What to Do If Your Social Security Benefit Won’t Cover Your Living Costs

A practical guide to measuring a monthly shortfall and checking federal, state, and local assistance without assuming you qualify.

If your Social Security check does not cover essentials, first measure the monthly gap, then check separately for needs-based cash assistance, food and health programs, and state or local help. A low Social Security benefit does not automatically qualify you for another program, but it is worth checking each option against your household’s circumstances.

This guide is for people in the United States whose Social Security income—such as retirement or disability benefits—falls short of monthly expenses. Social Security benefits and Supplemental Security Income (SSI) are different programs. SSI is needs-based, and a Social Security payment can count when SSI eligibility and payment are determined. Food, health, and local assistance have their own rules, too.

Start by finding the size of the shortfall

Before applying for help, write down what comes in and what must go out each month. The aim is not to create a perfect budget; it is to see which expenses are putting the most pressure on the household and to have specific figures ready when you contact an agency.

Make a one-page monthly snapshot

  • Income: record the Social Security amount you actually receive, when it arrives, and any other household income.
  • Housing and utilities: list rent or mortgage payments, utility bills, and any amount currently overdue.
  • Food: estimate grocery costs for the household rather than relying on a national average.
  • Health costs: note Medicare or other premiums, prescriptions, and other recurring out-of-pocket costs.
  • Other bills due: include debts and essential expenses that have a payment deadline.

Subtract the money available from the bills and essentials due for the same period. Note both the total gap and the expense that is most urgent. If a cost changes from month to month, use the amount due now and mark it as variable instead of treating it as a fixed monthly figure.

Keep the figures useful when you call

Have recent benefit and bill information to hand if available. Write down the agency or office you contacted, the date, what you were told, what documents or next steps it requested, and any application deadline it gives you. This is an organizing method, not an official Social Security worksheet or a guarantee that an application will be approved.

Check whether SSI could provide additional cash

Supplemental Security Income is a separate, needs-based federal program administered by the Social Security Administration (SSA). SSA says SSI serves people with little or no income and resources who are age 65 or older, blind, or disabled. Social Security payments are among the income sources considered. Eligibility and the amount payable depend on the person’s facts, so a modest retirement or disability check alone does not establish that someone qualifies.

How to take the next step

  1. Contact the Social Security Administration and ask to be screened for SSI based on your age or disability status, income, resources, and living arrangement.
  2. Explain all income, including your Social Security benefit, and answer questions about your household and where you live. Do not assume a particular income or resource will be treated a certain way without asking SSA.
  3. Ask what information SSA needs, how to apply, and how to check the status of an application. Keep a note of the answers and any requested follow-up.
  4. If your income, resources, or living arrangement changes, ask SSA how and when to report it and how it may affect your payment.

SSI calculations can be affected by living arrangements and some forms of shelter support. SSA also changed its in-kind support rules so that food stopped counting in those calculations effective September 30, 2024. That change is not a reason to guess what a particular household will receive: explain your actual circumstances to SSA and ask how current rules apply.

Check food and health coverage through the relevant agencies

Having limited Social Security income does not by itself determine eligibility for SNAP or Medicaid. These programs consider their own criteria, and the route to apply can differ by state. Ask the state agency to assess your household rather than relying on a general rule or another person’s experience.

SNAP for grocery costs

SNAP helps eligible households with food costs. Contact your state SNAP agency to ask how to apply and what household, income, and other details it needs. SSA offices may also provide information to people applying for or receiving SSI. If you already receive SSI, ask whether that changes how your state handles your SNAP application; do not assume it means automatic enrollment.

A historical figure can help explain why this is worth checking, but should not be mistaken for a current benefit estimate: an SSA blog post published in 2024 reported an average SNAP benefit of $105 per month for an older adult living alone, using 2020 data. Your benefit, if eligible, will depend on current rules and your circumstances.

Medicaid and SSI

Medicaid provides health coverage for eligible people. In most states, access to Medicaid is linked to SSI, but some states require a separate application. Contact your state Medicaid agency to confirm whether you need to apply separately and how it evaluates your household. Do not infer that an SSI decision guarantees a particular Medicaid result in every state.

If you have Medicare, ask about help with premiums and prescriptions

Medicare beneficiaries facing high premiums or prescription costs can check two different kinds of assistance. Medicare Savings Programs are administered through state medical assistance offices; Extra Help is a federal program for eligible Medicare Part D enrollees with limited income and resources. One program does not replace the need to ask about the other.

Medicare Savings Programs

Ask your state, county, or local medical assistance office whether you qualify for a Medicare Savings Program. Depending on the program and eligibility, help may pay Medicare Part A or Part B premiums. The Qualified Medicare Beneficiary (QMB) program also protects enrolled beneficiaries from provider bills for Medicare deductibles, coinsurance, and copayments. State rules and eligibility determine what assistance applies.

