White House FY2027 Budget Request for the National Science Foundation: What the Numbers Show

The FY2027 White House budget appendix requests $3.409 billion for NSF's Research and Related Activities account. Here is what that figure covers, how it compares with other numbers, and what remains unresolved.

The White House’s FY2027 budget appendix asks for far less money for the National Science Foundation’s largest research account than the agency’s FY2026 estimate, and several science directorates would shrink under that request. Whether the cuts would “shatter” NSF depends on what Congress does with the request, and the sources cited here do not establish that outcome. A presidential request is a proposal, not an appropriation.

What the April 2026 request proposes

The NSF section of the President’s FY2027 budget was issued as a budget appendix dated April 3, 2026. The White House FY2027 NSF appendix is the primary document, and GovInfo catalogs it as an Office of Management and Budget publication in its budget appendix record. Three separate figures appear in it, and they belong to different accounts.

Research and Related Activities (RRA)

The appendix requests $3.409 billion for NSF’s Research and Related Activities account in FY2027. It sets this against an FY2026 estimate of $7.177 billion for NSF net discretionary budget authority. The FY2026 figure is labeled as an agency-level total, while the $3.409 billion is an account-level request, so the two numbers are not a like-for-like pair (see the next section).

Major Research Equipment and Facilities Construction

The appendix lists $173 million for the FY2027 Major Research Equipment and Facilities Construction account. This is a separate account from RRA and should not be added to the $3.409 billion request.

Antarctic icebreaking vessel proposal

The appendix also includes a $900 million legislative proposal, subject to PAYGO, for construction of Antarctic icebreaking vessels. It is treated apart from NSF’s ordinary account request, and it is a proposal for legislation, not money that has been appropriated.

The requested figures at a glance

The table below puts each figure next to its source, fiscal year, scope, and status. Several numbers circulating in coverage of this budget come from a university analysis rather than the appendix, which is why the source column matters.

Why the 52.5% figure needs a footnote

Dividing the difference between $7.177 billion and $3.409 billion by $7.177 billion gives a reduction of about 52.5%. That arithmetic is correct, but the calculation is ours, not a number the appendix publishes, and it mixes scopes. The $7.177 billion is an agency-level total, and the $3.409 billion covers only the RRA account. A percentage across those labels describes the gap between a whole-agency estimate and one part of the agency’s budget.

The university summary produces a different percentage for a different reason. Its “nearly 55%” compares about $4 billion with about $8.8 billion, both agency-wide, so it is closer to a topline comparison. Neither percentage is a substitute for the account-by-account figures. For a like-for-like comparison, use the RRA line in the appendix against the FY2026 RRA line in the same document, and compare account to account.

Which research areas the appendix reduces

The appendix lists substantial FY2027 reductions across several research activities, each measured against its own FY2026 estimate:

  • Biological sciences
  • Computer and information science and engineering
  • Engineering
  • Geosciences
  • Mathematical and physical sciences

The FY2027 line for Social, Behavioral and Economic Sciences is blank. A blank entry does not on its own show whether the line is eliminated, merged into another line, or left unfunded in the request. The appendix’s narrative text is the place to check that. The per-activity dollar amounts are in the appendix tables.

The sources cited here do not measure how these reductions would affect specific grants, programs, institutions, or researchers. Any claim that a particular project will lose money would go beyond what is documented.

Request versus appropriation: how to check the status

A budget request tells you what the executive branch asked for. Money becomes available only when Congress passes appropriations legislation and it is signed into law. Use these steps to check where the FY2027 NSF numbers stand:

  1. Confirm the account and fiscal year on any figure you read. Ask whether it is RRA, MREFC, the agency total, or a legislative proposal.
  2. Identify whether the figure is an estimate, a request, or an appropriation. The FY2026 $7.177 billion is an estimate in the appendix; the FY2027 $3.409 billion is a request.
  3. Check the status of the appropriations bill that covers NSF. Look for committee action, floor votes in both chambers, and presidential signature.
  4. Check NSF’s own budget and financial reporting page for the agency’s published budget figures as they are finalized.
  5. Note that FY2027 began on October 1, 2026. Ask whether Congress has enacted full-year appropriations for NSF or whether NSF is operating under a temporary funding measure. The sources cited here do not establish which applies.

Is “shatter” the right word?

The headline’s word is an interpretation of consequences, not a finding from an official source. Whether NSF would be “shattered” depends on several questions the appendix does not answer:

  • Whether Congress adopts the requested levels, adopts different levels, or leaves the FY2026 levels in place
  • How much of the requested reduction falls on research awards rather than on administration, facilities, or other lines
  • How many competitive awards would be reduced if the requested levels were enacted
  • Whether already-awarded multi-year grants continue on their existing schedules

For scale, NSF reported that in FY2025 it had $8.826 billion in appropriations, evaluated 43,532 proposals through competitive merit review, and funded 8,377 competitive awards. Those are reported FY2025 numbers and describe the agency before the FY2027 request. Comparing them with the request shows the size of the proposed change, but it does not show how many awards would be lost, because the appendix does not say.

What NSF says it is for

NSF describes itself as an independent federal agency that supports science and technology in all 50 states, the District of Columbia, and U.S. territories. Its stated mission reads: “To promote the progress of science; to advance the national health, prosperity and welfare; and to secure the national defense.” That statement appears on the agency’s FY2026–2030 strategic plan, which lists goals for transformative research and innovation, STEM talent, and modernizing agency operations, and describes partnerships with industry, federal, nonprofit, and international partners. The plan explains what NSF intends to do; it does not measure the effect of the proposed budget cuts.

What to watch next

For readers following the budget, the useful signals are the appropriations bill’s text, the committee’s figures for RRA and MREFC, and whether NSF publishes operating-level figures that match or depart from the request. A request can change substantially between the executive proposal and the enacted law, so the figure to track is the one that Congress and the President finally approve, not the one in the April appendix.

If you are an individual with a stake in NSF funding, such as a student, a researcher, or someone whose employer depends on federal grants, the most reliable information comes from the appropriations record and from the agency’s published award and budget data, not from summaries of the request.
