Choose a space situational awareness (SSA) provider by testing whether its data, coverage, delivery times, and support fit your mission—not by comparing broad claims or catalog size alone. First define the decisions the service must support, then require evidence against your orbit, maneuver timeline, and operational needs. Public sources describe useful requirements and evaluation approaches, but do not establish a best commercial provider or comparable provider pricing.
Define the service your mission needs
“Space situational awareness” can describe several different services. Before requesting proposals, write down the orbit regimes and assets in scope, the mission lifetime and maneuver cadence, and the consequences of a missed or late alert. Specify whether you need routine conjunction screening, launch collision avoidance, broader object surveillance and tracking, object characterization, orbital event notifications, maneuver planning, sensor tasking, or an integrated operational picture.

The UK cross-government Space Domain Awareness requirements span capabilities beyond collision screening, including tracking, characterization, event monitoring, analytics, data delivery, and resilient operations. They are government requirements intended to inform industry and future procurement, not evidence that a particular commercial supplier meets them.

Map each need to an operational decision
For every requested service, name the decision it must support and who makes it. A conjunction alert, for example, is not the same as a collision-avoidance recommendation or an executed maneuver. Specify where the provider’s responsibility ends and the spacecraft operator’s begins.

Understand what the provider actually supplies
Ask which service elements the provider performs itself and which rely on external commercial, government, or other data sources. Ask what happens if a sensor or feed becomes unavailable, and whether the provider can continue the service with alternate inputs. This is a due-diligence question arising from the system-of-systems and resilience needs described in UK requirements, not a claim that any specific supplier has a dependency problem.
Evaluate orbit data, uncertainty, and provenance
For conjunction analysis, ask for the definitions and lineage of both inputs and outputs. NASA’s Conjunction Assessment Risk Analysis (CARA) service describes receiving ephemeris and covariance data—including planned maneuvers within the file span—and screening ephemerides against a high-accuracy catalog before risk analysis. NASA’s Small Spacecraft Systems Virtual Institute notes that operator GNSS data and maneuver plans can help a third-party provider produce predicted ephemerides with realistic covariance.
Do not treat a catalog position as enough
A Two-Line Element set (TLE) can be useful for general tracking, but NASA’s Small Spacecraft Systems Virtual Institute says TLEs are not accurate enough for conjunction assessment and do not include the covariance needed to compute probability of collision. Ask providers to explain what data and uncertainty representation they use for the specific operational service you are buying.

Ask how uncertainty changes the assessment
Request details on ephemeris source and generation method, covariance treatment, maneuver ingestion, update cadence, quality checks, uncertainty bounds, and traceability to contributing observations. Also ask how the provider handles false alerts and revises an assessment when new tracking or maneuver information arrives. UK SDA requirements call for quality assurance, audit trails, uncertainty information, and use of sensor bias and accuracy information. One requirement states that generated data, products, and artefacts should be accompanied by appropriate uncertainty information.
Match coverage and update cadence to your orbit
Request evidence for the exact orbit regimes and object classes your mission cares about, along with documented coverage gaps, expected observation or update cadence, and how coverage changes during outages or adverse conditions. UK requirements address region-specific expectations across LEO, MEO, HEO, GEO, cislunar space, and beyond-Earth-orbit cases. Those requirements describe government capability needs; they do not prove that a commercial provider covers those regions or meets the requirements.
Ask for historical and operational evidence relevant to your altitude, inclination, and time horizon. Require the provider to define what it means by coverage, track quality, and track-to-catalogue association. UK requirements include track-to-catalogue association, uncertainty-aware data management, and continuous data acquisition with appropriate redundancy. Treat a supplier’s coverage statements as claims until supported by evidence that matches your mission.

Test alert timeliness and decision support
Set refresh and alert deadlines from your mission’s actual maneuver process. Ask for normal and event-driven latency, service availability, alert channels, escalation coverage, analyst response times, and a clear handoff from alert to decision support. The UK requirements call for minimal data or product delay and timely event warnings, as well as human-readable decision products and user training.
NASA CARA illustrates why “we send alerts” is not a complete service description: its workflow includes conjunction screening, risk analysis, and collision-avoidance support with mission planning and execution. NASA describes analyst involvement for high-risk events and transfer of screening results on schedules that vary by orbital category. Ask what support follows an alert, what response time is committed, and which decisions and actions remain the operator’s responsibility.
Check integration, governance, and continuity
Include technical and operational requirements in the procurement specification, not only in a later implementation plan. UK SDA requirements address data standards, interface-control documentation, quality assurance, audit trails, uncertainty, storage, access controls, interoperability, resilience, automation with possible human intervention, and training.

- Interfaces: confirm formats, integration paths, interface documentation, and how the service fits existing mission systems and workflows.
- Governance: define access controls, security and classification boundaries, data rights, retention, archived-data access, and auditability.
- Continuity: identify dependencies and single points of failure; ask how loss of a sensor or feed affects delivery, how recovery is measured, and what redundancy exists.
- Exit and portability: establish whether you can export the data and analysis needed to maintain operations if the contract ends or the service changes.
- People and process: clarify training, support coverage, analyst involvement, and how automation can be escalated to human review.
These are procurement checks derived from published resilience and data-management requirements, not findings about any individual provider.
Build a mission-specific provider scorecard
Use the same questions and evidence standard for every bidder. Weight or classify requirements according to mission consequences; a weakness in a mission-critical alert deadline should not be hidden by strengths in unrelated features. Separate mandatory acceptance criteria from comparative preferences.

Use a pilot or acceptance test to verify claims
Where feasible, run a mission-relevant pilot or acceptance test before relying on the service operationally. Give bidders a consistent scenario and define success criteria in advance. Request sample outputs, provenance and uncertainty fields, alert timelines, historical cases, interface demonstrations, support commitments, documented performance definitions, and independent evaluation results where available.

NOAA’s Office of Space Commerce described a commercial conjunction assessment screening (CASS) pilot in an update published September 8, 2025. The effort includes evaluation of provider data and an independent data-quality-monitor role. It is evidence of a public-sector evaluation effort, not an endorsement of any provider or proof of provider performance for a particular mission.
ISO 23705:2026, “Space systems: Identifying, evaluating and avoiding collisions between orbiting objects,” can serve as a standards reference point. Ask suppliers to identify applicable clauses and show evidence of conformity or alignment. The ISO public listing indicates that the standard includes requirements related to SSA systems and providers, but only informative sections are publicly available on that listing; the listing itself is not the complete set of requirements.
Keep claims, evidence, and contract commitments distinct
Commercial provider performance, pricing, contracts, and service availability are not established by the public sources described above. Obtain those details directly from each bidder and put material service commitments into the contract. A government requirement, a public pilot, or a standards listing can guide questions, but none substitutes for mission-specific evidence and acceptance criteria.
