China has the biggest fishing industry by total aquatic animal production: it accounted for 36% of the world’s output in 2022, the latest year in the cited comparison. The answer changes if “biggest” means exports, revenue, or jobs rather than production volume.
How “biggest fishing industry” is measured
“Fishing industry” can mean several different things: wild-caught fish and other aquatic animals, farmed production (aquaculture), their combined output, or economic measures such as export value, revenue, and employment. Those measures are not interchangeable.
For a country-wide comparison by production volume, the clearest overall measure is total aquatic animal production. The Food and Agriculture Organization of the United Nations (FAO) reports China as the leading producer on that basis. FAO’s statistics also separate marine capture, inland-water capture, aquaculture, and aquatic-product trade, so a ranking should specify which measure it uses: FAO fisheries and aquaculture statistics.
China’s lead in total production
China produced 36% of global aquatic animals in 2022, according to FAO’s 2024 summary. India followed with 8%, Indonesia with 7%, Viet Nam with 5%, and Peru with 3%. These figures compare countries’ shares of aquatic-animal production by volume; they are not shares of industry revenue or seafood exports. FAO’s 2024 production summary.

Globally, fisheries and aquaculture produced 223.2 million tonnes in 2022. That total includes aquatic animals and algae; aquatic-animal aquaculture alone accounted for 94.4 million tonnes, or 51% of the world total. For the first time, aquaculture surpassed capture fisheries as the main producer of aquatic animals. As FAO’s Manuel Barange put it, “In 2022 and for the first time in history, aquaculture surpassed capture fisheries as the main producer of aquatic animals.” FAO’s 2024 summary.
China also leads the two main production categories
Aquaculture
China is the largest aquaculture producer. The OECD-FAO Agricultural Outlook 2024 projects China’s share of aquaculture production to stabilize at about 55% through its forecast horizon to 2033. That is a forecast, not China’s measured share in 2022 or a confirmed figure for 2026. OECD-FAO Agricultural Outlook 2024.

Marine capture
FAO also identifies China as the largest marine capture producer. It qualifies this comparison, however: recent reporting has been partial by species and fishing area, and the allocation of Chinese catch statistics needs further work. The overall leadership finding should therefore not be read as a precise, limitation-free accounting of where every catch occurred. FAO, The State of World Fisheries and Aquaculture 2024.

A production-volume lead does not establish which country has the highest seafood export value, industry revenue, value added, or number of fishing and aquaculture jobs. These are separate economic comparisons and require their own consistent data and year. The available figures establish China’s lead in aquatic-animal production, not a ranking of national fishing industries by money earned or people employed.
