Horseplay, the service that replaced the b spot iGaming site, publishes a list of 18 states where it says it is licensed and live: Alabama, California, Colorado, Delaware, Florida, Kansas, Montana, New Hampshire, New Mexico, New York, North Dakota, Oklahoma, Oregon, Rhode Island, South Dakota, Vermont, Wisconsin, and Wyoming. That list comes from the operator’s own App Store listing and homepage as of October 2026. It is the company’s stated availability, not a legal opinion from a regulator, and it does not guarantee that you can open an account or place a wager from any particular address. Before you deposit money, confirm your state and your eligibility yourself.
The 18 states on Horseplay’s published availability list
Horseplay’s App Store listing, titled “Horseplay Real Money Games App,” names the following states as places where the service is licensed and live:
- Alabama
- California
- Colorado
- Delaware
- Florida
- Kansas
- Montana
- New Hampshire
- New Mexico
- New York
- North Dakota
- Oklahoma
- Oregon
- Rhode Island
- South Dakota
- Vermont
- Wisconsin
- Wyoming
The company’s homepage makes the same claim in summary form, describing Horseplay as licensed mobile and desktop online gambling in 18 U.S. states. Both are operator statements. No independent state regulator’s list is cited for this service, so treat the 18 names as the company’s current claim rather than a verified state-by-state legal status.
What the service actually is
This matters for the legality question because Horseplay is not a sweepstakes casino and should not be compared with one. The b spot About page describes the business as a licensed advance-deposit wagering hub, or ADW, authorized to conduct internet wagering in the United States on horse races. The company says it operates under the Federal Interstate Horseracing Act and applicable state laws. The About page also refers to an Oregon multi-jurisdictional license and additional ADW licenses.

The App Store listing says the games are powered by horse racing and that the service is for adults 21 and older. A third-party review (Lines.com, “Horseplay Review (2026)”) also classifies Horseplay as an ADW service rather than a sweepstakes casino. That review’s state-law discussion is secondary, and this article does not rely on it for any claim about whether a specific law applies in a specific state.
Why “listed” does not mean “legal for you”
An operator’s availability list answers one narrow question: where the company says it is offering the service. Your own situation depends on several things the list cannot settle for you.

- INTERACTIVE PLUSH RIDING HORSE: A soft, spring-mounted ride on that brings pretend play to life with motion-activated sounds and cozy comfort - perfect for indoor adventures. For ages 2-6, up to 60 lbs.
- 3 LEVELS OF REALISTIC SOUNDS: This toddler riding toy features 3 levels of riding - walk, trot, and gallop - with interactive sounds that change with speed so kids feel like they're on a real horse as they bounce and play.
- SAFE & STABLE BUILD: The innovative steel "X" frame base, patented EZ Climb step for easy climbing on and off, built-in safety straps, and covered springs for pinch protection make this rocking horse stable and safe.
- SOFT DETAILS & ACCESSORIES: The plush coat and padded head invite hugs. Includes a carrot that triggers chewing sounds, a comb for grooming the yarn mane, and a bandana for playful style.
- BELOVED ICON OF PLAY: For over a century, Radio Flyer has inspired joyful play with wagons, trikes, and more. As a Certified B Corp, we create lasting products that spark imagination while caring for future generations.
- Where you physically are when you wagered. Online wagering services generally check location at the time of play. A state on the list does not help if you are outside it or if the app cannot confirm your location.
- Your age. The listing states 21 and older. Confirm the current minimum in the terms you accept at signup.
- The current terms. Eligibility, account rules and supported activity can change. The listing is a snapshot, and the operator’s current terms control what your account can do.
- Your state’s own rules. Gambling law changes, and a state’s position on horse-race wagering may differ from its position on casino games. Check your state’s gaming regulator or official statute before you rely on any conclusion.
Money checks for an advance-deposit account
Because this is an advance-deposit service, you fund an account before you wager. That changes the financial risk compared with paying per bet, so review these points before your first deposit:
- Find the deposit, withdrawal and fee sections in the current Horseplay terms, not just the marketing pages.
- Note how and when withdrawals are processed, and whether any withdrawal limits or verification steps apply.
- Decide on a fixed monthly amount you can lose without affecting bills or savings, and do not top up the account to chase losses.
- Keep a record of deposits, wagers and withdrawals. Your bank or card statements will show deposits, but a separate log makes it easier to reconcile your account.
- If you move to a state that is not on the list, stop using the account until you have confirmed its status in your new location.
The b spot to Horseplay transition
If you searched for b spot, you are in the right place. The b spot homepage says: “Looking for the bspot igaming site? We’ve moved to Horseplay!” The iGaming destination now runs under the Horseplay name. The company describes b spot itself as the ADW hub, so you may still see both names used for the same operator. Use the current Horseplay terms when you create or access an account.

What the company’s own claims do not establish
The Horseplay product page says the service launched in April 2024 and cites payouts of $25,000,000 or more per month. These are operator-published promotional figures. They are not independently audited, and this article does not treat them as evidence of performance or safety. The homepage’s figure of 120 million-plus U.S. players is a marketing statement about potential players, not verified market data.
Nothing in the operator’s materials establishes that every form of play is lawful for every person in every listed state. Treat the 18-state list as the starting point for your own check, not the end of it.

Quick checklist before you sign up
- Confirm your state is on the operator’s current list.
- Confirm you are 21 or older.
- Read the current Horseplay terms, including deposit, withdrawal and location rules.
- Check your own state’s gambling statute or gaming regulator for horse-race wagering.
- Set a loss limit you can afford before you deposit.
Pulling these checks together, the answer to “where is Horseplay legal” is: the operator says it is licensed and live in 18 states, but whether it is legal for you depends on your location, your age, the current terms and your state’s rules, and only you can confirm those on the day you play.
Gambling law, licensing and terms change. Recheck the operator’s current pages and your state’s official sources before depositing.
