Which U.S. City Is the Best for Content Creators?

No U.S. city is best for every content creator. Here is how the creator-hub evidence, production permit fees, and incentives compare, and what to check before choosing a base.

There is no single best U.S. city for content creators. The strongest evidence names Los Angeles and New York City as the largest creator hubs, with Nashville, Miami, Atlanta, and Las Vegas identified as smaller clusters. That evidence comes from The Rise of the Creator Economy (2022), which shows where creator businesses and industry contacts are concentrated. It does not show where creators earn the most or live most affordably, and most of the practical city data available describes film and television production rather than online video, podcasting, or social media work. The right base depends on the kind of content you make, how much you rely on entertainment-industry contacts, what you can spend on location and production, and how you want to live.

Start with the kind of creator you are

The city that fits a creator depends on which parts of the work need to be physically close to other people. The questions below narrow the field faster than any ranking.

  • Your income depends on entertainment-industry relationships (talent agents, managers, scripted or unscripted production companies). This is where the largest hubs have the clearest advantage, according to the creator-economy report’s interviews with creators who chose Los Angeles for its creator cluster and access to agents, managers, and support staff.
  • You shoot on location with a crew (narrative video, documentary, branded productions). Here, production infrastructure, permitting, and local crew matter more than your home city’s reputation. Seattle, Austin, Atlanta, and Los Angeles each publish production resources, but their rules and costs differ.
  • You mostly work alone from a studio or home (YouTube channels, podcasts, short-form social video, newsletters with video). The sources reviewed here do not establish that any city improves audience growth or income for this group. Your main variables become rent, internet reliability, equipment space, and how often you need to travel for brand or sponsor meetings.
  • You run a small business with fixed costs. For this group, a city’s total cost of living is the biggest factor, and the cited sources do not provide a current, consistent comparison of it (see the limits section below).

MovieMaker’s 2024 list of filmmaker-friendly cities makes a useful caution. Its editors wrote: “None of the places below offer a perfect mix of flawless weather, short commutes, low costs and endless job opportunities, because no such places exist.” That list drew on film commission questionnaires, conversations with moviemakers, cost-of-living research, overall happiness, and sometimes in-person visits. It is a filmmaker-focused list rather than a ranking of all creators.

What the creator-economy evidence shows

The 2022 report is the broadest geographic source reviewed for this question, but it describes a snapshot from that period. It is not a current census and not a universal ranking.

Los Angeles and New York City

The report identifies Los Angeles and New York as the leading creator locations, based on its data and interviews. Creators described choosing Los Angeles for its creator cluster and for access to entertainment companies, agents, managers, and support staff. That supports the claim that network access is one reason some creators choose the largest hubs. It does not show that either city is the best choice for creators who want lower expenses or who work outside entertainment.

Smaller clusters: Nashville, Miami, Atlanta, and Las Vegas

The same report names Nashville, Miami, Atlanta, and Las Vegas as smaller creator clusters. It does not supply comparable current costs, opportunities, or creator counts for these cities, so no reliable order among them can be drawn from it. The report includes a chart of creator-economy startups by metro region for 2021–2022, but this article does not rely on individual city counts from that chart.

Production costs and permit fees: what the numbers compare

The only city-level figures reviewed here that are directly comparable are production-permit fees, and even those come from different scenarios. Read the table as a set of separate facts, not a price ranking.

City-by-city notes

Seattle

Seattle’s Office of Economic Development promotes experienced crews, locations, and production support. It advertises a 30–40% Washington production incentive and states that Seattle can be up to 30% more cost-effective than Los Angeles for production. Both are the city’s own claims, measured for production work. They say nothing about ordinary living expenses. Incentive eligibility and current program terms need to be checked with the state and city before you plan around them.

The city’s official permit page lists a flat $25 per day fee and a minimum processing period of three to five business days. Drone work may require five to ten business days. Permit and insurance requirements depend on the activity, so confirm them with the city before scheduling a shoot. The city’s production resources page also lists a temporary low-cost production office-space partnership. Availability can change.

Austin

Austin does not require one universal film permit. Specific permits can apply to activities such as using the right of way, filming in city parks, or filming at the airport. Where the Austin Police Department film application is required, the city asks productions to allow at least five business days. The Austin Film Commission can refer productions to locations, studio facilities, local crew, vendors, and incentives. These are production resources, not evidence of a broad creator-economy advantage.

Los Angeles

Los Angeles has the deepest entertainment network among the cities reviewed, and it is also the most expensive permit comparison in the Milken scenario. The mayor’s office has described streamlining measures in progress, including a proposed tiered permitting fee structure for low-impact productions and changes to some street-closure and police-assignment procedures. Because these are described as work underway, verify the current status before assuming a shoot will become easier or cheaper.

New York City

New York City’s Mayor’s Office of Media and Entertainment maintains the official production permit page. Use that page for current requirements. Permit rules change, and secondary rankings and articles can lag behind them.

Atlanta

Atlanta appears in the 2022 report as a smaller creator cluster and in MovieMaker’s 2025 filmmaker-city coverage for its studio activity and state tax-credit context. The 2025 article is editorial rather than legal or tax advice. State incentives are conditional, so check them with official state sources before a production relies on them.

What the evidence cannot tell you

The sources reviewed do not provide a current, consistent comparison of rent, broadband, coworking costs, creator community size, client opportunities, or general living costs across the candidate cities. They also do not show that any city guarantees growth or income for creators. A defensible ranking of cities for all creators would need a defined creator type and comparable current data for each city. Without that, the honest answer is a set of trade-offs rather than a winner.

A decision checklist

  • If entertainment-industry access is your priority, Los Angeles and New York City have the strongest documented network evidence. Budget for their higher production and living costs and verify them directly.
  • If your work is production-heavy and you want incentives and crew infrastructure, compare Seattle, Austin, and Atlanta using current official incentive and permit pages, not the older figures in this article.
  • If you run a home-based channel or podcast, prioritize rent, internet reliability, and travel time to the meetings you actually take. Test these costs yourself, since the sources do not compare them.
  • Before any move or shoot, check the city’s current permit page, confirm any incentive’s eligibility with the issuing authority, and build the permit fee into your production budget.

Choosing a base is a financial decision as much as a creative one. Treat city-level fees, incentives, and costs as inputs to a budget that you verify, not as a promise that a particular city will pay off.
