What to Do When a Shipment Is Delayed by Port Congestion or a Blocked Sea Lane

A practical guide to checking a delayed shipment, weighing rerouting against waiting, reviewing charges and documents, and protecting the delivery plan.

Ask the ocean carrier or freight forwarder for a dated status, the vessel’s route and cargo status, the next milestone, and a revised ETA range. Then compare waiting, rerouting, or another discharge port by end-to-end delivery time and total added cost—not sailing time alone. Before approving a change, get the costs and authorization in writing, check the shipment and insurance documents, and coordinate with the broker and receiving warehouse. A delay or blocked route does not, by itself, establish who owes extra charges or whether a loss is insured.

What should I do first if my shipment is delayed at port?

Contact the party that booked the freight, the forwarder, or the ocean carrier using the booking or container number. Ask for information tied to a date and time; an undated tracking milestone or estimate may no longer reflect the plan.

  • What is the vessel’s current position and route? Is it waiting, diverted, or calling at another port?
  • Is the container still on board, or has it been discharged? If discharged, where is it and whether is it physically accessible?
  • What event caused the delay, and what is the next scheduled milestone?
  • What is the revised ETA range to the actual destination, what assumptions does it depend on, and when will it be updated?

Carrier websites can help track milestones, but confirm a material schedule change directly with the responsible carrier or forwarder. Use the confirmed ETA to update the people relying on the cargo rather than circulating an unverified estimate.

Can I reroute the container or choose another option?

Ask the carrier or forwarder which options are actually available for this booking. They may include waiting for the existing service, transshipment, discharge at another port followed by inland transport, cancellation and rebooking, or arranging an alternative mode for urgent replacement cargo. Availability, customs feasibility, capacity, and contract terms can rule out an option that sounds faster in theory.

Option What to compare before deciding
Keep the current booking and wait Revised end-to-end ETA and confidence in the next update; possible storage or other delay-related charges.
Transship or change the sea route Whether the carrier can execute the change, the new arrival estimate, extra freight, handling, and the risk of another connection delay.
Discharge at another port and move inland Customs and regulatory feasibility, terminal and storage charges, drayage or rail/truck cost and capacity, and the revised door-to-door ETA.
Cancel/rebook or send replacement cargo by another mode Whether cancellation or rebooking is permitted, the cost and availability of replacement transport, and whether it arrives in time to solve the business need.

Request an itemized written estimate for incremental freight, storage, terminal handling, customs or broker work, and inland transport. Compare total landed cost and delivery time, as well as cargo-handling risk and who has authority to approve the change and bear its cost. A faster alternative is not automatically cheaper or contractually available.

Carriers’ contracts may provide options when disruption affects a route. For example, Hapag-Lloyd’s January 2024 bill-of-lading terms describe alternative routing with additional freight, suspension and storage with costs, and delivery at another place with related charges in specified circumstances. That is an example of one carrier’s terms, not a universal rule. Read the version incorporated into the actual shipment documents before assuming the carrier can or must take a particular action.

Who pays the extra costs, and is the delay insured?

Do not infer responsibility from the word “congestion” or from the fact that a sea lane is blocked. The sale contract, agreed Incoterm (including its named place and version), bill of lading, booking confirmation, and carrier tariff may allocate risk and charges differently. UNCTAD’s discussion of maritime transport and port terms likewise emphasizes that contractual terms affect risk allocation.

Collect the documents and check clauses on route changes, alternate ports, notices, delivery, free time, demurrage, detention, storage, additional freight, claim deadlines, and dispute procedures. Ask the carrier or forwarder to identify the contract basis for a proposed charge or change; obtain the explanation and your approval record in writing.

If cargo is high-value or sensitive, contact the insurer or broker promptly if there is actual or threatened physical loss, a temperature excursion, or a policy notice deadline. Ask whether the specific event and cost at issue are covered under the policy. Ordinary delay or loss of market value should not be assumed to be insured; policy wording and the facts control.

