Teacher Loan Forgiveness (TLF) covers certain federal student loans: Direct Subsidized and Unsubsidized Loans, subsidized and unsubsidized Federal Stafford Loans, and qualifying portions of some Direct or Federal Consolidation Loans. PLUS loans—and consolidation debt used to repay PLUS loans—are excluded. The loan type is only one part of eligibility; qualifying teaching service and other program requirements also apply.
Which loans are eligible?
Federal Student Aid’s TLF application lists four loan categories as eligible. The categories refer to federal loan programs; having a student loan, or having borrowed to pay for school, does not by itself make the debt eligible.

| Loan type | TLF loan-type status | What to know |
|---|---|---|
| Direct Subsidized Loan | Eligible | A Direct Loan listed among the qualifying types. |
| Direct Unsubsidized Loan | Eligible | Also listed as a qualifying Direct Loan. |
| Subsidized Federal Stafford Loan | Eligible | Federal Stafford loans are also associated with the Federal Family Education Loan (FFEL) program; check the loan’s actual program and type in your records. |
| Unsubsidized Federal Stafford Loan | Eligible | This Stafford category is listed separately from the subsidized Stafford category, and both qualify under the loan-type rule. |
The application also addresses Direct and Federal Consolidation Loans, but those do not qualify automatically as a whole. Eligibility depends on which underlying loans the consolidation paid off. PLUS loans are specifically excluded, including the part of a consolidation loan used to repay them.

Do Direct Subsidized and Unsubsidized Loans qualify?
Yes. Both Direct Subsidized Loans and Direct Unsubsidized Loans appear on the eligible-loan list in Federal Student Aid’s application. If your loan record identifies one of these types, it meets the program’s loan-type condition. That finding does not establish that you meet the separate teaching-service and borrower requirements.

“Subsidized” and “unsubsidized” distinguish two types of loan; in this context, both Direct categories are included. Don’t treat the word “unsubsidized” as a sign that the loan is automatically excluded. Instead, check the full program name and type shown for each debt.
Do Federal Stafford or FFEL Stafford loans qualify?
Yes, the eligible list includes subsidized and unsubsidized Federal Stafford Loans. Stafford loans are associated with the FFEL program, so a borrower may see “Stafford” or FFEL terminology in older loan records. Match the exact loan type in your records against the eligible categories rather than assuming that a loan is ineligible because it is not labeled “Direct.”

The relevant distinction is between an eligible Stafford loan and an excluded loan type such as PLUS. A loan’s age or the name of the school where you borrowed is not, by itself, the rule stated in the application. When a record uses unfamiliar or abbreviated terminology, ask the loan servicer to identify the loan program and type before deciding whether to include it in a TLF eligibility review.
Does a consolidation loan qualify?
Sometimes, and only to the extent that the consolidation paid off qualifying loans. Federal Student Aid identifies eligible portions of Direct Consolidation Loans and Federal Consolidation Loans when they repaid an eligible Direct Subsidized, Direct Unsubsidized, subsidized Federal Stafford, or unsubsidized Federal Stafford Loan. A consolidation balance can therefore contain eligible and ineligible portions.

For example, if a consolidation loan paid off both a qualifying Stafford loan and a PLUS loan, the portion associated with the Stafford debt may qualify under the loan-type rule, while the portion used to repay the PLUS loan does not. The same principle applies when one consolidation combined other eligible loan types with excluded PLUS debt: do not assume the entire new balance has one eligibility status.
How to assess a mixed consolidation balance
- Identify the consolidation loan. Check whether your current debt is a Direct Consolidation Loan or Federal Consolidation Loan.
- Find the loans it paid off. Use your loan records and, if needed, ask your servicer to identify the underlying loans included in the consolidation.
- Sort those loans by type. Mark Direct Subsidized, Direct Unsubsidized, subsidized Federal Stafford, and unsubsidized Federal Stafford debt as potentially eligible. Mark PLUS debt as excluded.
- Confirm how the consolidation balance is attributed. The application’s rule concerns the portion that paid off each underlying loan, not simply the label on the current consolidated balance. Do not count PLUS-repayment amounts as eligible.
- Evaluate the other TLF requirements separately. A potentially eligible loan portion is not a promise of forgiveness unless the borrower also satisfies the program’s service and other eligibility rules.
If the records do not show how much of the consolidation paid off each original loan, do not estimate or treat the whole balance as eligible. Get clarification from the servicer or the program administrator using the loan history and the official application.

