If your Social Security deposit rose by less than you expected after a cost-of-living adjustment (COLA), first compare your personalized Social Security Administration (SSA) COLA notice with your old and new payment amounts. Look at the gross benefit and each deduction separately: the COLA does not guarantee that your take-home deposit will increase by the same percentage. Medicare premiums, other offsets, benefit-calculation rules and rounding can all affect the final amount. If the notice does not account for the difference, contact SSA; if you received an overpayment notice, use the appeal, waiver or repayment-rate process that matches your situation.
Start with your personal COLA notice
The fastest way to find out whether your benefit changed as expected is to use the notice SSA prepared for you, rather than estimating your payment from the announced COLA or from an average-benefit example. SSA mails COLA notices in December and makes them available online to eligible my Social Security account holders. The simplified notice shows your new benefit amount and deductions. Check the Message Center in your account if you have not received or cannot find the mailed notice. SSA explains the notice and timing in its 2026 benefit-increase announcement.

- Find the December COLA notice, either in the mail or in the Message Center of your my Social Security account.
- Write down the old and new gross benefit amounts shown on the notice. Gross is the benefit before deductions.
- List the deductions shown for each period, including any Medicare premium or other offset.
- Compare the resulting net amounts with your bank deposits, checking that you are comparing the same payment month and benefit type.
- If an amount or deduction is missing or does not make sense, use the contact instructions in the notice or contact SSA for an explanation.
Keep the notice and a record of the deposits you are comparing when you contact the agency. Those details help distinguish a change to the underlying benefit from a change in what is withheld before payment.
Separate the COLA calculation from your deposit
The announced COLA applies to the benefit calculation; it is not a promise that the amount arriving in your bank account will increase by the same percentage. For retirement benefits, SSA starts with a primary insurance amount (PIA) tied to the worker’s earnings record, applies any relevant early- or delayed-retirement factor, accounts for applicable offsets, and rounds or truncates the calculated amount. The resulting monthly increase can differ somewhat from the COLA.

SSA’s Office of the Chief Actuary explains: “Due to the rounding, possible offsets, and final truncation in these steps, the increase in the new monthly benefit amount over the previous amount may differ somewhat from the COLA.” Read the agency’s technical explanation of how a COLA is applied to a retirement benefit if you want to see the calculation stages.
This is why the first comparison should be gross benefit against gross benefit, not the percentage change in your bank deposit. A smaller-than-expected net increase is a reason to check the notice and deductions, but it does not by itself show that SSA made an error.
Check deductions, especially Medicare Part B
A deduction can reduce the amount SSA sends you even when the underlying benefit rises. SSA identifies the Medicare Supplementary Medical Insurance premium—Medicare Part B—as an offset that may be deducted from a Social Security benefit. The standard Part B premium for 2026 is $202.90 per month. People with higher incomes may owe an additional income-related amount, so their premium can be higher. SSA lists current premium information on its Medicare premiums page.

Compare the Part B deduction on the notice with what you expected to pay. A change in the premium, an income-related adjustment, or a change in who pays the premium can affect your net deposit. Do not assume that Part B explains the difference simply because you have Medicare: verify the deduction shown for your own payment. If your question concerns the premium itself, SSA directs people to Medicare information and 1-800-MEDICARE.
Look at any other listed adjustment as well. An overpayment recovery or another offset is separate from the annual COLA. If the notice identifies a deduction you do not recognize, ask SSA what it is and which period it applies to instead of treating it as part of the COLA calculation.
What changed for 2026—and what the dates mean
SSA announced a 2.8% COLA for 2026. The adjustment applies to Social Security benefits paid in January 2026. Increased Supplemental Security Income (SSI) payments begin December 31, 2025. SSA estimated that 75 million people would see an increase in Social Security benefits and SSI payments; that is an agency-wide scope estimate, not a prediction of any individual’s new payment.

