Western Australia’s Metro Inner Development Assessment Panel unanimously approved Woolworths’ proposed online-order fulfilment centre at 499 Alexander Drive, Mirrabooka, on 6 August 2024. It was approved as a warehouse for picking and dispatching online grocery orders—not as a supermarket where customers shop inside. The approval does not confirm that the centre has since been built or opened.
What the planners approved
The application, DAP/24/02655, covered Lot 803 at 499 Alexander Drive. The official minutes record a unanimous vote for an alternative motion to approve the proposal. The panel found it consistent with the planning framework and local context, including the Malaga Industrial area, and said it would not negatively affect residential areas to the north and south. The Department of Planning, Lands and Heritage publishes DAP agendas and minutes; the meeting record is the primary source for the decision.
The approval was a planning decision subject to conditions. It was not evidence that construction was completed, that the site commenced trading, or that its proposed showroom tenancies opened.
What was planned for the site
The application described a commercial warehouse alongside showrooms and a drive-through fast-food outlet. PerthNow reported a development value of $23.8 million and described the warehouse as 7,800 square metres. The applicant’s DAP submission specified a 7,850-square-metre customer fulfilment centre, plus 650 square metres of office space. These are differently attributed project figures, not a basis for treating one as a confirmed final built area.

How Woolworths said the fulfilment centre would work
At the time of approval, Woolworths regional development manager Terry McCoy described bulk deliveries arriving from a distribution centre, followed by staff or contractors picking and packing online orders. He said the facility was intended to handle larger next-day home-delivery orders and that customers would not enter the warehouse.
The planned direct-to-boot bays were described as a collection option for customers and as a potential service point for third-party delivery operators such as Uber Eats or Deliveroo. Those details explain the proposal as reported in 2024; they do not establish which services, if any, operate at the site now.

What is known about the site and approval conditions
PerthNow reported that the site was west of the Malaga industrial area and about 500 metres from residential properties. It also reported that the land had been used as landfill from 1977 to 1997. In that account, the Department of Water and Environmental Regulation considered an adjacent lot contaminated, not the subject lot; the applicant was not required to implement the landfill-gas mitigation measures discussed in the planning process. This reporting should not be read as a general environmental-safety finding about the site.
PerthNow also reported that an initial recommendation included limits on delivery and service vehicles overnight and in the early morning. The panel approved a City of Stirling alternative motion that changed the conditions and removed those restrictions. The official minutes record the approval and the panel’s planning rationale.

Has the Mirrabooka centre opened?
The available approval-era material does not confirm that the centre is open or operating. The applicant’s schedule anticipated seeking a building permit and starting construction in 2024, continuing construction through 2024–25, and completing the project and commencing trade in 2025–26, subject to approvals and conditions. That timetable was a forecast, not proof that any milestone occurred. The occupancy of the three proposed showroom tenancies is likewise unconfirmed.
