Federal workforce actions have affected or targeted agencies including FEMA, USDA, HHS and the FAA, but they are not all layoffs—and the available figures do not add up to a reliable government-wide layoff total. The clearest examples range from a proposed FEMA staffing reduction challenged in court to a USDA relocation dispute, an HHS reorganization, and a reported FAA layoff from February 2025. None of this, by itself, establishes that Medicare benefits were cut or that FAA air traffic controllers were laid off.
What counts as a federal layoff?
A formal federal layoff is generally called a reduction in force, or RIF. The Office of Personnel Management (OPM) says RIF procedures may be prompted by reorganization, lack of work, a shortage of funds or an insufficient personnel ceiling. Federal workforce changes can also include voluntary departures, early-retirement incentives, hiring freezes and other separations, so a reported reduction in headcount is not necessarily a count of people involuntarily laid off.
OPM’s workforce dashboard measures net change as accessions minus separations. That measure tracks people joining and leaving an agency; it does not isolate layoffs. OPM also flags incomplete June and July 2026 data for the Department of War, limiting what the dashboard can show for those months.
Where workforce actions have been reported

FEMA: a proposed cut and a separate count of departures
On September 13, 2026, the Associated Press reported that a federal judge ruled unlawful a Department of Homeland Security plan to cut FEMA staffing by 50%. The 50% figure describes the proposed reduction, not a verified number of employees who lost their jobs.

The same AP report said FEMA recorded more than 4,300 employee separations in fiscal year 2025. “Separations” includes departures that are not necessarily involuntary, so that figure should not be recast as 4,300 layoffs. The reporting cited here does not establish what later court proceedings changed, if anything, about the ruling or the plan.
USDA: relocation deadlines and related actions were temporarily paused
The USDA case concerns a reorganization and relocation dispute, not a confirmed count of layoffs. Federal News Network reported on September 15, 2026, that an administrative stay barred enforcement of relocation deadlines and related termination, separation or disciplinary actions based on an employee declining reassignment or relocation. Government Executive reported on September 30 that the judge extended the pause while considering whether to issue an indefinite injunction.

That is a temporary procedural pause, not a final ruling that permanently blocks the reorganization. The reports cited here describe the position as of late September 2026; they do not establish the outcome of later proceedings.
HHS and Medicare: restructuring is not a Medicare benefit cut
HHS has described a restructuring that redistributes responsibilities for critical Administration for Community Living programs among several offices, including the Centers for Medicare & Medicaid Services (CMS). That is evidence of organizational change, not by itself evidence that employees were laid off.

HHS’s fiscal year 2026 contingency staffing plan says staff would be retained to carry out funded work, including Medicare and other mandatory health-program payments, during a lapse in annual appropriations. A contingency staffing plan is not proof that every HHS operation is unaffected, and it does not establish a change to Medicare eligibility or benefits. The cited information does not quantify current HHS layoffs by sub-agency or show that Medicare benefits were cut because of staff reductions.
FAA: the reported 400 layoffs were in February 2025
Forbes reported in February 2025 that about 400 FAA probationary employees had been laid off. The report said air traffic controllers were exempt from that action; it therefore does not support saying controllers were included. A Department of Transportation spokesperson characterized the affected positions as non-critical to safety, according to Forbes.

This is a dated example, not a 2026 FAA layoff count. The cited reporting does not establish current FAA vacancies, controller staffing levels or operational effects.

OPM’s dashboard is useful for tracking net workforce change, but accessions minus separations is broader than layoffs. A portfolio-wide total would also need consistent agency-by-agency definitions and dates, distinguishing formal RIFs from voluntary exits, other departures, proposed cuts and reorganizations. The information available here does not establish a complete, consistently defined current inventory across federal agencies.