What if demurrage or detention charges are accumulating?

Once a container has arrived or may be available, get written confirmation of when it is physically accessible, when free time starts and ends, any required pickup appointments, the earliest return date, and the location for returning the empty container. Availability notices, free-time clocks, appointment slots, and empty-return instructions can all affect what happens next.

Keep terminal and carrier notices and record failed pickup or return attempts, with dates and reasons. Check an invoice against the applicable tariff, the shipment documents, and local law; raise apparent errors promptly through the stated process and retain the supporting record.

For ocean carriage within the scope of U.S. law, the Federal Maritime Commission (FMC) explains that a demurrage or detention invoice that does not comply with the Ocean Shipping Reform Act’s billing requirements does not permanently remove the recipient’s obligation: the charges may be invoiced again on a compliant bill. Whether that framework applies depends on the statutory definition and movement. The FMC’s supply-chain bottlenecks material also discusses container availability, free time, empty returns, and earliest return dates; its proposals and recommendations should not be mistaken for binding universal requirements.

How should I protect the delivery plan and cash flow?

Tell the receiving warehouse, customs broker, procurement or production team, and buyer the current ETA along with its source and timestamp. Recalculate inventory cover and any production, launch, or customer commitments that depend on the cargo. If another route or replacement shipment is being considered, compare its full incremental cost with the likely cost of waiting and the financial effect of arriving later.

Escalate handling checks for perishable, temperature-controlled, regulated, or high-value goods. For reefer cargo, ask the carrier or terminal about monitoring data and power and handling arrangements. Set a specific time for the next status update so decisions are based on a refreshed estimate rather than an old one.

What records should I keep?

Maintain one dated file containing the original booking, bills of lading, status messages, route-change and alternate-discharge notices, revised ETAs, cost estimates, approvals, terminal availability evidence, invoices, and records of attempts to collect or return equipment. Include relevant cargo-condition records and communications with the carrier, forwarder, broker, insurer, and warehouse. A clear timeline helps the business make decisions and supports any later invoice, insurance, or contractual discussion; delay alone does not prove carrier liability or an insurance claim.

What do the recent shipping disruption figures tell me?

UN Trade and Development’s (UNCTAD) Review of Maritime Transport 2024 described Red Sea/Suez diversions around the Cape of Good Hope and Panama Canal restrictions as examples of chokepoint disruption. The report said about 10% of world maritime trade by volume and 22% of containerized trade crossed the Suez Canal annually, while around 3% of global maritime trade volume used the Panama Canal. Those are reported trade shares, not a forecast for any one cargo movement.

UNCTAD reported that by June 2024, rerouting away from the Red Sea/Suez route had increased global vessel ton-mile demand by 3% and container-ship demand by 12% relative to demand absent rerouting. In the same 2024 overview, ship transits through the Panama and Suez canals were each down by more than half by June 2024 relative to separate peaks: December 2021 for Panama and May 2023 for Suez. These dated network measures do not establish current October 2026 route conditions or an individual container’s ETA.

UNCTAD’s Review of Maritime Transport 2025, published 24 September 2025, reported that between December 2023 and March 2024 average port waiting time rose 23% to 6.4 hours in developed economies and 7% to 10.9 hours in developing economies. That is historical context for port strain, not a current waiting-time estimate. UNCTAD also identifies longer routes, extra fuel, crew, chartering and insurance costs, additional emissions, and schedule and network disruption as possible consequences of rerouting; their scale depends on the route and period.

Are there special rules for U.S. government cargo?

Some government-impelled U.S. cargo is subject to cargo-preference requirements that do not apply to ordinary commercial cargo in the same way. The U.S. Maritime Administration lists 100% U.S.-flag carriage for military cargo and at least 50% for covered civilian-agency and agricultural cargo. If the shipment falls into one of those categories, confirm the applicable requirements before changing the carrier or route.
