If you bought stocks or stock funds near a market high and prices have fallen, a drop alone does not tell you whether to sell, hold, or buy more. First check whether your goals, time horizon, financial cushion, or intended portfolio mix have changed. Then decide whether your current investments still fit that plan. Avoid making a rushed all-in or all-out move based only on the latest price.
This is general educational information, not a recommendation about any particular security or portfolio. The appropriate choice depends on details such as when you need the money, what account holds the investment, your cash reserves and debt, and the taxes a sale could create.

Start with your plan, not the price you paid
Buying near a high can make a subsequent decline feel like proof that you made a mistake. But the price at which you bought does not, by itself, determine what you should do now. The more useful question is whether the investment still belongs in your portfolio for the goal and time horizon you chose.
Write down the goal for this money, when you expect to use it, and what mix of investments you intended to hold. Then compare that plan with your current circumstances. A fall in prices may be frightening without changing a distant goal; a change in your job, spending needs, retirement date, or ability to tolerate losses may require a fresh look even if prices had not moved.

A joint bulletin from the SEC’s Office of Investor Education and Advocacy, the CFTC, FINRA, NASAA, the NFA, and SIPC, published Oct. 5, 2026, describes resilience as having a plan that can help you pursue financial goals despite market changes. It also cautions that trying to time the market can result in buying at highs and selling as prices fall. Read the World Investor Week 2026 investor bulletin.
Check when you need the money
Time horizon is one of the first factors to revisit. Money for a goal decades away is different from money you expect to spend soon. The SEC’s Beginner’s Guide to Asset Allocation, Diversification, and Rebalancing says allocation depends substantially on your time horizon and risk tolerance. It also explains that stocks can be very risky in the short term.
If you are approaching retirement, planning a large near-term expense, or drawing living costs from investments, consider how a further decline could affect the amount available when you need it. That is not the same as predicting what the market will do next. It is a way to judge whether your current exposure leaves you with a risk you can actually bear.

Separate willingness to take risk from ability to take risk
Risk tolerance is partly emotional—how much fluctuation you can accept without abandoning your plan. Risk capacity is practical: whether your finances can withstand a loss without forcing you to sell at an inconvenient time or miss essential expenses. A portfolio may feel acceptable in theory but be too aggressive given imminent withdrawals, unstable income, or a thin cash reserve.
Review your financial resilience alongside the investments. The 2026 joint bulletin recommends planning for unexpected expenses, maintaining adequate savings, limiting high-interest debt, and diversifying. These steps can reduce the likelihood that an emergency forces you to liquidate investments during a decline.
- Identify upcoming bills, major purchases, and expected withdrawals, and note which ones depend on selling investments.
- Check how much accessible savings you have for emergencies. A former SEC investor-education director, Lori Schock, said many financial professionals recommend having up to six months of money in savings. That is attributed historical guidance, not a universal requirement or a personal target for everyone.
- Review high-interest balances before increasing investment contributions. The 2026 bulletin says many credit cards charge “as much as 18 percent or more” when a balance is not paid in full each month. This is broad context, not a rate quote for your card; check your account’s actual terms.
- Consider whether job loss, health costs, or another foreseeable change could make your current investment plan difficult to maintain.
Inspect what you own and how concentrated it is
Look beyond the headline balance. List the holdings in each relevant account and estimate how much of your portfolio is in stocks, bonds, and cash equivalents. Then check whether your stock exposure is spread across different companies and sectors or depends heavily on a small number of positions. A fund can hold many securities, but the label alone does not tell you whether your total portfolio is diversified; overlapping funds or a large individual holding can create concentration.

Diversification spreads exposure across and within asset classes. It can reduce the effect of one holding or sector on the whole portfolio, but it cannot prevent losses when investments fall broadly. The SEC guide also notes that large-company stocks as a group have lost money on average about one out of every three years. The guide does not state the year for that historical generalization; it is not a forecast, a current-market statistic, or a promise about how often losses will occur in the future.