Use the dates carefully when comparing deposits. The month a payment is issued and the benefit period it covers are not necessarily the same thing. Compare the payment months identified in your notice or payment record, rather than assuming that the first deposit you checked is the first one reflecting the increase. The 2.8% figure is the announced adjustment, not a guarantee that every person’s net deposit will rise by 2.8%. SSA’s 2026 COLA and payment-timing guidance and 2026 COLA fact sheet provide the agency’s official details.

If your old and new amounts still do not reconcile
Once you have separated gross benefits, deductions and payment timing, contact SSA if the notice still does not explain the deposit. Use the contact details or instructions in your notice, or contact SSA directly. State the payment months you compared, the gross amounts and the deductions shown. Ask which calculation or adjustment accounts for the difference, and keep a note of the date and outcome of the conversation.

- The notice shows the new gross benefit, but the deposit is lower than expected: ask SSA to explain each deduction and any change in the amount withheld.
- The notice and payment record show different benefit amounts: ask which amount is current and whether a separate adjustment or notice applies.
- The change appears to be a Medicare premium: confirm the Part B amount and whether an income-related adjustment applies; for Medicare premium questions, SSA points to Medicare information and 1-800-MEDICARE.
- You have a separate overpayment letter: read its reason, amount and deadline, then use the process that addresses your disagreement or financial circumstances.
Do not compare your payment with a friend’s, a published average or a general online estimate to establish that your own benefit is wrong. Personal earnings records, claiming dates, deductions and other adjustments differ. Your notice and payment record are the relevant evidence for your case.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. If SSA says it overpaid you
An overpayment notice requires a separate decision from the COLA comparison. First identify what you disagree with: whether an overpayment happened, the amount SSA says you owe, whether repayment should be waived, or how quickly SSA proposes to recover it. These are different requests, with different forms.
| Your situation | What to request | SSA form |
|---|---|---|
| You believe there was no overpayment or the amount is wrong. | Appeal the overpayment decision by requesting reconsideration. | SSA-561 |
| You agree an overpayment occurred, but believe it was not your fault and cannot afford to repay it. | Request a waiver. | SSA-632 |
| You agree an overpayment occurred but cannot afford the proposed repayment rate. | Request a different recovery rate. | SSA-634 |
SSA describes these options in its overpayment-resolution guidance and provides the SSA-632 waiver form. Follow the instructions in your letter for the applicable request and supporting information. A waiver is not the same as an appeal: it asks SSA not to collect an overpayment under qualifying circumstances, while an appeal challenges the decision or amount.

Deadlines matter. SSA’s overpayment pages say that a waiver or appeal request made within 30 days prevents collection while SSA decides the request. Check the date and instructions on your actual notice, and act promptly rather than assuming that a general deadline replaces the one in your case.
Recovery policy can also depend on the benefit and the notice. In a March 7, 2025 announcement, SSA said a 100% default withholding rate would apply to new Social Security overpayments after March 27, 2025, while the SSI withholding rate remained 10%; it also described the ability to ask for a lower rate. Those policy figures do not establish the withholding rate for every individual notice. Read your letter and current SSA instructions, and request a lower rate if the proposed recovery is unaffordable. The agency’s overpayment recovery announcement provides the policy context.
A practical checklist before you call or file
- Have the personalized COLA notice and any separate adjustment or overpayment letters in front of you.
- Record the old and new gross benefits, each deduction, the net amounts and the payment months involved.
- Identify whether the difference is in the benefit calculation, a Medicare premium, another offset, or a payment timing issue.
- For an overpayment, decide whether you are challenging the existence or amount, requesting a waiver, or asking for a lower recovery rate.
- Use the contact instructions and deadlines in your own SSA notice, and keep records of communications and submissions.
For 2026, the central distinction is simple: 2.8% is the COLA applied in SSA’s benefit calculation, not a guaranteed increase of 2.8% in the net deposit. The personalized notice is the place to determine what happened in your case; if it does not account for the difference, ask SSA to explain the calculation or adjustment.
