Why are people talking about EPA “gold bars”?
In a video that circulated in December 2024, former EPA special adviser Brent Efron described officials trying to move money quickly before a new administration took office. He said it felt like “we’re on the Titanic and we’re throwing, like, gold bars off the edge.” The gold bars were a metaphor for money, not bullion.
The Washington Post reported that the grant awards had been announced months before the video and cited a former EPA official who said Efron had no role in evaluating or selecting recipients. What was the $20 billion for?
Congress created the Greenhouse Gas Reduction Fund (GGRF) in the 2022 Inflation Reduction Act. The EPA selected eight groups to receive about $20 billion in total for financing clean-energy and climate-related projects, including pollution reduction and environmental-justice work, according to the Associated Press. What did the EPA say it found?
On February 13, 2025, EPA Administrator Lee Zeldin said roughly $20 billion in taxpayer funds had been “parked at an outside financial institution” by the previous administration. He called for ending the financial-agent arrangement and returning the fund balance to the Treasury, and said he would refer the matter to the Inspector General and Congress. On March 3, EPA said it had formally referred concerns about the GGRF to the acting Inspector General and described concurrent Justice Department and FBI investigations. What happened to the grants?
On March 11, 2025, the EPA announced that it had notified recipients of grants under the National Clean Investment Fund and Clean Communities Investment Accelerator that their agreements were terminated. EPA said it planned to re-obligate lawfully appropriated funds with enhanced controls. Recipients disputed the freeze and terminations in court.
The Associated Press reported that three recipients challenging the freeze included Climate United Fund, the Coalition for Green Capital, and Power Forward Communities. Climate United said the freeze denied it access to $7 billion; that is the recipient’s claim about its award and access, not a finding that $7 billion was lost or improperly spent. What have courts decided?
In the litigation, a lower court blocked the grant terminations, but an appeals-court majority overturned that decision, according to the Associated Press. Judge Cornelia Pillard dissented, arguing that EPA’s actions were unprecedented and unfounded. Her view was a dissent, not the majority holding.
These were procedural rulings about the government’s actions and the recipients’ challenges. They are not criminal findings that a grantee committed fraud.