Compare your actual mix with the allocation you chose for your goal. If the plan was built around a stock-heavy portfolio for a distant objective, a decline by itself does not show that the intended mix has failed. If your holdings are concentrated, or the original mix no longer fits your time horizon or financial capacity, the portfolio may need review for reasons beyond the market’s recent direction.
Choose among staying with the mix, rebalancing, or changing the plan
These are different decisions. Keeping your allocation means continuing with the target mix you selected. Rebalancing means bringing the portfolio back toward that target after market movements have changed the weights. Changing the plan means choosing a new target because your goal, time horizon, or circumstances have materially changed. Do not treat rebalancing as a forecast that prices have reached a bottom.
| Choice | When it may fit the question you are facing | What to check first |
|---|---|---|
| Keep the current target allocation | Your goal, time horizon, financial situation, and willingness and ability to bear risk are still consistent with the plan. | Whether you can meet near-term needs without relying on a sale prompted by market volatility. |
| Rebalance toward the existing target | Holdings have drifted away from the allocation you deliberately selected, and restoring it still serves your goal. | Transaction costs, possible tax consequences, account type, and whether contributions can restore the mix without selling. |
| Review or change the target allocation | Your planned withdrawals, time horizon, risk capacity, or other important circumstances have changed. | The revised goal and a realistic assessment of the risks and trade-offs of the new mix. |
The right column is a decision checklist, not a formula for a particular stock, bond, or cash percentage. The SEC materials do not establish whether a specific reader should buy, hold, or sell a security.

How to rebalance without turning it into a market bet
Rebalancing is intended to restore a planned allocation, not to guess when the market will recover. The SEC’s 2012 Investor Bulletin: Year-End Investment Considerations for Individual Investors describes several approaches:

- Compare current weights with your target. Use the allocation you chose for your goals as the reference point. Check the whole portfolio where practical, rather than reacting to one position in isolation.
- Consider directing new contributions to underweighted assets. This can move the mix toward its target without selling an overweighted holding, if you have contributions to invest and they fit your budget.
- Consider buying underweighted categories. This is another way to bring weights closer to the plan, but only use money that is available for investment after essential expenses, savings, and debt obligations.
- Before selling overweighted positions, review costs and taxes. Sales can create transaction costs and possible tax consequences. The 2012 bulletin is a general reminder, not current individualized tax advice; rules and your tax liability depend on current law and your circumstances.
There is no need to rebalance simply because a market has fallen. Whether to do it depends on how far your mix has moved from its target and whether the target remains appropriate. If you do not know your target or cannot assess a potential tax result, get help before placing trades.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Should you keep investing during a downturn?
Periodic investing can help reduce the temptation to choose a single “perfect” entry point, but it does not guarantee a profit or prevent a loss. A lower price is not, on its own, a reason to raise contributions. Make contributions only if they fit the plan and your finances can support them.
Before adding money, check that you can cover bills and planned spending, maintain a suitable emergency cushion, and address high-interest debt. If a contribution would leave you short or force you to borrow, it is not made affordable by the fact that stock prices have fallen. If regular contributions are already part of a sustainable plan, assess them against that plan rather than trying to predict the next market move.

Consider consulting an appropriately qualified financial professional if you are near retirement, depend on portfolio withdrawals for living costs, hold a concentrated position, have margin debt, face a significant tax decision, or cannot tell whether your allocation fits your ability to bear loss. A professional can help assess the particulars; credentials and services vary, so verify the person’s background rather than relying on a title or a market prediction.

The SEC-FINRA investor materials recommend checking a financial professional through FINRA BrokerCheck or the SEC’s Investment Adviser Public Disclosure (IAPD) database. Ask how the person is compensated, what services are being offered, and whether the advice addresses your goals, account types, risks, and tax situation. Do not assume that any professional can reliably call a market bottom.
A practical review before you trade
Use this sequence to slow down the decision and identify what actually needs attention:
- Write down the goal and deadline. Name the purpose of the money and when you expect to need it.
- Map expected cash needs. Include planned withdrawals and emergencies that could arise before the goal date.
- Review your financial cushion and debt. Decide whether bills, savings, or high-interest balances make new investment contributions imprudent.
- Inventory holdings and allocation. Identify broad asset mix, overlapping exposure, and any position or sector that dominates the portfolio.
- Compare the portfolio with the original plan. Ask whether the mix drifted, whether the goal or timeline changed, or both.
- Estimate trading consequences. Before selling or switching, check fees, transaction costs, account rules, and potential taxes with current, account-specific information.
- Act only on the reason you identified. If the reason is to restore a still-suitable target, that is rebalancing; if circumstances changed, revisit the target. Neither requires a prediction about tomorrow’s prices.
What a market decline does—and does not—tell you
A decline tells you that the market value of your holdings is lower than before. It does not establish that a recovery is imminent, that the investment’s long-term prospects are unchanged, or that selling now will prevent a worse outcome. The official sources cited here do not provide a current drawdown figure or a return series for the particular decline a reader may be seeing, so a specific historical comparison cannot answer the personal allocation question.
