Activision has disclosed selected milestones using different measures—units, regional dollar sales and launch-window revenue—so those figures cannot be combined into a defensible top-ten list.
Why there is no trustworthy top-ten ranking
“Best-selling” can mean copies sold or revenue earned. Those are not interchangeable: revenue varies with price, edition, region and timing, while copy counts measure units. The available Activision statements also cover different geographies, platforms and periods. Putting them in one numbered ranking would imply a like-for-like comparison that the figures do not support.

In particular, the sources do not provide a consistent dataset of individual games’ worldwide lifetime unit sales. A game with a documented launch revenue record cannot be ranked against another with an older unit milestone as though both figures measured copies over the same period.

Which Call of Duty sold the most copies?
The public figures cited here do not establish a single title as the worldwide lifetime unit-sales leader. Call of Duty 4: Modern Warfare has a documented figure of more than 9 million worldwide units as of Activision’s 2008 disclosure, but that is a historical milestone, not enough to compare its eventual total with every later release. The Black Ops claim is about dollars in specified markets and platforms, while the Modern Warfare 3 figure covers only its first five days.

Accordingly, a list of ten games “ranked” by copies sold would need to be labeled as an estimate unless it relied on a consistent title-by-title dataset with a defined date, geography and platform scope. No such comparable dataset is established by these public statements.
How to read Call of Duty sales claims
- Check the metric: “copies” or “units” means volume; “dollars,” “revenue” and “sell-through” refer to sales value.
- Check the period: first-five-days performance, one calendar year and cumulative sales since release answer different questions.
- Check geography and platforms: a U.S. and Europe result for named consoles and PC should not be presented as a worldwide all-platform total.
- Check the date: an old milestone is what the publisher reported then, not necessarily the game’s present lifetime total.
- Separate franchise totals from game totals: the more-than-500-million figure belongs to the franchise as a whole, not to any one installment.
Why headline records can be misleading
Launch revenue and lifetime unit sales are often treated as interchangeable in casual rankings, but they answer different questions. Activision CEO Eric Hirshberg said in 2011 that “Life-to-date retail sales for the Call of Duty franchise have exceeded $6 billion worldwide,” describing the franchise’s retail-sales value at that time. That statement is neither an individual-game figure nor a copy count, and its 2011 date matters.