When you call, ask which program the office is checking, what costs it may cover, how your state’s income and resource rules apply, and whether you need to submit a separate application. These questions matter because “help with Medicare costs” can refer to different kinds of assistance.

Extra Help for Medicare Part D

Extra Help reduces Medicare Part D prescription costs for people who meet its limited-income and resource requirements. SSA says SSI recipients who have Medicare are eligible without filing a separate Extra Help application. Other people who may qualify can apply online or contact SSA. If you are unsure whether you fit that exception, ask SSA rather than skipping an application based on an assumption.

Look beyond federal benefits for local assistance

Federal programs are not the only possible sources of help. State supplemental payments may be available in addition to SSI, and local public assistance offices may direct people to assistance with food, shelter, clothing, or other personal needs. Availability and eligibility vary by location and household.

If you are trying to find a starting point, SSA identifies three referral routes: your local public assistance office, USA.gov, and 211. Tell the office or referral service what expense is urgent, where you live, who is in your household, and what income is coming in. Ask which program or organization actually takes applications; a referral is not the same as approval or a payment.

It can help to ask whether an option is available in your area, what conditions apply, whether funds or places are limited, and how to apply. If one office cannot help with a particular bill, ask whether it can point you to a different local service. Do not assume assistance is available simply because it exists elsewhere.

Use a benefits screener to find options, not to predict approval

BenefitsCheckUp, identified by SSA as a free tool from the National Council on Aging (NCOA), can help people look for public and private programs and learn about possible next application steps. Treat a screening result as a lead to verify—not a decision on eligibility. Confirm rules and application requirements with the agency or organization that administers the program.

In its May 16, 2024 blog post, SSA said that Social Security provides a stable income but may not cover health care, food, housing, and utilities. The post also reported an NCOA estimate that $30 billion in benefits are left unclaimed annually. That is an estimate attributed to NCOA as reported by SSA in 2024, not a current independently verified count or a prediction of what one person can claim. It does underscore why a screening step may be worthwhile.

Compare the main places to check

Program or resource Expense or need addressed Where to check Key qualification
SSI Monthly cash support Social Security Administration Needs-based; age or disability criteria and income and resource rules apply.
SNAP Groceries State SNAP agency; SSA offices may provide information to SSI applicants or recipients Eligibility and application process depend on household and state.
Medicaid Health coverage State Medicaid agency SSI is linked to access in most states, but some require a separate application.
Medicare Savings Programs Medicare premiums and, under QMB, certain cost sharing State, county, or local medical assistance office State rules and eligibility determine the assistance.
Extra Help Medicare Part D prescription costs Social Security Administration Limited-income and resource rules apply; some SSI recipients with Medicare qualify without a separate application.
Local assistance and referrals Food, shelter, clothing, and other needs Local public assistance office, USA.gov, or 211 Availability varies by location and circumstances.

Ask about interactions before making a decision

Rules for one program can affect another, and a change in income or living arrangements can matter to SSI. Before turning down help, changing an arrangement, or assuming that a benefit will not affect another payment, describe the specific situation to the agencies involved and ask how it is treated. The right answer can depend on details that a general description cannot capture.

  • Ask each office to identify the program it is discussing and the eligibility rules it is applying.
  • Explain the full household situation, including income, resources, and living arrangements when asked.
  • Ask what changes must be reported, how to report them, and when the change could affect a benefit.
  • Keep copies of applications and notices, and record the office’s instructions and any next steps.

SSA’s food-rule change effective September 30, 2024 illustrates why dated guidance needs care: food no longer counts in SSI in-kind support calculations, while some shelter support can still affect payment calculations. For an individual case, ask SSA to explain the current treatment of the particular support rather than using a simplified example.

A practical order for making the calls

If you are unsure where to begin, work from the most urgent expense and use the office responsible for that program. You can check more than one route: food help does not answer a Medicare premium question, and an SSI screening does not establish eligibility for every local program.

  1. Identify the immediate gap: use your monthly snapshot to name the bill or essential cost you cannot meet and when it is due.
  2. Contact SSA about SSI: ask whether your age or disability status, income, resources, and living arrangement merit an SSI application or further screening.
  3. Contact state agencies: check SNAP and Medicaid separately, then ask the state medical assistance office about Medicare Savings Programs if you have Medicare.
  4. Ask SSA about Extra Help: check the application route if you have Medicare Part D and limited income and resources, including whether the SSI no-separate-application rule applies to you.
  5. Check local routes: contact a local public assistance office, USA.gov, or 211 for food, shelter, clothing, and other personal-needs assistance in your area.
  6. Verify every screening result: confirm eligibility, required information, and next steps with the program that makes the decision.

SSA’s benefit programs and the state and local programs discussed here are not guaranteed to cover a particular shortfall. But checking them one by one, with a clear picture of your household and expenses, gives you a concrete way to find out what help may be available and where to apply.
