Contact the airline—or the agent or partner that issued your ticket—to confirm a rebooking, ask what care is available, and understand your refund options. UAE rules set specific care provisions for certain delays and cancellations, but they do not guarantee every passenger a fixed cash payout.
What to do first when your flight changes
- Check both official status sources. Search your flight number on Dubai Airports’ flight information page and check the operating airline’s website, app, email or text messages. Status can change quickly; save the airline’s notice and note when it arrived and the revised departure or arrival time.
- Follow the airline’s flight-specific instructions before travelling. Do not rely only on a third-party tracker. Dubai Airports generally recommends arriving at least three hours before departure, but a specific instruction from your airline about a disruption may change your plan. Confirm whether a replacement flight is actually ticketed before going to the airport or changing your arrangements.
- Contact the airline and, if relevant, the ticket issuer. Ask the operating airline about rebooking, care and refund choices. If you booked through a travel agent or partner, contact that company too: it may need to process a change or refund. Dubai Airports directs passengers to their airline for rebooking information. See its airport FAQs.
- Ask what a refund means before accepting it. A refund may not be cash. For example, flydubai says eligible refunds following qualifying disruptions may be issued as a flydubai voucher. Check the terms for your flight and ask whether accepting a voucher affects other options.
- If you are stranded, ask staff about immediate care. Ask what meals, refreshments, communication access, accommodation or transport apply to your delay. Keep receipts and written replies, but do not assume every expense will be reimbursed.
- Explain any connection clearly. Tell the airline whether the affected itinerary is on one booking or consists of separate tickets, and whether you have already missed a connection. Ask the airline to confirm in writing what it will protect or rebook.
What care UAE rules specify for delays
The UAE General Civil Aviation Authority’s Passenger Welfare Program, CAR-PWP Issue 02, applies to commercial air transport operators flying from or to UAE airports and to UAE airport operators. For disruptions at airports outside the UAE, local rules apply. The program sets care requirements, not a universal cash-compensation schedule.
The thresholds below are measured from the scheduled departure time. The program distinguishes waiting in the terminal from a delay on board the aircraft.

These are provisions in the GCAA program; the precise situation, including whether you are held in the terminal or on board, matters. If the care described is not being offered, ask airline staff to explain what applies to your flight and request their answer in writing. What happens if the flight is canceled
Under the GCAA program, passengers should be told about a cancellation as soon as practicable and offered appropriate care. The program calls for carriage, with baggage, on another flight with available space as soon as practicable, and an option for a return flight or re-routing within a reasonable time. Re-routing on another airline is subject to availability; another mutually agreed means and class of carriage may also be used.
The program says its cancellation welfare provisions apply to transit flights and to flights not originating in the passenger’s city of residence or domicile. It defines eligibility for this cancellation welfare as a cancellation within 48 hours of scheduled departure. That 48-hour definition relates to this welfare provision; it should not be treated as a ruling on every contractual or other legal right you may have.

Ask the airline to set out the available route, timing, baggage arrangements and care. If you are connecting, ask it to confirm how the cancellation affects the rest of your booking rather than assuming a separate ticket is covered.
Airline options are not all the same

These are airline-published processes, not rules that automatically apply to another carrier. An airline’s general help page may also contain dated operational notices. Check the live flight-specific status rather than relying on an old advisory. Emirates’ flight status and booking page also directs direct-booking customers to its refund form and customers booked through agents to their agent.

When other passenger rights may apply
Your rights can depend on the operating airline, who issued the ticket, departure and arrival countries, where the disruption occurred, whether connecting flights are on one booking, the length and type of delay, and whether the flight was canceled or merely rescheduled. UAE care rules do not establish that every delayed or canceled flight in Dubai earns fixed cash compensation.
Some legal regimes apply because of a flight’s route, not simply because Dubai appears on the itinerary. For example, Emirates publishes conditional cancellation provisions for flights departing from EU airports, including reimbursement or rerouting and, in some circumstances, care or compensation. Exceptions and eligibility conditions apply. Do not assume those EU provisions apply to a flight just because it connects in Dubai or arrives there. Check the itinerary and the relevant Emirates cancellation notice.

For a claim or a firm answer, have your booking confirmation and disruption notice ready. Identify the operating airline and ticket issuer, list each affected flight and its departure and arrival countries, and note whether all sectors are on one reservation. Keep records of the delay, cancellation, staff instructions and expenses. Dubai Airports says injury or property-damage claim questions should be directed to the relevant insurer in its airport FAQs; review your own policy wording before assuming it covers disruption costs.
