What to Do If Your ETF Investments Fall in Value

An ETF loss alone does not tell you whether to sell. Review the fund, your portfolio allocation, trading costs, and personal goals before acting.

If an ETF you own has fallen, do not decide to sell from the loss figure alone. First identify what fell and why, check the fund’s current holdings and strategy, and compare its risk with your goals, time horizon, and overall portfolio. Then consider whether to hold, rebalance, or sell in light of taxes and trading costs. A decline is important information, but it is not by itself a complete investment decision.

Start by finding out what actually fell

Check whether the drop is in one ETF or in the total value of your investment account. Those are different problems: one fund can fall while other holdings rise, or several parts of a portfolio can decline together. Identify the dates or periods being compared, too. A change over a week does not describe the same thing as a change over several years.

An ETF owns a portfolio of assets, and its value can fall when the securities it holds lose value. The fund’s objective and holdings help explain what exposure you own; the fact that something is an ETF does not mean its value cannot decline. Past performance also does not predict future returns. The U.S. Securities and Exchange Commission’s Investor.gov overview, Exchange-Traded Funds (ETFs), explains these fund basics and points investors to the fund’s disclosures.

Before placing an order, write down the question you are trying to answer: has the fund changed, has the market moved, has your personal situation changed, or has the portfolio drifted away from its intended allocation? Each calls for a different kind of review.

Check the fund’s objective, strategy, and current documents

Use the ETF’s prospectus and latest shareholder report to verify what it is designed to track or invest in, how it pursues that objective, what risks it identifies, and what it costs. These documents are more useful for a decision than judging the fund by its name or by the recent return shown in an account summary. Investor.gov recommends reviewing available fund materials and considering how an ETF fits your overall financial situation.

  • Objective: Is the fund still intended to provide the kind of exposure you chose it for?
  • Strategy and principal risks: Does it use a focused, specialized, or otherwise riskier approach than you expected?
  • Holdings: What does it own now, and are the largest positions consistent with your intended exposure?
  • Costs: What expenses and other costs apply? The prospectus includes a standardized fee table, but not every cost of owning or trading fund shares appears in that table.

Do not assume that one bad performance period proves the fund has failed, or that a fund is suitable simply because its objective has not changed. The point of reviewing these documents is to test whether the investment still serves the role you assigned it, not to predict its next move.

Look for concentration and overlap across your ETFs

An ETF can hold a narrow slice of the market rather than a broadly diversified portfolio. Even funds that appear different may share many of the same large holdings. As a result, owning several ETFs does not necessarily mean you have several independent sources of risk.

Compare the fund’s current holdings with the other investments you own and with the diversification you intended. Ask whether one company, sector, region, or other exposure makes up more of your portfolio than you meant it to. The SEC’s Investor.gov material on Asset Allocation and Diversification cautions that a narrowly focused fund may not provide broad diversification and recommends looking through a fund’s holdings.

If the decline is concentrated in a particular exposure, that does not automatically mean you should sell. It does mean you should understand the source of the risk before treating the ETF as a general-purpose diversified holding.

Separate an ETF’s portfolio value from its trading price

An ETF share has a market price—the price at which shares trade—and a net asset value, or NAV, based on the value of the fund’s assets minus its liabilities. NAV is calculated each business day, while ETF shares trade at market prices during market hours. The trading price can be above NAV (a premium) or below it (a discount), so the two figures are related but not identical.

That distinction matters when interpreting a decline or considering a trade. A lower market price can reflect changes in the underlying holdings, as well as the price at which buyers and sellers are currently trading the ETF. Check the fund’s market price relative to NAV rather than assuming that a change in one figure tells the entire story. The SEC’s Updated Investor Bulletin: Exchange-Traded Funds (ETFs) describes these mechanics.

Trading also has costs. The bid-ask spread is the difference between the price buyers are bidding and the price sellers are asking; a trade can be affected by that spread, commissions, and other transaction costs. The SEC’s fee bulletin, updated July 23, 2025, explains that the prospectus fee table does not capture every cost an investor may incur. Consider both fund expenses and the costs of buying or selling shares.