Are PLUS loans, including Parent PLUS, eligible?
No. Direct PLUS Loans and Federal PLUS Loans are excluded from TLF. That exclusion applies whether the PLUS loan is held on its own or was paid off through consolidation. A consolidation loan does not turn an excluded PLUS balance into eligible debt.

Federal Student Aid’s application states that Direct PLUS Loans, Federal PLUS Loans, and any portion of a Direct Consolidation Loan or Federal Consolidation Loan that paid off a PLUS loan are not eligible for forgiveness. This covers the loan-type question directly; it does not change the status of separate, qualifying loans you may also have.

Do private student loans qualify?
Private student loans are not among the loan types listed as eligible in the reviewed Federal Student Aid application. TLF is a federal program with specified loan categories, so do not treat a private education loan as qualifying merely because it financed teacher training or other education expenses. If you are unsure whether a loan is federal or private, verify its program and type in your loan records before relying on it as a candidate for TLF.
How to check your loans before applying
Make a separate inventory of each loan rather than looking only at your total student-debt balance. This is especially important if you borrowed at different times, have both Stafford and Direct loans, or consolidated multiple debts.
- List each current loan and its stated type. Record whether it is Direct Subsidized, Direct Unsubsidized, Federal Stafford, PLUS, or a consolidation loan.
- For each consolidation loan, record the underlying loans. Identify which original debts it repaid and separate qualifying types from PLUS debt.
- Mark loan-type eligibility as a screening result, not an approval. Use “potentially eligible” for a listed loan type or qualifying consolidation portion until you have checked the rest of the program rules.
- Review the teaching and borrower conditions. Federal Student Aid says TLF requires five complete and consecutive years of teaching at a qualifying school, along with additional borrower and service requirements. Confirm those conditions against the official program information and application.
- Use the official application to verify the rule and submit a claim. The application is the source for the precise loan categories and exclusions. Resolve unclear loan records before claiming a consolidation portion.
A useful inventory might have columns for current loan name, original loan type, consolidation status, underlying debt if applicable, and loan-type result. That format prevents a single “student loans” total from obscuring that some balances may qualify and others may not.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesHow much can TLF forgive?
Federal Student Aid’s overview describes forgiveness of up to $17,500 for certain highly qualified special education teachers and secondary mathematics or science teachers, and up to $5,000 for other eligible teachers. These are program maximums, not a guarantee that every qualifying borrower will receive that amount or that all of a borrower’s debt will be forgiven. The overview’s page does not state a publication year for those figures.
Loan type is only the first filter. Teaching at a qualifying school for five complete, consecutive years and meeting the additional borrower and service requirements are also part of the program described by Federal Student Aid. The loan-category list alone cannot determine the amount, if any, that a particular borrower can receive.
Quick Recap
Common mistakes to avoid
- Counting every federal loan as eligible. The program names specific types; PLUS loans are excluded.
- Treating a consolidation loan as one undivided eligible balance. Check the loans it repaid and identify any portion that paid off PLUS debt.
- Confusing a loan-type match with overall qualification. Eligible debt does not substitute for the teaching and other program requirements.
- Assuming “Stafford” means ineligible because it is not a Direct Loan. Both subsidized and unsubsidized Federal Stafford Loans are listed as eligible.
- Assuming a private loan qualifies because it paid education costs. Private loans are not among the eligible categories identified in the application.
- Using the total balance to decide what qualifies. Review each loan and each underlying consolidation component separately.
