if the partnership ends.
  5. Define revisions and escalation. Write down who handles corrections, strategy questions, implementation handoffs, and urgent issues, along with expected response and turnaround times.
  6. Review each client-specific plan. Confirm that recommendations match the client’s site, business model, geography, and goals rather than relying on a generic monthly checklist.

These checks matter because a vague package can hide exclusions, templated work, or an approach that does not fit the client. The reseller should be able to understand and defend the deliverables before putting its name on them.

How to compare providers and understand the cost

Compare written scopes and commercial terms, not package names or headline discounts. Get wholesale pricing for each deliverable and clarify what is included, billed separately, or considered out of scope.

Progression Agency says resellers typically price retail at 1.5 to 2 times wholesale. That is the provider’s September 2026 planning guidance, not an independently established industry benchmark or a guaranteed margin; actual profitability depends on the scope, the reseller’s costs, and the price the client will pay (Progression Agency’s white-label SEO page). Model your own costs, including account management, review, revisions, sales, and any work the provider excludes, before setting a retail price.

SEO.co advertises a 20% partner discount and states “15 years and 3,000+ agency partners since 2010” on its provider page. These are SEO.co’s claims, not independently verified measures; discount eligibility and availability can change, so confirm current terms directly before using them in a decision (SEO.co’s offer details).

Set realistic expectations for SEO results

Do not sell a guaranteed ranking or a fixed timetable for results. Google says changes can take from hours to several months to be reflected and suggests waiting a few weeks to assess whether a change has had a beneficial effect. It also states that “There are no secrets here that’ll automatically rank you first in Google (sorry!).” These qualifications come from Google’s SEO Starter Guide.

Agree with the provider on what will be delivered and how progress will be measured, but distinguish completed work from outcomes such as rankings, traffic, leads, or revenue. Those results vary by site and circumstances; outsourcing does not make them certain.

A practical pre-signing checklist

  • Is the scope specific to each client, with exclusions and additional charges identified?
  • Can you review sample audits, content, link reports, and the revision process?
  • Are link sourcing, placement disclosure, and client approval rules clear?
  • Can the client or agency retain access to accounts and data if the relationship ends?
  • Are client contact, confidentiality, and call participation rules documented?
  • Are wholesale prices, minimum commitments, cancellation terms, and out-of-scope rates in writing?
  • Is there a named contact for strategy questions, corrections, and urgent issues?
  • Does the provider have relevant experience for the client’s business type and service geography?

A provider that cannot explain its methods, scope, account controls, and commercial terms clearly is difficult to manage under your brand. Choose only when the delivery model fits your agency’s capacity and you can review what goes to the client.
