If your insurer says it will end or not renew your fire or flood coverage, first confirm exactly which policy and peril are affected and the date protection ends. Ask the insurer for its reason in writing, then shop for replacement coverage before that date. If ordinary policies are unavailable, your state insurance department can explain local options, including any FAIR Plan or other residual-market program.
First, find out whether the policy is being canceled or not renewed
Cancellation ends a policy before its scheduled expiration. Nonrenewal means the insurer will not continue the policy when its current term expires. The distinction matters because the allowed reasons and notice periods depend on state law and the policy; there is no single nationwide deadline that applies to every homeowner.
- Save or photograph the notice and note the policy number, the stated reason, and the exact date coverage ends.
- Read the notice and the relevant policy pages. Call the insurer or agent to clarify what coverage is affected, and ask for the explanation in writing.
- Keep dated records of calls, emails, notices, bills, and payments. Continue to meet any payment obligations while the policy remains in force.
Do not assume that a notice about one peril means every part of your homeowners policy is ending. Confirm whether the insurer is ending the whole policy, excluding or limiting a particular risk, or declining to renew only a separate policy.
Understand what “fire” and “flood” mean in your policy
Fire and flood are not interchangeable insurance problems. The National Association of Insurance Commissioners (NAIC) says homeowners and renters policies typically cover wildfire damage, while flood damage is generally excluded and requires separate coverage. Your policy wording and endorsements control, so check the actual documents rather than relying on the general rule.

- Fire or wildfire: Ask whether the insurer is ending the homeowners policy or changing the terms that apply to fire or wildfire losses. Check covered causes of loss, exclusions, deductibles, and any endorsements.
- Flood: A standard homeowners policy typically does not cover flood damage. Ask whether your current flood protection is a separate policy and whether it is also being canceled or not renewed. If you need flood insurance, get quotes for a separate policy.
Shop for replacement coverage before the end date
Contact the current insurer or agent promptly, but do not wait for a dispute to be resolved before looking for another policy. Ask a licensed agent or broker to compare available homeowners coverage and, separately, flood coverage if needed. Availability depends on your location and underwriting; a quote is not proof of coverage until the insurer confirms the policy and its effective date.

- Covered perils, exclusions, and any special limits or endorsements.
- Dwelling or building and personal-property limits.
- Deductibles, including any separate or percentage-based deductibles.
- Whether losses are settled at replacement cost or actual cash value.
- Loss-of-use, personal-liability, and other included or excluded protections.
- Premium, payment terms, and the exact effective and expiration dates.
- The insurer’s and agent’s licensing status.
Ask for written quotes and confirm the new policy’s start date before relying on it. Avoid a gap: a replacement policy should take effect no later than the date the existing coverage ends. Keep the confirmation and payment records with your existing policy documents.
If you need flood insurance, compare NFIP and private policies
Flood protection is often a separate purchase. The NAIC describes National Flood Insurance Program (NFIP) residential policies as offering up to $250,000 in building coverage and up to $100,000 in contents coverage, subject to policy terms and limits. It also describes a general 30-day waiting period, with exceptions. Check current terms and the rule that applies to your transaction with the insurer or agent; do not assume a newly purchased policy will cover an imminent loss.

Private flood policies may offer higher limits or broader protection, but they are not automatically equivalent to NFIP coverage. Compare the actual policy language, including exclusions, covered property, deductibles, settlement method, waiting period, and effective date. Ask specifically whether both the building and belongings are covered and whether the limits fit your needs.
If regular insurers will not cover the property
Ask your state insurance department whether your state offers a FAIR Plan, wind pool, market-assistance program, or another residual-market option. These programs are location-specific and may have eligibility rules. A FAIR Plan is generally a last-resort route rather than a direct substitute for every feature of a standard homeowners policy.

Before accepting a residual-market policy, confirm which perils and property it covers, the limits and deductibles, and whether it includes belongings, liability, or loss-of-use coverage. You may need separate policies or endorsements to fill gaps. Ask a licensed agent to explain what remains uninsured.

- Try to resolve the issue with the insurer first and ask for its decision and reasoning in writing.
- If the issue remains unresolved, contact your state insurance department using the contact information on its official website.
- Provide the policy number, notice, relevant policy pages, bills, and dated notes or copies of communications. State clearly what outcome you requested from the insurer.
- Ask the department about any state-specific consumer protections and residual-market options that may apply to your property.
Because the legal rules and available programs vary by state, use the department’s guidance and your policy documents for the answer that applies to your situation.
