Apple’s unified EU developer terms took effect on October 1, 2026. Alternative marketplaces and authorized developer websites are available for app distribution on iOS and iPadOS in the EU; these options are not a worldwide change or a general opening of every Apple device to sideloading.
What has changed—and who is affected?
Apple says it has changed iOS, iPadOS, Safari and the App Store in the EU since 2024. For users, the most visible changes are the possibility of installing apps through an alternative marketplace or, in qualifying cases, directly from an authorized developer’s website. Developers also have additional payment and browser-engine options under Apple’s EU rules.
Scope matters. Apple’s current support materials describe alternative marketplaces and Web Distribution for iOS and iPadOS. Payment and business terms apply to EU storefront apps across several Apple operating systems. These are EU arrangements, not a change to app distribution everywhere Apple sells devices.
When Apple announced its initial implementation in January 2024, it said the capabilities would become available in the EU’s 27 member countries beginning in March 2024 and described more than 600 new APIs. Those figures describe Apple’s announced implementation work, not the number of available stores, apps or users.

How can people install apps outside the App Store?
Alternative marketplaces
An alternative marketplace is a dedicated marketplace app connected to a website and server. Its operator must be authorized by Apple and accept responsibilities for matters including app discovery and distribution, moderation, fraud monitoring, transparent data practices, legal compliance, intellectual-property disputes, user support and payment disputes. Apple describes its MarketplaceKit capabilities as supporting marketplace operation; developers can also allow marketplaces to receive update notifications, which may support features such as automatic updates. Direct website distribution
In the EU, an authorized developer can distribute notarized iOS and iPadOS apps directly from its website through Web Distribution. This is not an unrestricted download route: Apple’s authorization and notarization framework still applies.

Notarization still applies
Apple describes notarization as a baseline review for apps distributed through any channel. Alternative distribution therefore changes who provides the storefront and handles certain responsibilities; it does not mean Apple has stopped reviewing apps. Apple says marketplace operators, rather than Apple, handle marketplace support and refund responsibilities.
What do Apple’s current EU terms mean for payments and fees?
Apple’s updated Developer Program License Agreement introduced unified EU terms effective October 1, 2026. They replace the earlier Core Technology Fee model with a Core Technology Commission for covered digital transactions outside the App Store, and eliminate the Initial Acquisition Fee and Store Services Fee described in the previous terms. The table summarizes rates Apple publishes; eligibility and transaction scope determine which rate applies. These are Apple’s terms, not a calculation of which option costs less for a particular developer. Read Apple’s current EU app terms for the detailed conditions.

The 5% Core Technology Commission is tied to covered digital transactions under Apple’s terms; it is not a charge on every download. The commission for an out-of-app offer is also distinct from the rate for an alternative payment processed inside an app.
What should users know about payment choices?
An EU app may offer Apple In-App Purchase and an alternative payment method together. If both are presented, Apple’s guidelines require Apple In-App Purchase to appear at least as prominently as the other option. Developers choosing payment options must maintain that choice for 12 months.

When a developer uses an alternative payment method, it is responsible for customer support, purchase history, refunds and subscription-management issues arising from that transaction. Apple’s guidance also sets additional protections for younger users: Kids category apps cannot provide website purchase offers, and alternative purchase flows for children and teens require parental gates under specified age rules.

The Digital Markets Act (DMA) is the EU framework at the center of the dispute. On April 23, 2025, the European Commission found Apple in breach of the DMA’s anti-steering obligation and fined it €500 million. The Commission said developers should be able to tell customers about offers outside the App Store, direct customers to those offers and allow purchases. Its finding concerned restrictions on developers’ ability to benefit from those alternatives. The fine was a regulatory penalty, not compensation paid to consumers. The Commission’s announcement is available in its decision notice.

The Commission’s 2026 report says Apple appealed the decision and that the annulment action was pending when the report was written. The decision and fine are therefore established Commission actions, but the cited report does not say the appeal has been resolved. See the Commission’s 2026 DMA report.
Apple has framed its changes around security and user experience. In its January 2024 announcement, Apple Fellow Phil Schiller said, “Our priority remains creating the best, most secure possible experience for our users in the EU and around the world.” That is Apple’s stated rationale, not an independent assessment of the safety of alternative distribution.
What has—and has not—been established?
Apple’s published materials establish its current terms and distribution rules, and the Commission’s materials establish its enforcement decision and the reported status of Apple’s appeal. Those sources do not establish how many consumers use alternative marketplaces or demonstrate a measured effect of the changes on prices, security or competition. It would be premature to conclude from these rules alone that EU users have broadly switched stores, that prices have fallen, or that security has improved or worsened.
For a developer comparing routes, the relevant questions are who controls discovery and updates, what authorization or review applies, who handles support and refunds, what reporting is required, and which commission applies to the particular transaction. A meaningful cost comparison would also have to account for processor charges, taxes, support costs and the developer’s circumstances; the headline commission alone cannot establish which route is cheaper.
