Was September 23 a public holiday in Saudi Arabia?
Yes. The 2025 public-holidays notice from Saudi Air Navigation Services, under the General Authority of Civil Aviation, listed “NATIONAL DAY — 23 SEP 2025 — 1 DAY.” The date fell on a Tuesday, so the Friday and Saturday substitution rules did not apply.
The Saudi Central Bank’s holiday guidance says National Day is September 23 each year. If National Day or Founding Day falls on a Friday, the holiday is observed on Thursday; if either falls on a Saturday, it is observed on Sunday.
