What to Know About Warren and Moreno’s Social Security Payroll-Tax Cap Proposal

How does the proposal relate to Social Security’s funding outlook?

ABC News reported that the 2026 Trustees outlook projected reserve depletion in 2032 under its reported baseline, or in 2034 if the old-age and disability funds were combined. Those are projections, not guaranteed deadlines, and they describe the program’s funding outlook—not the effect of Warren and Moreno’s proposal. What is the proposal’s legislative status?

In a joint statement dated June 23, 2026, the senators said they were working together on legislation. ABC News reported on July 2, 2026, that legislation reflecting the proposal had not been introduced by that date. These are dated status reports; the available sources do not establish what happened after July 2. Treat the idea as a proposal, rather than enacted law or an introduced bill, based on that reporting.