Revisit your goals and target allocation—not just the latest move

Whether a decline calls for action depends on how the ETF fits your financial situation. Consider your goal, how long you expect to invest toward it, your ability and willingness to tolerate losses, and the target allocation you chose for your portfolio. A time horizon or risk tolerance that has changed may be a reason to review the plan. Recent relative performance alone is not the same as a reasoned change in plan.

The SEC’s Beginners’ Guide to Asset Allocation, Diversification, and Rebalancing describes allocation as a decision tied to factors such as time horizon and risk tolerance. It also cautions against changing asset allocation simply because one category has recently performed better than another. If your original allocation was built around a goal that still applies, ask whether the portfolio’s current mix has drifted from that allocation before responding to a market move.

There is no universal rule that says to hold, sell, or buy more after a decline. Selling may make sense for an investor whose plan or circumstances have changed, or whose fund no longer fits the intended role. Holding may fit a plan that remains appropriate. Rebalancing may be relevant when the overall portfolio has moved away from its intended mix. The loss amount, on its own, cannot settle that choice.

If the portfolio is out of balance, compare rebalancing methods

Rebalancing means bringing a portfolio back toward its intended allocation; it is not a forecast about which investment will perform best next. First compare the current allocation with your target. If they differ enough to matter to your plan, you can consider more than one way to adjust:

Approach How it works What to consider
Sell an overweight holding Reduce a holding or category that has grown beyond its intended share. A sale can involve transaction costs and tax consequences, depending on the account and jurisdiction.
Buy an underweight category Add to holdings that are below their target share. Consider the cost of the purchase and whether the chosen fund provides the exposure you intend.
Direct new contributions Put new investment money toward underweight categories rather than selling existing holdings. This can change the allocation without selling an overweight holding, but whether it is sufficient depends on the size of the imbalance and the contributions available.

Some investors use a calendar schedule; others set a threshold for how far an allocation may drift before reviewing it. These are approaches, not guarantees. The SEC guide says rebalancing tends to work best relatively infrequently. Before acting, account for transaction fees and possible taxes; the effects depend on your fund, account, jurisdiction, and circumstances. For an individual tax question, consult a qualified tax professional familiar with your situation rather than assuming a general rule applies.

Take extra care with leveraged and inverse ETFs

If the ETF targets a multiple of an index’s return or the inverse of that return, check its stated objective closely. Many leveraged and inverse ETFs are designed to meet their objective for a single day and reset daily. Their performance over periods longer than one day can differ significantly from the stated multiple or inverse of the benchmark’s return over that longer period. The difference can be magnified in volatile markets.

That daily design means a longer holding period can produce an outcome that is not intuitive from the fund’s name or target multiple. It is a fund-structure issue, not simply a matter of whether the underlying index has risen or fallen since purchase. The SEC’s Updated Investor Bulletin: Leveraged and Inverse ETFs describes these products as specialized and generally not suitable for buy-and-hold investors. If you own one, read its current disclosures and make sure you understand the daily objective and risks before deciding what to do.

A practical review before placing a trade

Work through these checks in order so the decision rests on the fund and your plan, not just the visible loss:

  1. Define the decline. Note whether it concerns one ETF or the full account, and specify the dates being compared.
  2. Identify the exposure. Review the current objective, strategy, principal risks, and holdings in the prospectus and latest shareholder report.
  3. Check for concentration. Compare the fund’s holdings with your other investments to find narrow exposure or overlap you did not intend.
  4. Review trading information. Compare market price with NAV and account for the bid-ask spread, commissions, and other transaction costs if you trade.
  5. Compare the portfolio with your plan. Revisit your goal, time horizon, risk tolerance, financial situation, and intended allocation.
  6. Choose a method only if the plan calls for action. Consider holding, selling, or rebalancing, and assess the applicable account, tax, and transaction consequences before proceeding.
  7. Verify special fund structures. For a leveraged or inverse ETF, confirm the daily objective and consider how daily resets affect longer holding periods.

SEC investor education materials cited here are U.S.-focused. Tax treatment and account rules vary by jurisdiction, and fund-specific information such as holdings, fees, NAV deviations, and trading conditions should be checked in current documents. If the decision depends on your personal tax position or whether an investment is suitable for you, seek advice from a qualified professional who can review those details.
